China's opaque politics present particular difficulties for US space policy. Heavily invested in and reliant on space, the US will closely monitor China's burgeoning space program. New space powers, and the increasing use of space generally will further create significant challenges, most particularly to the reliance of states on space for national security. In order to maintain its space capabilities, the US will have to decide between securing this via multilateral and co-operative uses of space, or through trying to maintain a level of dominance over other space actors. While very gradually shifting away from the latter position, Washington's policy choices are complicated by the lack of a clear Chinese space strategy. While the Chinese space program, and its wider intentions, are opaque, tenure of a more cooperative approach course might prove fragile.  相似文献

China's space policy and its purpose have become an increasingly contentious subject. This paper critically examines the claims, made by Ashley Tellis, among others, that China has a space strategy decided and coordinated by the Chinese military and dedicated to defeating superior US power locally in an asymmetrical war, and that it is this military space strategy that drives China's single-minded pursuit of space science and technology and the development of China's space programme. To do so, the paper conducts two investigations: into the declining role of the Chinese military in China's foreign and security policy making and its limited influence in formulating China's grand strategy; and the other into the contingent history of China's two space programs, Shenzhou and Chang'e, which have largely been driven by civilian scientist communities, rather than the military. In so doing, I argue that the claims of China's ‘military space strategy’ are over-imaginative and serve a particular political purpose. The social imaginary of a threatening China produced by the US strategic gaze at China in space, I further argue, has dangerous policy implications.  相似文献

Japan's Consultative Committee on Long Term Policy was established within the Space Activities Commission to consider how the country's space activities should proceed. The Committee was asked to take a long-term viewpoint, considering the rapid changes in both domestic and overseas space activities. This report is an edited version (and unofficial translation) of the Committee's report, published in May 1987. It outlines the significance of space activities for Japan, considers how they have developed during this century, forecasts development after the year 2000, and presents proposals for the execution of Japan's space development.  相似文献

针对空间科学、技术、应用各领域试验统筹有限,当前部分核心空间技术攻关过程中面临的机理不清以及空间作为战略制高点对国计民生的拉动力不足等问题,栾恩杰院士2016年首度提出太空试验场的概念,希望通过构建一系列的空间设施,系统地规划并主导后续太空试验任务。文章在调研国内外空间试验现状的基础上,分析空间试验发展趋势,阐述太空试验场的概念——它由空间段、地面段和软环境组成,提出其未来分阶段建设目标和系统服务框架。有关论述可为我国“成体系、分阶段”规划建设空间试验类基础设施,实现“按需求、高效率”的空间试验管理提供决策参考。  相似文献

He argues that government reliance on private funding for Britain's space programme will fail. Italy initiated space activities in the late 1950s; however, it was only in the 1980s that these activities grew to the point where Italy became a major spacefaring nation. In 1988, the Italian Space Agency was created with the goal of coordinating all Italian space activities, but severe administrative and organizational difficulties hampered its operation. This viewpoint proposes a new space policy-making process, in view of the increased effectiveness that space activities can bring to various departments of the Italian government and to allow it to better exploit investments in space activities.  相似文献

In June 2012, four whole years after the Basic Space Law mandated a fundamental reorientation of Japan's space policy objectives towards applications, including national security and the use of space as a diplomatic tool, legislation was passed by Japan's Diet that alters who controls Japan's space policy. The new legislation involves a curious compromise between competing aims and objectives of different parts of Japan's central bureaucracy. But it also clearly represents a break from the past and potentially a decisive step toward new directions for Japan's governmental space efforts. Contextualizing the deeper and immediate background, this article seeks to elucidate just how deep, or indeed shallow, some of the forthcoming changes are.  相似文献

Using the US-coined concept of space industrialization and reflecting the ongoing creation of a space economy, this paper maintains that China’s 20-odd years of practice and achievement in crop breeding in space should be seen as an integral part of any space economy. The paper analyzes the Chinese government’s space breeding policies, its support for it via financial allocation, and the relevant programs, and highlights the key achievements so far achieved in the sector. The era of modern space research and applications began with the 1945–46 Moon-radar experiments and with the successful launch of the first artificial satellite, Sputnik-1. Hungary and Hungarian engineers/researchers were present at the birth of this new and important discipline. As a consequence of the Second World War Hungary became part of the Soviet bloc and, for the first 30 years of the Space Age, Hungarian space activity was carried out mainly within Intercosmos; however, some highlights were produced. After the collapse of the communist dictatorship Hungarian space activity was successfully rebuilt and the past 20 years have seen the beginning of the integration of Hungarian space activity into ESA and EU space policy. Hungarian society’s attitude to the country’s space activity is complex, as is that of its decision makers. This largely results from the simplified picture of global space activity and Hungarian participation therein in people’s minds and from the ignorance of the country’s decision makers. While this is basically a global problem, it has a special Hungarian aspect in the view that a small country has no real role in the world, in the EU, in ESA or in global space activity. 文章介绍了国内外微小空间碎片超高速撞击地面模拟实验研究的现状,描述了国内等离子体微小空间碎片加速器的研制进展和初步实验结果,分析了该加速器在空间碎片防护研究工作中的应用。在初步调试阶段,在系统设计满负荷储能6%和35%的条件下,分别将100 ?m和200 ?m的玻璃微粒加速至5.5 km/s和9.3 km/s。利用该加速器可以模拟研究10~1 000 ?m的微小空间碎片对卫星功能材料的撞击损伤特性,可以加速模拟研究卫星关键部件或分系统在大量微小空间碎片撞击下的失效机理和失效模式,为卫星防护微小空间碎片的设计提供技术支持。该加速器还能为国内发展星载空间微小碎片探测仪器的设计和标定提供模拟实验条件。  相似文献

We are witnessing a fundamental change in the perception of space-related issues. Once a symbol of technological competition between opposing political systems, space activities have become a part of everyday life and an indispensable means for states to achieve economic, scientific, political and social goals. This Report addresses the space activities of Turkey, a latecomer to space challenge but a country rapidly progressing in this field. In this context, major space-related policies and projects are first discussed. The current status of the Turkish space industry is then defined through SWOT analysis (strengths, weaknesses, opportunities, threats). The analysis is informed by a May 2012 workshop was held in Turkey at the Defense Sciences Institute, which brought together a range of interested actors to discuss Turkey's space policy. The workshop was followed up six months later with a survey of a larger group of participants. This Report lays out the findings of these two events, articulating the strengths and weaknesses for Turkey's space aspirations, and also a proposal for the country's future space ambitions. Strategies and policies that will be supportive in achieving the proposed space vision are also introduced.  相似文献

This paper examines Nobel Prize Winner Elinor Ostrom's principles for sustainable governance of common-pool resources (CPR), capturing the best practices of CPRs over the years, which avoid the “Tragedy of the Commons” without being either completely privatized or controlled by a Leviathan entity. Ostrom's principles highlight, inter alia, the need for clear boundary definitions, rules tailored to fit the domain, who has a say in formulation of collective-choice agreements and operational rules, monitoring of behavior, graduated penalties, and conflict resolution mechanisms. In the context of the space domain they highlight issues such as the definition of where space begins, gaps in the existing liability regime, the concept of collaborative space situational awareness, and how best to include emerging and developing space actors in negotiations and decision making. The paper concludes that Ostrom's principles highlight specific areas on which to focus initial space sustainability efforts and national and international policy. It also recommends further analysis into how best to translate her principles to the space domain, where they may not be wholly applicable because of the unique nature of space, and how to evolve space governance institutions and mechanisms to best suit the unique environment of outer space.  相似文献

It has always been clear that one of the main driving forces behind the space race was Cold War propaganda. But just what impact did it have on ‘the minds of men everywhere’? This paper presents a survey of the impact of space exploration on popular culture in Britain in the 1950s and 1960s, concentrating chiefly on the cinema. Before the launch of Sputnik in 1957, although space was present in popular culture, it was generally aimed at a specialised audience. In the 1960s, interest in space became widespread and reached unexpected corners of popular culture such as pop music. This popular success had dangerous consequences, however: when public interest waned in the early 1970s, the immense cost of the Moon landings could no longer be justified on propaganda grounds and the project was massively reduced.  相似文献

Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

The rise of the EU as an actor in the European and world space theatres, in its various roles as initiator, owner and operator of large-scale programmes such as Galileo and GMES, has raised a number of questions with regard to industrial policy. Based on the experiences from the Galileo programme's procurement round in the Full Operational Capability (FOC) phase and on the present discussions on space industrial policy within the EU, this paper argues that, whereas the EU's political ambitions in space have been discussed and become reasonably well defined, the specific policy tools and legal instruments to put them into practice are far from complete. First, an unequivocal industrial policy for the space sector needs to be defined that reconciles the Union's political ambitions with the economic specificities of the space sector. At present, this is a work in progress, with opinions diverging between member states. Second, both logically and temporally, these policy decisions need to be translated into legal instruments that allow their implementation. This implies the development of made-to-measure funding instruments and procurement rules. We conclude by emphasising the need for a sector-specific industrial policy as an integral part of the EU's space policy.  相似文献
