The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

The US federal government is collaborating with a non-profit university consortium and its commercial project managers to develop the Space Shuttle fleet's expended external fuel tanks for scientific and commercial uses in space. Nearly a half dozen years in evolution, the Space Phoenix Program is a private-sector civil space programme with the long-term goal of opening the Earth's space to as many people, organizations and activities as possible, as soon as possible, and at the lowest cost to them as possible. In time it is expected to be a major focus for private-sector activities in space. This report describes how it will work.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. Private enterprise seeks to undertake virtually any activity that is institutionally and technologically feasible and that promises a high return on investment. Commercial activities in space would seem to be no exception. Indeed, it is reasonable to expect that, at some future date, commercial activities in space will overshadow government-sponsored research and military activities combined. But this date remains well into the future, it is highly uncertain, and it depends on government policies. Two major factors inhibiting further space commercialization are the current lack of necessary infrastructure and the lack of viable commercial activities. The necessary infrastructure is developing with the increasing operational status of the Space Shuttle and plans for a space station. It remains, however, to place increasing emphasis on the conduct of research in space to identify valid commercial uses of space.  相似文献

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. It also attempts to predict the consequences of the Protocol for space activities in developing countries.  相似文献

Space policy is an area of industrial economic policy. The space economy would vanish without the active role of the state. Although space may appear exotic to economist, it is not impossible to provide a quick economic insight into one of the most important aspects of all economic activities - the people employed. The space industry can attract employees from other industries in two ways. First, according to individual preferences and motivations. Second, on the basis of higher wages. Statistical evidence suggests the latter is more common. Moreover wages do not reflect productivity. NASA employees earn much more than employees in law or medicine. This does not match the social importance of these activities. Space employs many more people that stated by the OECD. Taking all activities together space employs almost half a million people in the USA. $1 billion given to NASA creates up to 24 000 vacancies in the space industry and also provides room for another 40 000 in the space economy in the long run. Current changes to the US national space programme suggest a decrease of $1.6 billion per year, implying a loss of up to 39 000 jobs.  相似文献

Italy initiated space activities in the late 1950s; however, it was only in the 1980s that these activities grew to the point where Italy became a major spacefaring nation. In 1988, the Italian Space Agency was created with the goal of coordinating all Italian space activities, but severe administrative and organizational difficulties hampered its operation. This viewpoint proposes a new space policy-making process, in view of the increased effectiveness that space activities can bring to various departments of the Italian government and to allow it to better exploit investments in space activities.  相似文献

China has engaged in a steady, long-standing effort to build and strengthen its space capabilities, achieving progressively more ambitious milestones and staking its claim as a major space power. It is also increasingly engaging in cooperative efforts. A number of issues must be weighed, however, before the USA should consider any collaboration with it. These include the essentially military nature of China’s space program, the fact that China’s intentions in space and decision-making process are far from ‘transparent’, and the way it uses its space activities to pursue foreign policy goals. While the latter could be useful in, e.g., reducing tensions on the Korean peninsular through a space-services-for-giving-up-missiles tradeoff, and while there is scope for collaboration in space science missions, there are no compelling reasons for the USA to pursue cooperation in human spaceflight with China.  相似文献

Government space agencies have the statutory responsibility to suport the commercialisation of space activities. NASA's 1998 report “General Public Space Travel and Tourism” concluded that passenger space travel can start using already existing technology, and is likely to grow into the largest commercial activity in space: it is therefore greatly in taxpayers' economic interest that passenger space travel and accommodation industries should be developed. However, space agencies are doing nothing to help realise this — indeed, they are actively delaying it. This behaviour is predicted by ‘public choice’ economics, pioneered by Professors George Stigler and James Buchanan who received the 1982 and 1986 Nobel prizes for Economics, which views government organisations as primarily self-interested. The paper uses this viewpoint to discuss public and private roles in the coming development of a space tourism industry.  相似文献

Over 60 high-ranking professionals participated in ESPIs’ jointly organised November 2008 conference on “The Fair and Responsible Use of Space”. With space applications being central to modern interactions and more and more actors becoming involved in space activities, the conference investigated how an equitable and responsible utilisation of space can be achieved for all relevant actors. By outlining the current space security situation, it identified and analysed key challenges to the achievement of such use of outer space. The conference themes and discussions are reported here, as are the 10 steps identified as necessary for the achievement of an equitable use of space.  相似文献

Space exploration is an emblematic domain of space activities where traditionally only established space powers have been active. However, new actors are demonstrating great interest in it, principally for international prestige reasons, with an increasing number making ambitious plans. Complementing national endeavours, international cooperation has become a central element of most countries' exploration strategy, since the costs of doing it alone are so great. Europe's development into a fully fledged actor in space exploration requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted in order to derive the best options for cooperation to lead and anticipate rather than follow and endure change.  相似文献

While the need for adequate space law may be as urgent as ever, the international community has discovered that today it is increasingly difficult to reach consensus on statutes to govern new space activities. In view of the noticeable slowdown in the law-making process, serious discussions about the most suitable and effective techniques of space legislation are required. The author discusses the political and legal problems of making laws to deal with space and space activities. In the past few years the UK has become increasingly active as the financial conscience of the European Space Agency. This is not because the UK government has a wish to spend more on its national space effort; it is because it remains unconvinced of the benefits of certain European space activities, notably manned endeavours. In the absence of an effective UK space lobby, the government's policies have remained largely unchallenged. This article traces the growth of the Parliamentary Space Committee in the context of developments in recent European space policy and highlights the need for an active UK space lobby.  相似文献

In announcing a new Vision for the US space program, President George Bush committed the USA to “a long-term human and robotic program to explore the solar system”, via a return to the Moon, leading to exploration of Mars and other destinations. He also stated that other nations would be invited to join the vision. Many other nations have, or are developing, ‘exploration visions’ of their own. The potential for international cooperation therefore exists, both at the vision and program/project levels. This paper, based on Working Group discussions as part of an AIAA space cooperation workshop,1 presents an approach for maximizing the return on all global investments in space exploration. It proposes an international coordination mechanism through which all these various national activities could be integrated into an inherently global enterprise for space exploration, a ‘virtual program of programs’. Within the context of the coordination, individual activities would utilize the full range of cooperative mechanisms for implementation. A significant benefit of this mode of conducting cooperation is that it would not require the negotiation of complex overarching international agreements as a precondition for initiating international activity.  相似文献

Using data from the General Social Survey, this research identifies the issue public of US space policy. Highlighting the need to understand and identify the portion of the public that supports space activities, this study underscores the limited appeal of space for the public as a whole. We find that those who support space activities tend to be younger, male, Republican, and have a higher level of education and socioeconomic status. Because these characteristics make up a relatively small proportion of the American population, those supporting space activities must broaden the appeal of space, making it more accessible and understandable for those with whom the issue does not have much saliency.  相似文献

The commercial space sector to date has failed to develop comprehensive regulations--"rules of the road"--for its international activities. Within the next 5 years, conflicts with respect to international trade in satellite sales and launch services could emerge, highlighting the need for such a regulatory framework. If the commercial space sector is to continue to develop, it is important to begin discussions now, before these conflicts become significant, on the elements of an appropriate international regulatory framework. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications.  相似文献

The political climate today is more favourable for joint superpower cooperation in space than it has been for many years. The authors of this Viewpoint, who studied together as members of the inaugural class of the International Space University, trace recent developments in the USA and USSR and evaluate how they might affect cooperation. Ironically, they find, it is the common problems both nations face in relation to space activities - budgetary constraints and declining political support for their space programmes - that argue most forcefully for cooperation. But a subtle and initially modest strategy will be needed to overcome the obstacles that stand in the way.  相似文献

For the European manned space activities an EVA space suit system was being developed in the frame of the Hermes Space Vehicle Programme of the European Space Agency (ESA). The space suit was to serve the needs for all relevant extravehicular activities for the Hermes Columbus operations planned to begin in 2004. For the present Russian manned space programme the relevant EVAs are performed by the Orlan-DMA semi-rigid space suit. The origin of its development reaches back to the 1970s and has since been adapted to cover the needs for extravehicular activities on Salyut and MIR until today. The latest modification of the space suit, which guaranteed its completely self-contained operation, was made in 1988. However, Russian specialists considered it necessary to start developing an EVA space suit of a new generation, which would have improved performance and would cover the needs by the turn of the century and into the beginning of the next century. Potentially these two suit developments could have a lot in common based on similarities in present concepts. As future manned space activities become more and more an international effort, a safe and reliable interoperability of the different space suit systems is required. Based on the results of the Munich Minister Conference in 1991, the European Space Agency and the Russian Space Agency agreed to initiate a requirements analysis and conceptual design study to determine the feasibility of a joint space suit development, EVA 2000. The design philosophy for the EVA 2000 study was oriented on a space suit system design of: space suit commonality and interoperability; increased crew productivity and safety; increase in useful life and reduced maintainability; reduced development and production cost. The EVA 2000 feasibility study was performed in 1992, and with the positive conclusions for EVA 2000, this approach became the new joint European Russian EVA Suit 2000 Development Programme. This paper gives an overview of the results of the feasibility study and presents the joint requirements and the proposed design concept of a jointly developed European Russian space suit.  相似文献
