This is a slightly edited version of the Executive Summary of a joint report on cooperation in space science produced by the Space Studies Board of the USA National Research Council and the European Space Science Committee of the European Science Foundation. Using analysis of 13 case-study missions it reviews 30 years of joint missions and makes 14 recommendations based on its findings. These include the importance of setting a scientific rationale for each mission and of ensuring that objectives are shared by engineers and others involved in it, the need for independent periodic assessments and that all agreements should specify the scope, expectations and obligations of the respective agencies and relevant partners.The USA and Europe have been cooperating in space science for more than three decades. This history of cooperation has survived significant geopolitical, economic and technological changes, such as the end of the Cold War, the pressure of budget reductions and the increasing focus on economic competition and the global marketplace. Both Europe and the USA have learned from one another and acquired a knowledge base as well as an infrastructure to implement joint missions and research activities. More importantly, the decades of cooperative space research efforts between the USA and Europe have built a community of scientists whose joint scientific exchanges have established a heritage of cooperation on both sides of the Atlantic.The scientific fruits of this heritage are plainly evident in achievements such as a signature for supermassive black holes provided by the Hubble Space Telescope (HST); the first views of the solar atmosphere and corona illuminated by the Solar and Heliospheric Observatory (SOHO); the sharing of expensive research facilities on the International Microgravity Laboratory (IML); and the impressive data on ocean altimetry from the Ocean Topography Experiment (TOPEX-POSEIDON) mission, which is significantly improving our understanding of global ocean circulation.There were no guideposts for the emergence of space science cooperation between Europe and the USA. In the process of introducing new procedures and improvements to facilitate cooperation, missteps occurred, and there were political, economic and scientific losses. This report takes stock of US–European history in cooperative space endeavors, the lessons it has demonstrated and the opportunities it suggests to enhance and improve future US–European cooperative efforts in the sciences conducted in space.  相似文献

In the past, one of the major problems in performing scientific investigations in space has been the high cost of developing, integrating, and transporting scientific experiments into space. The limited resources of unmanned spacecraft, coupled with the requirements for completely automated operations, was another factor contributing to the high costs of scientific research in space. In previous space missions after developing, integrating and transporting costly experiments into space and obtaining successful data, the experiment facility and spacecraft have been lost forever, because they could not be returned to earth. The objective of this paper is to present how the utilization of the Spacelab System will result in cost benefits to the scientific community, and significantly reduce the cost of space operations from previous space programs.The following approach was used to quantify the cost benefits of using the Spacelab System to greatly reduce the operational costs of scientific research in space. An analysis was made of the series of activities required to combine individual scientific experiments into an integrated payload that is compatible with the Space Transportation System (STS). These activities, including Shuttle and Spacelab integration, communications and data processing, launch support requirements, and flight operations were analyzed to indicate how this new space system, when compared with previous space systems, will reduce the cost of space research. It will be shown that utilization of the Spacelab modular design, standard payload interfaces, optional Mission Dependent Equipment (MDE), and standard services, such as the Experiment Computer Operating System (ECOS), allow the user many more services than previous programs, at significantly lower costs. In addition, the missions will also be analyzed to relate their cost benefit contributions to space scientific research.The analytical tools that are being developed at MSFC in the form of computer programs that can rapidly analyze experiment to Spacelab interfaces will be discussed to show how these tools allow the Spacelab integrator to economically establish the payload compatibility of a Spacelab mission.The information used in this paper has been assimilated from the actual experience gained in integrating over 50 highly complex, scientific experiments that will fly on the Spacelab first and second missions. In addition, this paper described the work being done at the Marshall Space Flight Center (MSFC) to define the analytical integration tools and techniques required to economically and efficiently integrate a wide variety of Spacelab payloads and missions. The conclusions reached in this study are based on the actual experience gained at MSFC in its roles of Spacelab integration and mission managers for the first three Spacelab missions. The results of this paper will clearly show that the cost benefits of the Spacelab system will greatly reduce the costs and increase the opportunities for scientific investigation from space.  相似文献

The Suess-Urey (S-U) mission has been proposed as a NASA Discovery mission to return samples of matter from the Sun to the Earth for isotopic and chemical analyses in terrestrial laboratories to provide a major improvement in our knowledge of the average chemical and isotopic composition of the solar system. The S-U spacecraft and sample return capsule will be placed in a halo orbit around the L1 Sun-Earth libration point for two years to collect solar wind ions which implant into large passive collectors made of ultra-pure materials. Constant Spacecraft-Sun-Earth geometries enable simple spin stabilized attitude control, simple passive thermal control, and a fixed medium gain antenna. Low data requirements and the safety of a Sun-pointed spinner, result in extremely low mission operations costs.  相似文献

The peculiarity of space weather for Earth orbiting satellites, air traffic and power grids on Earth and especially the financial and operational risks posed by damage due to space weather, underline the necessity of space weather observation. The importance of such observations is even more increasing due to the impending solar maximum. In recognition of this importance we propose a mission architecture for solar observation as an alternative to already published mission plans like Solar Probe (NASA) or Solar Orbiter (ESA). Based upon a Concurrent Evaluation session in the Concurrent Engineering Facility of the German Aerospace Center, we suggest using several spacecraft in an observation network. Instead of placing such spacecraft in a solar orbit, we propose landing on several asteroids, which are in opposition to Earth during the course of the mission and thus allow observation of the Sun's far side. Observation of the far side is especially advantageous as it improves the warning time with regard to solar events by about 2 weeks. Landing on Inner Earth Object (IEO) asteroids for observation of the Sun has several benefits over traditional mission architectures. Exploiting shadowing effects of the asteroids reduces thermal stress on the spacecraft, while it is possible to approach the Sun closer than with an orbiter. The closeness to the Sun improves observation quality and solar power generation, which is intended to be achieved with a solar dynamic system. Furthermore landers can execute experiments and measurements with regard to asteroid science, further increasing the scientific output of such a mission. Placing the spacecraft in a network would also benefit the communication contact times of the network and Earth. Concluding we present a first draft of a spacecraft layout, mission objectives and requirements as well as an initial mission analysis calculation.  相似文献

All significant short-term disturbances of the near-Earth space are caused exclusively by solar flare events and regions in the solar corona with the magnetic field open into the interplanetary space (coronal holes). Flare processes occur as a consequence of the interactions of new emerging magnetic fluxes within (flares) and outside (filament ejections) the active regions with already existing magnetic fields. The observation of emerging new magnetic fluxes and the estimate of their magnitude and the emerging rate allow one to forecast solar flares and filament ejections and estimate their degree of geoeffectiveness. The main agents that visualize the propagation of disturbance from solar flares and filaments in the solar corona and the interplanetary space are coronal mass ejections, the characteristics of which ideally allow one to estimate the possible disturbance of the geomagnetic field, the possible growth of high-energy charged particle fluxes in the near-Earth space. For successful forecast of geoeffective active phenomena on the Sun and their consequences in the near-Earth space, it is necessary to know the situation on the Sun for the last 3 days taking into account the development and characteristics of the current cycle and the epoch of solar activity.  相似文献

Spacelab permits investigation in new seicntific disciplines like material processing, life sciences, chemistry, etc. The large mass and volume capabilities of Spacelab offer better possibilities for some areas of traditional space sciences like infrared astronomy, multi-spectral solar observations and large instruments for astronomical observations.Since free-flyers will require normally a new spacecraft development for each mission, the reusability of space qualified components and experiments will be a significant cost reduction factor over a long period. In the early phase of Spacelab utilisation, however, the scaling factor introduced by Spacelab utilisation, however, the scaling factor introduced by Spacelab results in higher payload development costs than originally appreciated.The costs of Spacelab utilisation are computed and compared with those of conventional free-flying satellites. The mission implementation costs and experiment development costs are shown for both cases. The Spacelab mission implementation costs are subdivided into NASA charges for the Standard Shuttle Mission, NASA charges to fly and operate Spacelab, the European costs of Spacelab payload integration and experiment development costs. In order to evaluate and compare mission implementation costs, the simple parameters are adopted of the cost per kg of experiments and the data collection-transmission capability of Shuttle/Spacelab and ESRO/ESA satellites. The mission implementation costs turn out to be very favourable for Spacelab. The experiment development costs, which are not included in the mission implementation costs, are compared for several free flyers with the corresponding development costs for several experiments of the first Spacelab payload. The comparison shows that the cost per kg of Spacelab experiment development is about five times less than of satellite experiments.  相似文献

Small solar system bodies such as asteroids and comets are of significant interest for both scientific and human exploration missions. However, their orbital environments are among the most highly perturbed and extreme environments found in the solar system. Uncontrolled trajectories are highly unstable in general and may either impact or escape in timespans of hours to days. Even with active control, the chaotic nature of motion about these bodies can effectively randomize a trajectory within a few orbits, creating fundamental difficulties for the navigation of spacecraft in these environments. In response to these challenges our research has identified robust and stable orbit solutions and mission designs across the whole range of small body sizes and spin states that are of interest for scientific and human exploration. This talk will describe the challenges of exploring small bodies and present the practical solutions that have been discovered which enable their exploration across the range of small body types and sizes.  相似文献

Solar sails are a concept of spacecraft propulsion that takes advantage of solar radiation pressure to propel a spacecraft. Although the thrust provided by a solar sail is small it is constant and unlimited. This offers the chance to deal with novel mission concept. In this work we want to discuss the controllability of a spacecraft around a Halo orbit by means of a solar sail. We will describe the natural dynamics for a solar sail around a Halo orbit. By natural dynamics we mean the behaviour of the trajectory of a solar sail when no control on the sail orientation is applied. We will then discuss how a sequence of changes on the sail orientation will affects the sail's trajectory, and we will use this information to derive efficient station keeping strategies. Finally we will check the robustness of these strategies including different sources of errors in our simulations.  相似文献

A major goal of NASA's In-Space Propulsion Program is to shorten trip times for scientific planetary missions. To meet this challenge arrival speeds will increase, requiring significant braking for orbit insertion, and thus increased deceleration propellant mass that may exceed launch lift capabilities. A technology called aerocapture has been developed to expand the mission potential of exploratory probes destined for planets with suitable atmospheres. Aerocapture inserts a probe into planetary orbit via a single pass through the atmosphere using the probe's aeroshell drag to reduce velocity. The benefit of an aerocapture maneuver is a large reduction in propellant mass that may result in smaller, less costly missions and reduced mission cruise times. The methodology used to design rigid aerocapture aeroshells will be presented with an emphasis on a new systems tool under development. Current methods for fast, efficient evaluations of structural systems for exploratory vehicles to planets and moons within our solar system have been under development within NASA having limited success. Many systems tools that have been attempted applied structural mass estimation techniques based on historical data and curve fitting techniques that are difficult and cumbersome to apply to new vehicle concepts and missions. The resulting vehicle aeroshell mass may be incorrectly estimated or have high margins included to account for uncertainty. This new tool will reduce the guesswork previously found in conceptual aeroshell mass estimations.  相似文献

Among the major objectives of NASA's program of space exploration is a better understanding of the origin and evolution of the solar system. Crucial to this objective is the study of comets, which are thought to be the most primitive, pristine bodies remaining in the solar system. The importance of the study of comets has led NASA to plan a mission to rendezvous with comet Tempel 2 in 1997. Critical to the understanding of comets will be measurements of the nucleus material to determine its elemental and isotopic composition, its mechanical properties, and its thermal state and properties. This paper describes a proposal for a Comet Nucleus Penetrator to accomplish these measurement goals. The Comet Nucleus Penetrator will implant instruments into the comet's nucleus beneath a probable volatile-depleted surface mantle into material more representative of the bulk composition of the nucleus.  相似文献

The scientific objectives of the MICROSCOPE space mission impose a very fine calibration of the on-board accelerometers. However the required performance cannot be achieved on ground because of the presence of high disturbing sources. On-board the CHAMP satellite, accelerometers similar in the concept to the MICROSCOPE instrument, have already flown and analysis of the provided data then allowed to characterise the vibration environment at low altitude as well as the fluctuation of the drag. The requirements of the in-orbit calibration procedure for the MICROSCOPE instrument are demonstrated by modelling the expected applied acceleration signals with the developed analytic model of the mission. The proposed approach exploits the drag-free system of the satellite and the sensitivity of the accelerometers. A specific simulator of the attitude control system of the satellite has been developed and tests of the proposed solution are performed using nominal conditions or disturbing conditions as observed during the CHAMP mission.  相似文献

The authors present a new scientific space mission consisting of a satellite carrying a receiving- only SAR which receives the signal transmitted by the ENVISAT-1 SAR. The integration of ENVISAT-1 SAR and bistatic radar data offers an improved potentiality of surface classification, three-dimensional observation, and the opportunity of advanced scientific experiments in the field of bistatic scattering. The small satellite nominal orbit and the attitude manoeuvres are designed in order to maintain an adequate overlap between the two radar swaths along the whole orbit, taking into account the ENVISAT-1 attitude and pointing. A preliminary satellite design (2-year lifetime) is then performed to evaluate the orbit decay and to determine the appropriate orbit manoeuvres (every 4 days) to control the satellites relative phase. The numerical simulation shows that a spacecraft of about 584kg is able to meet the mission requirements.  相似文献

An overview of a sounding rocket, S-520-25th, project on space tether technology experiment is presented. The project is prepared by an international research group consisting of Japanese, European, American, and Australian researchers. The sounding rocket will be assembled by the ISAS/JAXA and will be launched in the summer of 2009. The sounding rocket mission includes two engineering experiments and two scientific experiments. These experiments consist of the deployment of bare electrodynamic tape tether in space, a quick ignition test of hollow cathode system in space, the demonstration of bare electrodynamic tether system in space, and the test of the OML (orbital-motion-limit) current collection theory.  相似文献

Plans for interplanetary manned space missions imply significant risks arising from human's exposure to the hostile space environment. Thus the design of reliable protection systems against the ionizing cosmic radiation becomes one of the most relevant issues. In this paper the composition and magnitude of the atmospheric radiation on the planetary surface and for typical interplanetary transfer configurations have been analyzed. The investigation based on prior NASA and ESA mission results, using a manned mission to planet Mars as a case study. According to this, the time-dependent character of the consistency of cosmic radiation has been taken into account, which is justified by the interdependence of the radiation magnitude to the solar cycle. With regard to this paper it implies even solar particle events. The results have been compared to the protective character of different materials potentially usable as a habitat's structural shell and for interplanetary spacecrafts. The investigation aimed on particle energy degradation rates and reduction of secondary particle production. In this regard the physical process of absorbing effectiveness against particle radiation has been examined by analytical calculation and given scientific results, depending on thickness and molecular composition of the materials. The most suitable materials have been used for shield design proposals using different configurations, evaluating the use of aluminium, water tanks and polyethylene bricks.  相似文献

PRECISE focuses on the research and development of a MEMS-based monopropellant micro chemical propulsion system for highly accurate attitude control of satellites. The availability of such propulsion systems forms the basis for defining new mission concepts such as formation flying and rendezvous manoeuvres. These concepts require propulsion systems for precise attitude and orbit control manoeuvrability. Application-oriented aspects are addressed by two end-users who are planning a formation flying mission for which the propulsion system is crucial. Basic research is conducted aiming at improving crucial MEMS technologies required for the propulsion system. Research and development also focuses on the efficiency and reliability of critical system components. System analysis tools are enhanced to complement the development stages. Finally, the propulsion system will be tested in a simulated space vacuum environment. These experiments will deliver data for the validation of the numerical models.  相似文献

Spore-forming bacteria are of particular concern in the context of planetary protection because their tough endospores may withstand certain sterilization procedures as well as the harsh environments of outer space or planetary surfaces. To test their hardiness on a hypothetical mission to Mars, spores of Bacillus subtilis 168 and Bacillus pumilus SAFR-032 were exposed for 1.5 years to selected parameters of space in the experiment PROTECT during the EXPOSE-E mission on board the International Space Station. Mounted as dry layers on spacecraft-qualified aluminum coupons, the "trip to Mars" spores experienced space vacuum, cosmic and extraterrestrial solar radiation, and temperature fluctuations, whereas the "stay on Mars" spores were subjected to a simulated martian environment that included atmospheric pressure and composition, and UV and cosmic radiation. The survival of spores from both assays was determined after retrieval. It was clearly shown that solar extraterrestrial UV radiation (λ≥110?nm) as well as the martian UV spectrum (λ≥200?nm) was the most deleterious factor applied; in some samples only a few survivors were recovered from spores exposed in monolayers. Spores in multilayers survived better by several orders of magnitude. All other environmental parameters encountered by the "trip to Mars" or "stay on Mars" spores did little harm to the spores, which showed about 50% survival or more. The data demonstrate the high chance of survival of spores on a Mars mission, if protected against solar irradiation. These results will have implications for planetary protection considerations.  相似文献

The European Student Moon Orbiter (ESMO) spacecraft is a student-built mini satellite being designed for a mission to the Moon. Designing and launching mini satellites are becoming a current trend in the space sector since they provide an economic way to perform innovative scientific experiments and in-flight demonstration of novel space technologies. The generation, storage, control, and distribution of the electrical power in a mini satellite represents unique challenges to the power engineer since the mass and volume restrictions are very stringent. Regardless of these problems, every subsystem and payload equipment must be operated within their specified voltage band whenever they required to be turned on. This paper presents the preliminary design of a lightweight, compact, and reliable power system for ESMO that can generate 720 W. Some of the key components of the EPS include ultra triple-junction (UTJ) GaAs solar cells controlled by maximum power point trackers, and high efficiency Li-ion secondary batteries recharged in parallel.  相似文献
