Space activities are evolving from publicly financed to commercial undertakings. In 2000, the 50% mark was reached in Europe and this figure shows a steadily increasing tendency. Reduced public funding and increased technical maturity in space technologies have been the major forces driving this commercialisation process. European industry has adapted itself to this new environment with a number of mergers over the last decade. Strategic alliances represent the second, current phase in this process in order to cope with the challenges of the global space sectors. Besides national space legislation, new regulatory frameworks, initiated by the European commission and the WTO, as well as an increasingly internationally oriented workforce will accelerate this commercialisation process.  相似文献

Italy initiated space activities in the late 1950s; however, it was only in the 1980s that these activities grew to the point where Italy became a major spacefaring nation. In 1988, the Italian Space Agency was created with the goal of coordinating all Italian space activities, but severe administrative and organizational difficulties hampered its operation. This viewpoint proposes a new space policy-making process, in view of the increased effectiveness that space activities can bring to various departments of the Italian government and to allow it to better exploit investments in space activities.  相似文献

Space technology and resources are used around the world to address societal challenges. Space provides valuable satellite services, unique scientific discoveries, surprising technology applications and new economic opportunities. Many developing countries formally recognize the advantages of space resources and pursue national level activity to harness them. There is limited data or documentation on the space activities of developing countries. Meanwhile, traditional approaches to summarize national space activity do not necessarily capture the types of activity that developing countries pursue in space. This is especially true if they do not have a formal national space program or office. Developing countries pursue national space activity through activities of many types—from national satellite programs to commercial use of satellite services to involvement with international space institutions. This research aims to understand and analyze these trends. This paper introduces two analytical frameworks for evaluating space activity at the national level. The frameworks are specifically designed to capture the activity of countries that have traditionally been less involved in space. They take a broad view of space related activity across multiple societal sectors and disciplines. The discussion explains the approach for using the frameworks as well as illustrative examples of how they can be applied as part of a research process. The first framework is called the Mission and Management Ladders. This framework considers specific space projects within countries and ranks them on “Ladders” that measure technical challenge and managerial autonomy. This first method is at a micro level of analysis. The second framework is called the Space Participation Metric (SPM). The SPM can be used to assign a Space Participation score to countries based on their involvement in various space related activities. This second method uses a macro level of analysis. The authors developed both frameworks as part of a long term research program about the space activities of developing countries. This aspect of the research focuses on harnessing multiple techniques to summarize complex, multi-disciplinary information about global space activity.  相似文献

This article explores the use of scenario analysis as a methodology to rigorously analyze potential space futures, particularly with respect to space security challenges, in the context of rapid and uncertain change across several dimensions of human space activities. The successful use of scenario analysis in other (e.g. corporate and military) sectors is described and results of an initial scenario analysis workshop are presented. Scenario analysis is recommended as a promising approach to evaluating the long-term consequences of various policy choices in the context of uncertainty, and as a process well-suited to fostering communication and building consensual knowledge among diverse stakeholders.  相似文献

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these.  相似文献

In the last 25 years Israel developed highly advanced space industry and capable indigenous infrastructure of space technology. The special interconnections between the academia, the industry and different government agencies had a valuable influence on this successful process. This paper identifies and analyzes the characteristics of this partnership. It addresses the issue of sustaining this partnership and maintain it as a major driving force of the Israeli space program in order to provide some conclusions for similar actors, seeking to enhance their space activities and capabilities.  相似文献

The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. The European Union draft Code of Conduct for outer space activities is one of the primary international initiatives, that are currently active, to enhance the safety, security and sustainability of outer space activities. Although the spirit underlying the instrument is commonly shared by space-faring countries, substantial disagreement exists among States as to some of its core provisions. This article proposes that the Code of Conduct should make a clear distinction between commercial activities and military activities, and adopt more balanced measures on the restriction of military activities in outer space.  相似文献

China has engaged in a steady, long-standing effort to build and strengthen its space capabilities, achieving progressively more ambitious milestones and staking its claim as a major space power. It is also increasingly engaging in cooperative efforts. A number of issues must be weighed, however, before the USA should consider any collaboration with it. These include the essentially military nature of China’s space program, the fact that China’s intentions in space and decision-making process are far from ‘transparent’, and the way it uses its space activities to pursue foreign policy goals. While the latter could be useful in, e.g., reducing tensions on the Korean peninsular through a space-services-for-giving-up-missiles tradeoff, and while there is scope for collaboration in space science missions, there are no compelling reasons for the USA to pursue cooperation in human spaceflight with China.  相似文献

针对空间目标态势威胁响应和预警研究不完善的问题,为实现空间目标行为和事件的智能推理、实时响应和主动预警,保障航天活动和空间利益,提出面向行为与事件的空间目标态势本体模型(BEO-SO2)。基于基本形式本体(BFO),构建空间目标态势行为与事件本体模型。在统一时空框架下建立空间目标关系模型,实现空间目标行为执行和事件发生过程的动态推演。以空间目标碰撞威胁为背景,设计对象实体等级体系和碰撞威胁行为与事件要素,建立碰撞威胁推理规则,基于空间目标态势行为与事件本体进行实现、验证与展示。结果表明,空间目标态势行为与事件本体能够实现空间目标碰撞威胁的等级推理与预警,并指导进一步的空间活动,为航天任务与空间活动提供有效保障。  相似文献

Outer space activities have evolved significantly. While they were previously the exclusive domain of a restricted number of states, now thanks to technological advances and the easing of governmental restrictions, space activities are carried out on a much larger scale and involve subjects of both a governmental and non-governmental nature. Furthermore, the commercial uses of outer space are making space business increasingly profitable and attractive to potential investors. As the economic value of outer space activities, as well as the number of space actors grows, it is nearly inevitable that international disputes related to the use of outer space will occur. Until recently, international space law contained little dedicated machinery to settle international outer space-related disputes. This absence significantly weakened the applicability and enforceability of space law and contributed to a climate of uncertainty. In order to address these issues, the Permanent Court of Arbitration (PCA) adopted the Optional Rules for Arbitration of Disputes Relating to Outer Space Activities on 6 December 2011. The PCA Space Rules represent a significant development in the field of space law because they provide a voluntary and binding dispute settlement method accessible to all space actors and modeled on the specific legal and economic characteristics of space activities. This paper describes the genesis of the PCA Space Rules, assesses their content and innovative character, evaluates their possible implications for the settlement of outer space disputes, and argues that they should be positively received by the outer space community.  相似文献

Traditionally, international legal rules have been established through the adoption of treaties by states, and the five space treaties adopted in the 1960s and 1970s are no exception. Accordingly, the recent proposals for overcoming problems related to the management of space activities have often envisioned the conclusion of new treaties, even a general convention, on space law. However, the process of setting norms through international treaties has certain severe weaknesses, ones affecting space law as much as, if not more than, other fields. These include the lamentably common time lag between drafting, adoption, and entry into force of international standards. Even if states manage to agree on certain provisions, by the time accords are implemented, the problems in question may have reached entirely new and different proportions and strategies that made sense when first proposed already represent ‘too little, too late’. This paper ponders the chances of making norms of international space law operative faster as well as the possibility of creating instruments whose provisions can readily accommodate changing conditions.  相似文献

The Japanese administrative reform which took place in recent years integrated NASDA and ISAS to create a larger space agency. Why was such an agency called for? What was the purpose behind the administrative reform? This article examines the motivations, objectives and responses to the reform process by using policy logic and institutional analysis to examine the evolution of the Japanese space programme. It argues that the reform aimed to rationalize the national administrative system and salvage the government from financial crisis. Thus, the reform was not designed to strengthen space activities in Japan, and as a result, Japanese space policy making is confused.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

When the requisite technology exists, the US political process will inevitably include lunar surface activities as a major space objective. This article examines a manned lunar base in terms of three distinct functions: the scientific investigation of the Moon and its environment; development of the capability to use lunar resources for beneficial purposes throughout the Earth-Moon systems; and conduct of R&D leading to a self-sufficient and self-supporting manned lunar base.
