The changing context of space remote sensing applications is described in terms of evolving needs and capabilities in South-east Asia and in terms of recent policy decisions in spacefaring nations. Emphasis is placed on the need for a technology which allows the monitoring of, eg the exploitation and degradation of natural resources, crop development, climatic effects and the like. The implications of policy adjustments in the US LANDSAT programme, including its proposed commercialization, are discussed, and the potential role of other existing and future satellites is reviewed.  相似文献

Poland has been involved in space activities for some years, specialising in the manufacturing of space instrumentation. Projects are carried out within the framework of international cooperation, with ESA being the main partner. The country's experience and existing potential currently encourage consideration of an expansion of the scope and character of the programmes undertaken, including activities aimed at the commercial market. Early steps have been taken towards establishment of a coordinated and consolidated space programme. Poland also has well-defined interests with regard to the space policy of the European Union.  相似文献

China's space policy and its purpose have become an increasingly contentious subject. This paper critically examines the claims, made by Ashley Tellis, among others, that China has a space strategy decided and coordinated by the Chinese military and dedicated to defeating superior US power locally in an asymmetrical war, and that it is this military space strategy that drives China's single-minded pursuit of space science and technology and the development of China's space programme. To do so, the paper conducts two investigations: into the declining role of the Chinese military in China's foreign and security policy making and its limited influence in formulating China's grand strategy; and the other into the contingent history of China's two space programs, Shenzhou and Chang'e, which have largely been driven by civilian scientist communities, rather than the military. In so doing, I argue that the claims of China's ‘military space strategy’ are over-imaginative and serve a particular political purpose. The social imaginary of a threatening China produced by the US strategic gaze at China in space, I further argue, has dangerous policy implications.  相似文献

The US space and Earth science programme is in a time of crisis. As the research environment changes and new scientific opportunities emerge, a broader range of resources is needed, including substantial new flight opportunities. There are a growing number of claimants for space research resources. Fluctuations in funding, programme delays and mismatched time scales have contributed to wasted time and research efforts. A new commitment is needed in this crisis; this article contains a summary of the analysis and recommendations of a recent report of NASA advisory committee.  相似文献

Iran's efforts to develop space technology for civil and peaceful purposes began many years ago. Almost all its success in this connection is the result of indigenous potential in terms of human resources, available expertise and experience along with international cooperation and exchange of knowledge. There are considerable civilian entities involved in space-related development and production in Iran. This article describes the history and current status and capabilities of Iran's space programme and its aim to use space for peace and prosperity and to attain the position that it deserves in the global arena. Stepping into space using an indigenously developed system has provided Iran with a notable and unprecedented national pride. Only international cooperation, as already exists in the framework of COPUOS activities on the peaceful uses of outer space, can improve 21st century understanding of the space policy and visions of Iran for the world community. Iran's space programme is really no different from that of any other nation. It is committed to developing its assets in space both for peaceful purposes and for use as part of various multinational space projects. It should not be ignored that such achievements require a high degree of expertise, ability and comprehensive knowledge about the subject, while the attitudes and visions of leaders in each nation who also influence and contribute to the pace, progress and developmental objectives of any nation's space program should not be disregarded.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. This is in fact a ‘new’ programme because for the first time it includes all space activities of the unified Germany.  相似文献

Although the 1958 Space Act stressed the civilian nature of the US space programme, the military space budget has grown to over twice the size of NASA's. Military influence on US space policy has grown accordingly. NASA has failed in articulating a sense of direction and purpose for the civilian space programme justifying sustained and adequate support. What matters most for a reinvigorated NASA is the level of commitment the nation is prepared to make, and in today's political climate greater spending on a civilian space programme would be unpopular. The USA looks likely to continue to fall behind in the international competition for space leadership.  相似文献

This article argues that growing space activities are essential to maintain European high-technology ambitions. The approval of ESA's future programme at the ministers' meeting in late 1991 is regarded as an absolute minimum and the adoption of a collective European space policy setting European autonomy, international cooperation, competitiveness and equitable market conditions is urgently required. The article further argues that a power structure to define, adopt and update such a policy and monitor its implementation must be established. This article briefly presents the historical background, as seen by ISRO and India, to the growing problem of space debris. It describes the technical aspects of ISRO's activities in the field of space debris, and the grey areas in technical understanding, which may impede legal discussions. Analysis of the cost and technical aspects of reorbiting satellites from geostationary Earth orbit (GEO) is detailed, since this is an important area for India and other developing countries. The article also briefly describes ISRO's views of the applicability and relevance of the existing space treaties to a possible future legal regime for space debris. Debates are currently taking place in the UN and other multilateral fora on the subject of space debris and the situation is dynamic. The main aim of this article is to inform readers of ISRO's and India's position in the UN on the subject of space debris, in terms of its technical, political and legal aspects. This is the executive summary of a report prepared for the European Commission by LD consultants on the status of India's space industry and the prospects for European firms to invest in it. India has impressive launch capabilities, telecommunications and disaster warning satellites but commercialization of its activities is occurring only slowly. There are many opportunities for joint ventures with Europe (which must not let the USA consolidate its superior position in the broadcasting field) but issues of technology transfer and India's unhappiness with the MTRC must first be resolved. As well as selling products and services, Europeans should also be prepared to buy those Indian components that are available more competitively.  相似文献

This article reviews the current status of the Chinese space programme, covering its military origins, launchers, applications satellites, manned spaceflight and exploration. It examines the growing commercialization of China's space activities and how far this is likely to be successful, especially in the light of MTCR constraints and other legal regulations. It is nonetheless concluded that commercialization, along with joint ventures with foreign companies, has been crucial to the development of China's space programme. The Japanese administrative reform which took place in recent years integrated NASDA and ISAS to create a larger space agency. Why was such an agency called for? What was the purpose behind the administrative reform? This article examines the motivations, objectives and responses to the reform process by using policy logic and institutional analysis to examine the evolution of the Japanese space programme. It argues that the reform aimed to rationalize the national administrative system and salvage the government from financial crisis. Thus, the reform was not designed to strengthen space activities in Japan, and as a result, Japanese space policy making is confused.  相似文献

This article analyses the patterns and trends of small countries' participation in various forms of international space cooperation. The background to formulating a national space programme is discussed, together with considerations in linking national needs, stage of development, resources and capacity with those of the international community. The need for a selective national strategy on space activities is demonstrated: efforts must be concentrated around a few reasonably selected goals, provisions for acquiring information must be maintained, and the space programme must prepare the country for rapid development in all other fields of space research and applications, if world trends require. A brief examination of Bulgaria's space activity is made. A series of advanced space investigations have been undertaken in that country, and space technology transfer and spin-offs have resulted, with valuable benefits for the society and the economy.  相似文献

The authors examine the principles, goals and guidelines in the new US NSP. While in general favourable to the overall direction of the policy, noting that Europe too has similar goals or, in some cases, should be adopting US ideas, they are sceptical about certain aspects, such as the greater emphasis on commercial partnerships with NASA and the continuing protectionist launch policy. Particular points of concern are the vagueness and lack of clear goals in the human spaceflight programme and the US position on space weaponization at the Conference on Disarmament. The conventional wisdom holds that the Space Shuttle programme has been a ‘policy failure’ because NASA compromised its original concept in the face of weak political commitment and inadequate funding. However, a detailed reappraisal of the history shows that this reasoning is ambiguous, counterfactual and contrary to experience. Congressional and presidential support for the Shuttle has consistently been generous despite flawed and shifting justifications for the programme advanced by NASA. Among the lessons to be learned are the need for more rigorous congressional oversight and the development of smaller, quicker and independent civil space programmes.  相似文献

The US space programme continues to face difficulties in restructuring to meet existing political and fiscal conditions, in part because the basic structure and focus of the programme derive from the tensions of the Cold War. Space technology has the vast potential for addressing a variety of societal problems of the developing countries, particularly in the areas of communication, education and health sectors, land and water resources management, disaster management and weather forecasting. Both remote sensing and communication technologies can be used to achieve this goal.With its primary emphasis on application of space technology, on an end-to-end basis, towards national development, the Indian Space Programme has distinguished itself as one of the most cost-effective and development-oriented space programmes in the world.Developing nations are faced with the enormous task of carrying development-oriented education to the masses at the lower strata of their societies. One important feature of these populations is their large number and the spread over vast and remote areas of these nations, making the reaching out to them a difficult task. Satellite communication (Satcom) technology offers the unique capability of simultaneously reaching out to very large numbers, spread over vast areas, including the remote corners of the country. It is a strong tool to support development education. India has been amongst the first few nations to explore and put to use the Satcom technology for education and development-oriented services to the rural masses.Most of the developing countries have inadequate infrastructure to provide proper medical care to the rural population. Availability of specialist doctors in rural areas is a major bottleneck. Use of Satcom and information technology to connect rural clinics to urban hospitals through telemedicine systems is one of the solutions; and India has embarked upon an effective satellite-based telemedicine programme.Space technology is also useful in disaster warning and management related applications. Use of satellite systems and beacons for locating the distressed units on land, sea or air is well known to us. Indian Space Research Organisation (ISRO) is already a part of the International initiative called Satellite Aided Search and Rescue System.The programme to set up satellite-based Village Resource Centres (VRCs) across India, for providing a variety of services relevant to the rural communities, is also a unique societal application of space technology. The VRCs are envisaged as single window delivery mechanism for a variety of space-based products and services, such as tele-education; telemedicine; information on natural resources for planning and development at local level; interactive advisories on agriculture, fisheries, land and water resources management, livestock management, etc.; interactive vocational training towards alternative livelihood; e-governance; weather information; etc.This paper describes the various possibilities and potentials of Satcom and Remote Sensing technologies for societal applications. The initiatives taken by Indian Space Research Organisation in this direction are highlighted.  相似文献
