Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. This is in fact a ‘new’ programme because for the first time it includes all space activities of the unified Germany.  相似文献

The exciting challenge of building a permanent space station has been taken up by the USA, and participation in its development has been offered to the USA's allies. European countries are faced with the dilemma of whether to cooperate or to try to develop an autonomous approach. This article discusses the opportunities for Europe in participating closely in the US project — particularly in providing pressurized modules based on the Columbus programme — and argues that it is an opportunity not to be missed.  相似文献

Based on a joint study initiated in 2007–2008 by the Policy planning staff (CAP) of the French Foreign Ministry and the space agency CNES, which brought together experts, researchers and industry insiders, this article considers the factors behind Russia's recent resurgence and the possible revival of its space programme. It examines how far the latter will require international cooperation in order to progress further and discusses likely areas of profitable collaboration with Europe in general and France in particular, given that country's long history of space cooperation with Russia and the need in the mid-term future to share the burden of developing ambitious new space programs. While there is in principle much potential, especially in the area of space transportation, there are also numerous challenges and uncertainties. How these are resolved will affect the level and success of any cooperative efforts of both sides.  相似文献

This article argues that growing space activities are essential to maintain European high-technology ambitions. The approval of ESA's future programme at the ministers' meeting in late 1991 is regarded as an absolute minimum and the adoption of a collective European space policy setting European autonomy, international cooperation, competitiveness and equitable market conditions is urgently required. The article further argues that a power structure to define, adopt and update such a policy and monitor its implementation must be established. It should be based on ESA, with other organizations concerned with space playing advisory roles.  相似文献

Since the establishment of the United Nations Committee on the Peaceful Exploration and Uses of Outer Space (COPUOS) in 1959, many actions that affect the advancement of the space frontier have been taken, within and outside COPUOS, in the interest of the global community, but without much input from Africa. Yet a number of African countries have joined those with assets in space, albeit without the necessary infrastructure on the ground. These actions vary in scope, in importance and in participation; however, they affect us all. Examples include the legal instruments that are in operation today for the exploration and peaceful uses of outer space, sustainability of the outer space environment and the Global Exploration Strategy– Framework for Coordination (GES–FC), conceived by 14 spacefaring nations; this laid out the details needed for an active global space exploration programme. This paper reflects on existing space-related regional cooperation arrangements at the inter-governmental level, including the African Leadership Conference on Space Science and Technology for Sustainable Development (ALC). Noting that, despite UN General Assembly endorsement of the need for developing countries to have access to the International Space Station (ISS), almost all in Africa have not, it asks what Africa might gain from such an experience. The paper concludes with an examination of where and why Africa needs to focus its immediate space-related efforts – on the ground here on Earth or in outer space?  相似文献

Plans for Europe's future participation in space development are still under active discussion. This article offers a contribution to the debate, considering how Europe can best fulfil its own objectives. Choice of launch vehicle and its payload, as well as of other tools such as space station, re-entry vehicle, and launch site equipment are analysed. The article also discusses the purposes of space research for Europe, and the costs of a useful programme. A far-reaching European space programme still needs to be drawn up if Europe is not to lose out.  相似文献

This paper traces the way in which the European Commission has framed and reframed the issue of EU satellite navigation over 20 years. It investigates how the EU's agenda-setter has ‘talked about’ space policy, with a particular focus on Galileo, and how its own institutional discourse – as revealed in its communications throughout the agenda-setting stage of Galileo's ‘definition’ phase – evolved in the 1990s through the use of ‘frame sets’. In so doing, it illustrates the ways in which, over time, the EU's executive has ‘projected’ the issue of independent satellite navigation capabilities as being politically and economically desirable for Europe, and has sought to persuade decision makers of its cross-policy relevance and potential economic, social and security benefits. The article deconstructs official documents and engages in a close-up analysis of policy formulation, to identify nascent, evolving and mature frames in the definition of Galileo.  相似文献

On November 1, 2011, at 05:58 local time, the Chinese spaceship Shenzhou-8 was launched for a 17-day mission with a Long March rocket from the Jiuquan Satellite Launch Center in the Mongolia desert. On board was the German SIMBOX (Science in Microgravity Box) experimental facility containing 17 bio-medical experiments, which were conducted by German researchers together with their Chinese colleagues. It was the first time that China cooperated with a European nation in the scientific utilization of Shenzhou – the core element of China's human spaceflight programme.  相似文献

On 12–14 June 2011, a conference was convened in Prague entitled ”Space Security through the Transatlantic Partnership“, co-sponsored by the European Space Policy Institute (ESPI) and the Prague Security Studies Institute (PSSI). It was the first non-governmental transatlantic conference of its kind dedicated to this topic, attended by over 100 senior space policy officials and high-level representatives of multilateral institutions, NGOs, academia, and industry from Europe, the USA, and Japan. The overarching goal of the conference was to solicit and assess both converging and diverging views on the multifaceted subject of space security and to seek to establish an on-going “Track II” non-governmental process designed to assist with the crafting of a future architecture for the management of this key dimension of space policy on a trilateral, and eventually global, basis. This article contrasts the political motivations behind the US space station initiative with those underlying the European Space Agency's Long Term Plan. Philip Chandler concludes that European cooperation in NASA's space station programme (SSP) will serve three needs: to buy time; to allow European users to undertake longer, manned experiments; and, to keep the Spacelab teams intact. Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency.  相似文献

Despite its scientific successes, NASA has over the past two decades lost its way, spending billions of dollars on transportation systems that have at bottom been failures. President Obama's cancellation of the costly and unwieldy Constellation program provides an opportunity for genuine reform of the agency and the US space program, through harnessing the innovatory and cost-effective power of commercial entrepreneurs. Examples of the kinds of project they might undertake – including solar power satellites, ‘space taxis’ and a space elevator – are discussed.  相似文献

Some time before the end of the first quarter of 1991 the Ministerial Council of the European Space Agency will be taking decisions about the development phases of the Columbus and Hermes programmes. The prospects for completing either programme within the originally approved costs are not bright, and operational costs will be three times the amount the ESA spends on its scientific programme. Are they good value for money? The author argues that Europe is in danger of yielding to others the lead in the next generation of space flight.  相似文献

The envisaged future space research programmes, whether in the field of space exploration or Earth observation are becoming more and more technically complicated and so costly that a single nation can hardly afford to realize them. Major non-European space-faring nations, China and India will progressively play an important role besides US, Russia and Japan. The Space Advisory Group of the European Commission recommended that the European Commission supports within Horizon 2020 a comprehensive Robotic Mars-Exploration Programme under European leadership that should become an essential element of a coordinated international space research programme. The International Space Station (ISS) experience shows that cooperative space programmes build links between industries and laboratories from around the world, which then further develop in non-space related activities, with positive impact on the economy and scientific research. Strategies need to be developed to mitigate the gradual increasing risks incurred by climate change. In order to lower their entry barrier to engage in space emerging and developing space nations need to be included in cooperative space programmes. We present the recommendations of the Space Advisory Group of the European Commission concerning Europe's participation to global space endeavours.  相似文献
