This paper explores how the WTO process may affect the development of commercial space industries in Asia. It does so by examining how the ever greater reach of trade rules may constrain industrial and technology policies aimed at developing an indigenous space capability. The number of states capable of building, launching and operating satellites has grown significantly over the years. This article discusses how going to space in an egalitarian fashion may influence the current state of affairs related to the militarization and weaponization of outer space, the security postures of the already established space powers, and the global balance of power in general. Potential changes in the relationship between old and new spacefarers may instigate an entire shift in the understanding of threats and opportunities for international cooperation in space.  相似文献

As international partnerships increasingly look to be the way forward for sustainable human space exploration, the need to think about language protocols becomes more pressing. Using the historical examples of three international human spaceflight missions, this viewpoint shows how each language protocol was dictated by political realities and how often difficulties arose during implementation as a result. It is argued that, in order to optimize operational environments in future human space exploration, the international space community should adopt a standardized, single-language protocol, similar to commercial aviation. While English may appear to be the most obvious candidate, other languages, particularly Russian and perhaps even Chinese, may also be worth considering.  相似文献

This paper examines Nobel Prize Winner Elinor Ostrom's principles for sustainable governance of common-pool resources (CPR), capturing the best practices of CPRs over the years, which avoid the “Tragedy of the Commons” without being either completely privatized or controlled by a Leviathan entity. Ostrom's principles highlight, inter alia, the need for clear boundary definitions, rules tailored to fit the domain, who has a say in formulation of collective-choice agreements and operational rules, monitoring of behavior, graduated penalties, and conflict resolution mechanisms. In the context of the space domain they highlight issues such as the definition of where space begins, gaps in the existing liability regime, the concept of collaborative space situational awareness, and how best to include emerging and developing space actors in negotiations and decision making. The paper concludes that Ostrom's principles highlight specific areas on which to focus initial space sustainability efforts and national and international policy. It also recommends further analysis into how best to translate her principles to the space domain, where they may not be wholly applicable because of the unique nature of space, and how to evolve space governance institutions and mechanisms to best suit the unique environment of outer space.  相似文献

Weight loss is a frequent problem in space flights. We now claim that it may affect performance and drug-seeking behavior by altering midbrain neurochemistry. In food-deprived rats (20-30% underweight) basal extracellular dopamine levels in the nucleus accumbens decrease to 40-50% of normal and locomotion is depressed. However, amphetamine-induced dopamine release and locomotion are higher than in controls (1825% vs. 595% after a 25 micromoles d-amphetamine intraaccumbens infusion). The lower basal and the higher stimulated dopamine levels suggest that the neurotransmitter accumulates presynaptically in the accumbens of the underweight rats due to subnormal basal release. Psychostimulants are more rewarding for underweight subjects possibly because they release significantly more dopamine from elevated presynaptic stores into the accumbens. Consequently, weight loss can lead both to depression of performance and propensity to substance abuse. These effects should be considered when providing nutritional resources for space flights so that weight loss is limited.  相似文献

During the space shuttle era, policy makers have repeatedly wrestled with the issue of fleet size. The number of shuttles had both practical and symbolic significance, reflecting the robustness of the space transportation system and US preeminence in space. In debating how many shuttles were needed, NASA and other government entities weighed various arguments to determine the optimum number of vehicles for human spaceflight. Deliberations and decisions about shuttle fleet size reflected changing policy priorities and attitudes about the role of the shuttle. That history frames issues that may arise again in planning for new space transportation vehicles beyond the shuttle.  相似文献

A space tourism industry appears to be about to take off. Businesses have announced plans to launch people into suborbital space for $200,000/person, with flights beginning as early as 2008. A brief review of the history of the idea of space tourism over the past four decades—and an awareness that many ventures have quietly shelved their grandiose plans—might aid thinking about the prospects for development of a safe and thriving space tourism industry. Today's space tourism model emphases the concept of luxury, and the lifestyle of hyper-consumption. It may be worth considering whether and how this conception of space tourism might affect the future of space exploration.  相似文献

In November 2000, the National Aeronautics and Space Administration (NASA) and its partners in the International Space Station (ISS) ushered in a new era of space flight: permanent human presence in low-Earth orbit. As the culmination of the last four decades of human space flight activities. the ISS focuses our attention on what we have learned to date. and what still must be learned before we can embark on future exploration endeavors. Space medicine has been a primary part of our past success in human space flight, and will continue to play a critical role in future ventures. To prepare for the day when crews may leave low-Earth orbit for long-duration exploratory missions, space medicine practitioners must develop a thorough understanding of the effects of microgravity on the human body, as well as ways to limit or prevent them. In order to gain a complete understanding and create the tools and technologies needed to enable successful exploration. space medicine will become even more of a highly collaborative discipline. Future missions will require the partnership of physicians, biomedical scientists, engineers, and mission planners. This paper will examine the future of space medicine as it relates to human space exploration: what is necessary to keep a crew alive in space, how we do it today, how we will accomplish this in the future, and how the National Aeronautics and Space Administration (NASA) plans to achieve future goals.  相似文献

Space exploration is now moving beyond the stage when technical development dominated research. As thinking shifts towards the problems of long-term colonization of the Solar System, the biological and behavioural sciences must make major contributions. This article outlines some of the issues which must be addressed, such as group behaviour and dynamics in space flight, the environment created at space stations and other outposts, recruitment and training of suitable spacefarers, and the planning and governing of space settlements. This paper provides an overview of a system for providing reliable, ongoing, timely situational awareness services to satellite operators. Such services would include close approach warnings, warnings of potential radio frequency interference, and other offerings designed to help make operators aware of possible threats to the safe operation of their spacecraft and measures they can take to lessen these threats. The paper discusses current trends, proposes operational requirements, and speculates on the type of organization that may emerge to provide space traffic control services. The Space Age is causing new applications to the concept of culture, a human coping tool. The exploration and exploitation of outer space resources are altering human culture both on Earth and in orbit. For the first time in history, our species need not merely react and adapt to environment, but plan for a space culture appropriate for extraterrestrial migration. The impact of culture can be analyzed in terms of how space developments alter human perceptions and behavior on this planet; the emergence of a new culture to suit the orbital environment; the organizations that build spacecraft and deploy people aloft; and the technological systems created for spacefaring. This article presents a paradigm for analyzing some of the non-technical human factors involved in space undertakings. It also offers a method for classifying a culture according to ten categories which may be applied both to a macroculture, such as a lunar base; or a microculture, such as a space agency or crew. Human enterprise in space is viewed as both altering the species, and providing a challenge for expanded behavioral and biological scientific research on living and working in space.  相似文献

Preventing the weaponization of outer space is one of the most relevant issues of the current space law debate. In recent years discussions on this issue have significantly increased in international fora, such as the UN Conference on Disarmament and the COPUOS. While it has not been possible to arrive at an agreed solution on how to efficiently deal with the problem of possible weaponization of outer space so far, several valuable proposals have been put forward. China and Russia, on the one side, and the European Union, on the other, have taken the lead in this respect. While the former have submitted a proposal for a draft treaty on the demilitarization of outer space, known as the PPWT, the latter has issued a Draft Code of Conduct for Outer Space Activities. Despite the differences between the two proposals, this paper proposes the development of a Chinese, Russian and European common approach aimed at preventing the weaponization of outer space. Although such a goal is undoubtedly challenging, some political and legal factors may enable such cooperation in the not-too-distant future.  相似文献

Japan's Consultative Committee on Long Term Policy was established within the Space Activities Commission to consider how the country's space activities should proceed. The Committee was asked to take a long-term viewpoint, considering the rapid changes in both domestic and overseas space activities. This report is an edited version (and unofficial translation) of the Committee's report, published in May 1987. This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

Astronauts face numerous health challenges during long-duration space missions, including diminished immunity, bone loss and increased risk of radiation-induced carcinogenesis. Changes in the intestinal flora of astronauts may contribute to these problems. Soy-based fermented food products could provide a nutritional strategy to help alleviate these challenges by incorporating beneficial lactic acid bacteria, while reaping the benefits of soy isoflavones. We carried out strain selection for the development of soy ferments, selecting strains of lactic acid bacteria showing the most effective growth and fermentation ability in soy milk (Streptococcus thermophilus ST5, Bifidobacterium longum R0175 and Lactobacillus helveticus R0052). Immunomodulatory bioactivity of selected ferments was assessed using an in vitro challenge system with human intestinal epithelial and macrophage cell lines, and selected ferments show the ability to down-regulate production of the pro-inflammatory cytokine interleukin-8 following challenge with tumour necrosis factor-alpha. The impact of fermentation on vitamin B1 and B6 levels and on isoflavone biotransformation to agluconic forms was also assessed, with strain variation-dependent biotransformation ability detected. Overall this suggests that probiotic bacteria can be successfully utilized to develop soy-based fermented products targeted against health problems associated with long-term space travel.  相似文献

It has been demonstrated that plants can be grown in microgravity, and almost every space programme has included experimental greenhouses to investigate technical and biological feasibility, as well as the habitability-related benefits of plant growth activities in space.Aside from nutritional and life support system applications, these benefits include sensory and spatial enhancement of the spacecraft environment, both through the plants as such and the design of their growth chambers, as well as by providing meaningful occupation through individual interaction. In view of long duration missions, plant growth facilities should not be regarded as a desirable add-on, but as an essential component of the habitat.Following a review of existing greenhouse designs and plants grown on past missions, the paper summarizes the benefits of greenhouses and outlines potential forms of architectural integration within the spacecraft interior.  相似文献

Although existing international instruments such as the Outer Space Treaty and Moon Agreement generally express sentiments for minimizing missions' extraterrestrial environmental impacts, they tend to be limited in scope, vague and generally unenforceable. There is no formal structure for assessing how and to what extent we affect those environments, no opportunity for public participation, no uniform protocol for documenting and registering the effects of our actions and no requirement to mitigate adverse impacts or take them into consideration in the decision-making process. Except for precautions limiting forward biological contamination and issues related to Earth satellites, environmental impact analysis, when done at all, remains focused on how missions affect the Earth and near-Earth environments, not how our actions affect the Moon, Mars, Europa, comets and other potential destinations. Extraterrestrial environmental impacts are potentially counterproductive to future space exploration, exploitation and scientific investigations. Clear, consistent and effective international protocols guiding a process for assessing such impacts are warranted. While instruments such as the US National Environmental Policy Act provide legally tested and efficient regulatory models that can guide impact assessment here on Earth, statutory legal frameworks may not work as well in the international environment of outer space. A proposal for industry-driven standards and an environmental code of conduct based, in part, on best management practices are offered for consideration.  相似文献

Expanding the human sphere of influence beyond Earth presents philosophical questions that also have important practical applications. Do we need to worry about the moral implications of our actions in the vastness of space? What kind of explorers will we be - and what kind of explorers should we be? The answers to these basic questions depend greatly on what moral status is assigned to space; how it is conceptualized. This article sets forth arguments both for and against considering space as an environment, that is, as a place deserving of ethical treatment in the same way that terrestrial environments are valued and respected in environmental ethics. It sketches some answers to how space exploration could meet high ethical standards and puts forward the notion of environmental ‘virtue ethics’.  相似文献
