Following Ukraine's 1991 declaration of independence and the disintegration of the USSR, Ukraine inherited a third of the Soviet Union's space industry. This paper presents an overview of the main features of Ukraine's current policy on the exploitation of this capability as a factor in the transformation of its economy. It illustrates how the policy is being realized in the areas of launch systems, Earth observation, satellite communications and international relations, and concludes that Ukraine's strengths in the space field are counterbalanced by obstacles which must be faced, both within the country and externally. 相似文献

国际空间法是指调整国家、国际组织之间开展外空探索、利用、开发活动中权利义务规则的总称。狭义的国际空间法仅指以联合国外空五大公约为核心的国际条约体系,对于缔约国是具有强制的法律约束力的;广义的国际空间法还包括联合国大会决议和联合国外空委大会文件在内的不具有法律约束力、但具有很强的政治约束力的外空国际活动规则。中国1983年加入《外空条约》,1988年加入《营救协定》、《责任公约》和《登记公约》,没有加入《月球协定》。文章分析前4个公约以及《遥感原则》、《防止在外空部署武器条约草案》、"外空透明与建立信任措施"联大决议、《外空活动长期可持续准则草案》等不具有法律约束力的文件,简要分析其对中国航天活动可能产生的限制和影响,并提出对策、建议。 相似文献

Over 60 high-ranking professionals participated in ESPIs’ jointly organised November 2008 conference on “The Fair and Responsible Use of Space”. With space applications being central to modern interactions and more and more actors becoming involved in space activities, the conference investigated how an equitable and responsible utilisation of space can be achieved for all relevant actors. By outlining the current space security situation, it identified and analysed key challenges to the achievement of such use of outer space. The conference themes and discussions are reported here, as are the 10 steps identified as necessary for the achievement of an equitable use of space. 相似文献

Serious recommendations have been made about the development and mutual manning of an international space station. The achievements of ESA show that such international organizations can work successfully in high technology projects, although with problems. However, other work on isolated and confined environments suggests that sustained cooperation in the unique quarters of a space station for long durations may have special inter-cultural difficulties that need to be examined before any long term commitment is made. Also, a careful look at international activities in general suggests that in spite of the fact that there are many potential benefits for cooperative activities, there are also many international obstacles. If such an effort is to be embarked upon, it is important to look candidly at the problems that can be generated from the multi-national social, economic, and cultural systems in order to do serious and direct analyses. Such a project might be strangled by unanticipated and complex problems of a socio-cultural nature. 相似文献

The medical care for the integrated crew of the International Space Station (ISS) will require close co-operation between the partner agencies in the areas of selection, medical surveillance, countermeasures, and handling of acute medical problems. Based on a commonly accepted policy of shared care and responsibilities medical guidelines, procedures, and standards for medical data and communication need to be harmonised under the responsibility of the Multilateral Medical Operations Panel (MMOP). A supporting telemedical network connecting the partners on an organisational and technical level will facilitate the harmonisation process and provide new tools for effective co-operation between medical professionals. Earth bound projects with similar application areas can profit from and contribute to this development and need to be considered for efficient implementation and exploitation. 相似文献

This article discusses the outcomes of an April 2005 workshop held at ISU in Strasbourg. Experts sought to tailor an international co-ordination mechanism that would achieve the classical benefits of international co-operation for the unique venture of space exploration. The mechanism they developed provides a permanent forum for those with vested interests in exploration (currently space agencies in key spacefaring nations) to exchange information about national plans and activities so as to build confidence in one another's programs and, to the extent they choose, to develop beneficial interdependencies. The product of this co-ordination effort would be a consolidated international exploration roadmap that would both inform and reflect national program decisions. The co-ordination mechanism would simultaneously involve, but in less central roles, other important interested parties (industry, the science community, other countries without current exploration programs), whose advice is important to the development of a consolidated roadmap. Recognizing that the stakeholders in exploration will almost certainly evolve over time, the mechanism also presents the flexibility to accommodate new players (e.g. companies and countries not yet with investments in exploration) in more central roles as they become stakeholders with vested interests in exploration. 相似文献

There is an urgent need for an informal and independent ISY Steering Committee to legitimize the ISY and catalyse activities. Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these. 相似文献

In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required. 相似文献

Space exploration into the twenty-first century is contingent upon the ability of states to forge an appropriate vehicle for international cooperation. A theoretical framework that explains international cooperation in space exploration is proposed. This framework encompasses scientific, technological, political, and economic initial conditions, state and nonstate political actors, and models of cooperation that explain how initial conditions and actors interact to realize cooperative outcomes. It is hypothesized that the prevailing initial conditions favor certain political actors over others which, in turn, promote a specific model of cooperation. Cooperative policy outcomes are examined and assessed vis-à-vis case studies of cooperation in space exploration. On this basis, policy recommendations that engender effective cooperative outcomes in space exploration are suggested. 相似文献

Space science has been at the heart of humanity's activity in space, a fact reflected in the body of space law set up to regulate such activity. The increase in commercial utilisation of space may threaten the conduct of space science; reform of space law, however, could alleviate this situation. Using the examples of radio and light interference, and space debris, this articles examines ways in which the law could be reformed to improve conditions for scientists. It also discusses the need for, and equitable ways of, prioritising space activities. The forthcoming IHY 2007 should provide an opportunity for scientists to showcase their achievements. 相似文献

Space technology and resources are used around the world to address societal challenges. Space provides valuable satellite services, unique scientific discoveries, surprising technology applications and new economic opportunities. Many developing countries formally recognize the advantages of space resources and pursue national level activity to harness them. There is limited data or documentation on the space activities of developing countries. Meanwhile, traditional approaches to summarize national space activity do not necessarily capture the types of activity that developing countries pursue in space. This is especially true if they do not have a formal national space program or office. Developing countries pursue national space activity through activities of many types—from national satellite programs to commercial use of satellite services to involvement with international space institutions. This research aims to understand and analyze these trends. This paper introduces two analytical frameworks for evaluating space activity at the national level. The frameworks are specifically designed to capture the activity of countries that have traditionally been less involved in space. They take a broad view of space related activity across multiple societal sectors and disciplines. The discussion explains the approach for using the frameworks as well as illustrative examples of how they can be applied as part of a research process. The first framework is called the Mission and Management Ladders. This framework considers specific space projects within countries and ranks them on “Ladders” that measure technical challenge and managerial autonomy. This first method is at a micro level of analysis. The second framework is called the Space Participation Metric (SPM). The SPM can be used to assign a Space Participation score to countries based on their involvement in various space related activities. This second method uses a macro level of analysis. The authors developed both frameworks as part of a long term research program about the space activities of developing countries. This aspect of the research focuses on harnessing multiple techniques to summarize complex, multi-disciplinary information about global space activity. 相似文献

This article seeks to illuminate the implications of a small state's entry into the realm of space for its national security by inquiring into the space policy of the State of Israel. Israel's technological infrastructure in space boosts Israel's technological advantage, thereby allowing it to enhance military capabilities, as well as contributing in a number of non-military fields. It increases the quality of human resources, encourages scientific research, fortifies the economy, nurtures civilian and defense industries and ultimately contributes to the building of an advanced, highly developed society. After discussing how and why the idea was conceived, it details the actions taken to bring ISY about and the projects that were to be carried out. The author examines the achievements of the year and how they are likely to continue to influence space policy in the longer term. Successes include the creation - and continuation under another name - of SAFISY; an ongoing willingness among countries and organizations to coordinate their data and avoid wasteful redundancy; a bottom-up approach to global mission planning; and greater public perception of the significance of space. 相似文献

Has the current US space policy improved the USA's overall strategic position? Does it affect favorably international partnerships? These questions are examined in terms of security, political economy, and influence. In today's context, where there are more space players, more options, more potential for unintended consequences, and higher stakes, unilateral action is more limited in its effectiveness than in earlier times. Surveying current US space policy, it is not clear that data-driven, analytically based decisions are being made to affect positively national independence, innovation, market creation, and international perceptions of the USA as a trustworthy partner. More promising are the steps taken to bolster a predictable space operational environment and economic competitiveness. Ultimately, in order to achieve American excellence and leadership, a ‘closed loop’ on the policy system is needed, to gauge regularly and systematically whether the US is achieving the desired national outcomes. 相似文献
