Czechoslovakia was the third nation to have a citizen in space when Vladimir Remek flew in 1978. It was present at the formulation of international space law principles and ran some space-related projects within Intercosmos. The Czech Republic reassumed this tradition after Czechoslovakia was dissolved in 1993. There are no special funds to support space R&D. Hence, participants must compete for R&D resources with companies from other areas of industry. This improves their competitiveness. Czech society is broadly interested in space-related activities. The graduate system structure reflects this. Not only can one study space-related courses at technical universities but international space law is an obligatory part of international public law courses in the Czech Republic. Strong support for space activities is mirrored in the institutional fragmentation of this sphere. Competences in space applications are distributed among some 20 institutions and organizations. This status harms the Czech potential in space activities and R&D. The Czech Republic became a member of ESA in 2008 but Czech companies have not taken advantage of the full potential of membership. Participation in international projects is very important for a small post-communist economy because economic growth is based on convergence towards developed countries, which may dissipate after 2020. Now is the right time to strengthen the primary research that will establish a strong foundation for innovation-based economic growth.  相似文献

Using data from the General Social Survey, this research identifies the issue public of US space policy. Highlighting the need to understand and identify the portion of the public that supports space activities, this study underscores the limited appeal of space for the public as a whole. We find that those who support space activities tend to be younger, male, Republican, and have a higher level of education and socioeconomic status. Because these characteristics make up a relatively small proportion of the American population, those supporting space activities must broaden the appeal of space, making it more accessible and understandable for those with whom the issue does not have much saliency.  相似文献

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these.  相似文献

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. It also attempts to predict the consequences of the Protocol for space activities in developing countries.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

The exploration of space is a long-term endeavor that will require strong public support to weather societal and political changes over the period of its implementation. In August 2006, George Mason University's Center for Aerospace Policy Research organized a workshop to address this issue. The sustainability of space exploration was investigated from a variety of perspectives by invited experts from the space sector as well as from the market research and public relations fields. This paper summarizes the results of the workshop. It presents market research data along with recommendations for an active strategic communications effort as well as public engagement to enhance public support for space exploration, especially among the younger age groups which tend to be uninterested in space activities.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

Almost since the beginning of the space age, people have questioned the value of the government-funded space program. Since the beginning space was an exclusive domain of public organizations, the role of privates is becoming more and more important, and not only in commercial activities. However, the main international treaties dealing with this subject are still based on the assumption that space activities are mostly reserved to states. In the last decade the idea that the role of privates could include the management of space infrastructures and launch vehicles gained support and now private launch services are a reality. An even wider role of privates is now advocated and private exploration and exploitation missions are discussed. This requires that space activity in general can generate an attractive return and those business models are identified.  相似文献

Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. Rather than aiming at overall preemenence in space, as in the past, it is important for the USA now to specify goals and objectives for its space programme. In the space transportation market, the USA faces long-term competition. Planned properly, the Space Shuttle, Space Station and transfer stages can be used as a unique transport system, forcing other suppliers to compete on US terms. Such a total transport service system could also include ELV support. In entering into international space agreements, the government must take into account the objective of maintaining the competitiveness of the US commercial sector.  相似文献

The semantic ambiguity of the word ‘space’ causes problems for both the funding of space activities and the determining of space policies. The historical practice of lumping all space activities together, to be funded by a single budgetary line, is inappropriate to the range of such activities and for the economic and strategic interests at stake: it has direct consequences for the priorities governments want to make, and can pervert the directions industry is trying to go in. While continued government support for space is imperative, given the strategic, national-development nature of many of its applications, new ways must be found of allocating it a budget that take account of the diversity of the areas in which it plays a role.  相似文献

The UK space industry is an important part of the British economy and likely to become more so, but it needs well-educated graduates, government support and investment. Such an effort would be aided by an educated public. Education is an important part of a successful space industry policy. The Space Education Council, supported by the BNSC, is doing important work talking to the public about space. Since 1971 the UN Programme on Space Applications, implemented by the Office for Outer Space Affairs, has been organizing workshops, symposiums and expert meetings and providing training opportunities in the practical applications of space technology. In 2009 the Office launched the Basic Space Technology Initiative (BSTI). The BSTI encompasses a range of activities in support of capacity building in space technology development in response to the growing interest of academic and governmental organizations in many countries to establish basic, indigenous capabilities to develop nano- and small satellites. Considerations such as the education and training of experts, the creation of required testing and building infrastructure, opportunities for international cooperation and the applicable legal and regulatory frameworks are therefore of particular interest to these organizations. The BSTI aims to assist them with their efforts. This paper describes the origins of the initiative, the activities that have been conducted to date and the work planned for 2011 and beyond.  相似文献

Carbon fiber reinforced plastic (CFRP) tubes, with the increasing dimensions and performances requested for space structures, are becoming a basic building element of boom-type structures for large precision reflectors, towers and payload support structures such as the Modular Payload Support Structure, the Shuttle Pallet Satellite or the European Retrievable Carrier. It is very important for such applications that the CFRP tubes have minimum thermal distortions and very high stiffness.An extensive test program was performed to characterise the CFRP tubes that are used for such applications. Measurements of coefficient of thermal expansions, thermal conductivity, thermal cycling, microstructure behaviour, as well as mechanical tests and outgassing tests were performed. The main purpose was to correlate the microcracking with the thermal cycling and the coefficient of thermal expansion and thermal conductivity.These types of activities for the CFRP tubes were performed for the first time in Europe and important results were found, especially in the area of microcracking generation and correlation with engineering parameters. The influence of the thermal cycling speed on the microcracking was also studied. Most of the tests were conducted at ESTEC (European Space Research & Technology Centre, Holland) by the European Space Agency in the frame of the technology research activities.  相似文献
