Global dependence on the space sector is increasing rapidly. However, the growing challenges outer space poses to international security have not, as yet, been effectively addressed in the United Nations Conference on Disarmament (CD) or in other multilateral fora. This paper briefly reviews the current state of affairs of international security and outer space and explores the challenges the international community faces in building international agreements for improved space security and global stability. It examines some of the hurdles that are faced in tackling space security issues are and provides some thinking on ways to overcome them. The paper concludes that there is a potential role for the disarmament community and the CD in particular. As potential conflicts in outer space emerge, having invested bodies and communities such as the CD and a strong cadre of disarmament diplomats and NGOs to act as an informed hub on space and disarmament issues is essential.  相似文献

UN-affiliated regional centres for space science and technology education are being established or are in operation in Africa (Morocco, Nigeria), Asia and the Pacific (India), Latin America and the Caribbean (Brazil, Mexico), and Western Asia (Jordan). Education curricula at the university level, embracing remote sensing, satellite communications, satellite meteorology, and space science have been developed for these centres. This article briefly reports on the structure of the most recent updated education curricula in the four disciplines that have been made available for implementation in 2002 and 2003, in the six official languages of the United Nations. This is also an effort to bridge the gap between such education curricula as they vary significantly between nations and among educational institutions in nations.  相似文献

We present the results on variations of ion spectra in the energy range from 1 keV to 3 MeV. The spectra measured onboard the INTERBALL Tail Probe satellite on November 13, 1995, during the satellite's passage from the dipole field lines to the lines stretched into the magnetotail are analyzed. The data of the CORALL, DOK-2, and SKA-2 instruments are used to reconstruct the ion spectra. It is shown that, when the ion spectrum along the satellite trajectory is averaged over 2-min intervals, it is smooth up to geocentric distances of 6R E. With decreasing distances, the form of the particle spectra in the region under consideration remained virtually unchanged (region from L = 11R E down to L= 6R E) and only insignificant variations of the energy of the spectral maxima are observed. Possible reasons for the observed regularities are discussed.  相似文献

Abstract

In this paper we propose a spatial ontology for reasoning about holes, rigid objects and a string, taking a classical puzzle as a motivating example. In this ontology the domain is composed of spatial regions whereby a theory about holes is defined over a mereotopological basis. We report the first telemetered spaceflight science results from the orbiting Space Environment Survivability of Living Organisms (SESLO) experiment, executed by one of the two 10?cm cube-format payloads aboard the 5.5?kg Organism/Organic Exposure to Orbital Stresses (O/OREOS) free-flying nanosatellite. The O/OREOS spacecraft was launched successfully to a 72° inclination, 650?km Earth orbit on 19 November 2010. This satellite provides access to the radiation environment of space in relatively weak regions of Earth's protective magnetosphere as it passes close to the north and south magnetic poles; the total dose rate is about 15 times that in the orbit of the International Space Station. The SESLO experiment measures the long-term survival, germination, and growth responses, including metabolic activity, of Bacillus subtilis spores exposed to the microgravity, ionizing radiation, and heavy-ion bombardment of its high-inclination orbit. Six microwells containing wild-type (168) and six more containing radiation-sensitive mutant (WN1087) strains of dried B. subtilis spores were rehydrated with nutrient medium after 14 days in space to allow the spores to germinate and grow. Similarly, the same distribution of organisms in a different set of microwells was rehydrated with nutrient medium after 97 days in space. The nutrient medium included the redox dye Alamar blue, which changes color in response to cellular metabolic activity. Three-color transmitted intensity measurements of all microwells were telemetered to Earth within days of each of the 48?h growth experiments. We report here on the evaluation and interpretation of these spaceflight data in comparison to delayed-synchronous laboratory ground control experiments.  相似文献

Future space systems, such as Columbus, the planned European contribution to the International Space Station, offer ample possibilities for microgravity research and application. These new opportunities require adequate user support on ground and novel operational concepts in order to ensure an effective utilization. Extensive experience in microgravity user support has been accumulated at DFVLR during the past Spacelab 1 and D1 missions. Based on this work, a Microgravity User Support Centre (MUSC) has been built and is active for the forthcoming EURECA-A1 and D2 missions, to form an integrated support centre for the disciplines life sciences and material sciences in the Space Station era. The objective of the user support at MUSC is to achieve:
• easy access to space experiments for scientific and commercial users,
• efficient preparation of experiments,
• optimum use of valuable microgravity experimentation time,
• cost reduction by concentration of experience.
This is implemented by embedding the MUSC in an active scientific environment in both disciplines, such that users can share the experience gained by professional personnel. In this way, the Space Station system is operated along the lines established on ground for the utilization of large international research facilities, such as accelerators or astronomical observatories. In addition, concepts are developed to apply advanced telescience principles for Space Station operations.  相似文献
