As personal mobility increases, people spend more time in their vehicles. Furthermore, a large segment of today's workforce is part of a growing mobile service industry. This mobile society creates opportunities to increase productivity which do not yet exist. Today's commuting time could be better utilized and mobile business transactions could be more efficiently conducted, by integrating mobile IP wireless services in vehicles. By means of a direct to mobile user Internet access, and total IP services, integrated into automobiles, S@tMax services can empower the mobile business movement therefore improving productivity. This paper presents a commercial system architecture that will deliver an optimized solution for direct to mobile user Internet access, through an integration of a ground based network infrastructure, use of existing communications satellites and the development of a proprietary satellite system. As a result of a detailed systems engineering process, the architectures of the space, ground and infrastructures segments will be presented. Furthermore, the benefits of on-orbit servicing were examined in the S@tMax context. The approach proposed is considered as an important step towards enforcing main roadway IP coverage in the US, for near-continuous communications and services.  相似文献

The growth in NASA's ground network complexity and cost triggered a search for an alternative. Through a lease service contract, Western Union will provide to NASA 10 years of space communications services with a Tracking and Data Relay Satellite System (TDRSS). A constellation of four operating satellites in geostationary orbit and a single ground terminal will provide complete tracking, telemetry and command service for all of NASA's Earth orbital satellites below an altitude of 12,000 km. The system is shared: two satellites will be dedicated to NASA service; a third will provide backup as a shared spare; the fourth satellite will be dedicated to Western Union's Advanced Westar commercial service. Western Union will operate the ground terminal and provide operational satellite control. NASA's Network Control Center will provide the focal point for scheduling user services and controlling the interface between TDRSS and the rest of the NASA communications network, project control centers and data processing facilities. TDRSS single access user spacecraft data systems should be designed for efficient time shared data relay support. Reimbursement policy and rate structure for non-NASA users are currently being developed.  相似文献

The successful innovation and diffusion of commercial satellite enterprises may soon encroach upon the military's historic predominance in remote-sensing capabilities. The increasing world demand for remote-sensing data and services and the forces of globalization have opened unprecedented opportunities for informational and technological trade for industrialized nations, while simultaneously creating a risk to both state security and individual privacy rights. Even as scientists and international trade advocates have sought technologies to bolster information flows, the intelligence and military communities have sought to restrict technological access in the interest of national security. The tension caused by concentrating power among various levels of government is an intrinsic part of democratic government; however, remote-sensing technologies could disrupt the balance between concentrated interests (federal government officials and agencies) and diffused interests (local governments and individual citizens). This paper aims to examine holistically the opposing forces underlying the development, diffusion, and use of remote-sensing technologies. The analysis reveals the dimensions of this problem and provides insight into the efficacy of various short- and long-term government policies.  相似文献

With the advances of small satellite technology in commercial space sector, using small satellite networks to form a satellite constellation and conduct commercial operational services has entered into a vigorous phase of development. As small satellite technology develops, problems in the operations of small satellite constellations are also gradually emerging. These include ground measurement and operational control systems for small satellite constellations, the commercial operational mode, support and the guarantee of laws and regulations related to small satellites. This report discusses the development of commercial space small satellite operation industrialization, explores the small satellite operational modes and technological innovation, proposes the commercial space industry chain to build the industry ecology. At the same time, it looks forward to the integration of space and terrestrial communication. It also calls on relevant organizations of China to speed up the process of space legislation, formulate the relevant policies to encourage the operations of small satellites in commercial space sector, and push China's commercial space to a new level.  相似文献

Space systems play an important role in today's society by generating or transmitting information from source to sink(s). The acquisition of the space system is often justified by the type, quantity and quality of information provided or transmitted. This work posits that the value of a class of space systems derives from and can be assessed through the value of information these systems provide. To this effect, a Bayesian framework is developed to assess system value in which systems are viewed as information sources, and stakeholders as information recipients. Information has value to stakeholders as it helps to update their beliefs, enabling them to make decisions that can yield higher expected pay-offs than in the absence of information. This increase in expected pay-offs is ascribed to the value of the system. Based on this idea, a new metric, Value-of-Design (VOD), is introduced to quantify the value of a class of space systems with unpriced services. The Bayesian framework assesses the Value-of-Design for the space system by considering the impact of the information transmitted on the actions taken by stakeholders, and estimating the resulting pay-offs from these actions. The framework here developed is then applied to the case of an Earth Science satellite that provides hurricane information to oil rig operators in the Gulf of Mexico. Probability models of stakeholders’ beliefs, and economic models of pay-offs are developed and integrated with a spacecraft design tool. Results from the application point to clusters of payload instruments that yielded higher information value, and minimum information thresholds below which it is difficult to justify the acquisition of the system. Additionally, the system is analyzed in Cost-VOD trade space to provide program managers with additional insights into the coupling of a system's predicted value generation and its associated lifecycle cost.  相似文献

Satellite remote sensing technology has contributed to the transformation of multiple earth science domains, putting space observations at the forefront of innovation in earth science. With new satellite missions being launched every year, new types of earth science data are being incorporated into science models and decision-making systems in a broad array of organizations. Policy guidance can influence the degree to which user needs influence mission design and when, and ensure that satellite missions serve both the scientific and user communities without becoming unfocused and overly expensive. By considering the needs of the user community early on in the mission-design process, agencies can ensure that satellites meet the needs of multiple constituencies. This paper describes the mission development process in NASA and ESA and compares and contrasts the successes and challenges faced by these agencies as they try to balance science and applications within their missions.  相似文献

This study examines how political activists are framing the space weaponization debate in Canada and whether their arguments can influence public attitudes and perceptions about the issue. Eighty university students from two undergraduate courses were recruited as participants in a quasi-experiment. One class (n = 38) was exposed to the documentary Masters of Space, an episode of the Canadian Broadcasting Corporation's program The Nature of Things, and another class (n = 42) served as the control group. Pre-test and post-test questionnaires were used to measure the effects of viewing anti-weaponization arguments in the media, while also controlling for the influence of prior beliefs and background characteristics of participants. Results suggest that visually depicting the use of satellite technology in society can convince viewers that satellites are important to their way of life, but not necessarily to the defense of North America. Framing missile defense as a ‘space weapon in disguise’ also seemed to raise opposition to Canada's participation in continental missile defense. The findings, meanwhile, indicate that viewers respond strongly to the issue of space debris and that mobilizing support for joint military space projects may best be achieved by emphasizing the usefulness of these projects for locating and tracking such debris. In the end, media exposure seemed to help legitimize anti-weaponization arguments based more on rational self-interests than on idealistic beliefs. These findings can have implications for the way space policies are communicated to the public.  相似文献

Competition between the providers of space transportation has become intense with the distinct possibility of governments providing both direct and indirect subsidies in order to influence transportation user choices. This bodes well for users of transportation services but has serious ramifications with regard to the future makeup of the international space transportation industry. This paper addresses the following key issues: selecting a launch service given a decision to establish a business to provide satellite communication services; establishing the price that should be bid by a launch provider in order to have a specified chance of being awarded the launch contract; and assessing the possibility that a launch provider is utilizing unfair or predatory pricing in order to increase the likelihood of winning launch contracts and thereby increasing market share. A method is developed and results presented based upon establishing ‘value in use’ pricing that explicitly takes into account the multiple attributes of alternative launch services. This leads to an assessment of ‘predatory’ pricing in terms of the value in use pricing.  相似文献

Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

Space technology revolutionizes navigation. It will become the method for any task of position, velocity, range determination and time distribution. The existing navigation satellite systems of the USA (GPS) and of Russia (GLONASS) are military systems. They only partly meet the requirements of civil safety critical applications. A global civil navigation satellite system (GNSS) is required. The European Union (EU) has recognized the importance of satellite based navigation and its role for transportation in general and for the development of the Trans-European Network (TEN) in particular. It has therefore decided to become a major partner in the development of the GNSS. In this article a concept is proposed which starts with a European regional segment (ENSS) as an element for the integrated global system. This concept requires the establishment of international standards to enable seamless global service. It has the advantage of meeting both the particular demands of regions and civil user groups.  相似文献

This paper traces the way in which the European Commission has framed and reframed the issue of EU satellite navigation over 20 years. It investigates how the EU's agenda-setter has ‘talked about’ space policy, with a particular focus on Galileo, and how its own institutional discourse – as revealed in its communications throughout the agenda-setting stage of Galileo's ‘definition’ phase – evolved in the 1990s through the use of ‘frame sets’. In so doing, it illustrates the ways in which, over time, the EU's executive has ‘projected’ the issue of independent satellite navigation capabilities as being politically and economically desirable for Europe, and has sought to persuade decision makers of its cross-policy relevance and potential economic, social and security benefits. The article deconstructs official documents and engages in a close-up analysis of policy formulation, to identify nascent, evolving and mature frames in the definition of Galileo.  相似文献

A Canadian Government program is currently under way to define, in detail, services and applications, user requirements, end-to-end system architecture and subsystem equipment design requirements for a demonstration on-board-processing (OBP) communications satellite system. The program has reached an advanced stage of definition. The prime directive of the overall mission is to provide demonstration and development of technology and services.

This paper begins by describing the development of our understanding of the true scope of advanced personal communications services and applications; the user expectations and hence terminal characteristics are also reviewed in the context of the competitive environment of other service offerings both existing and planned. In addition, the results of considerations on spacecraft complexity and hence feasibility, caused by the impact of each service option and the requirements for internetworking, are reviewed.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

Space telecom scenarios like data relay satellite and broadband/broadcast service providers require reliable feeder links with high bandwidth/data rate for the communication between ground station and satellite. Free space optical communication (FSOC) is an attractive alternative to microwave links, improving performance by offering abundant bandwidth at small apertures of the optical terminals. At the same time Near-Earth communication by FSOC avoids interference with other services and is free of regulatory issues. The drawback however is the impairment by the laser propagation through the atmosphere at optical wavelengths. Also to be considered are questions of eye safety for ground personnel and aviation. In this paper we assess the user requirements for typical space telecom scenarios and compare these requirements with solutions using optical data links through the atmosphere. We suggest a site diversity scheme with a number of ground stations and a switching scheme using two optical terminals on-board the satellite. Considering the technology trade-offs between four different optical wavelengths we recommend the future use of 1.5 µm laser technology and calculate a link budget for an atmospheric condition of light haze on the optical path. By comparing link budgets we show an outlook to the future potential use of 10 µm laser technology.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

Space techniques are highly appropriate for collecting the information needed to address the problems of environment and security and Europe has been considering establishing its own autonomous system for this purpose. Two years since the first meeting in Baveno, the consensus has grown that, beyond the numerous positive aspects of the committed approach, the GMES initiative has been hampered, on one hand, by a scientific knowledge deficit of the issues at stake and, on the other hand, by the difficulties for potential stakeholders and consumers of reaping all the benefits of space systems of Earth observation. This Viewpoint presents an industrial perspective of the policies needed to support and advance the capabilities and competitiveness of the European space industry. It is argued that Europe needs a coordinated longterm space policy to help create the climate in which industry can invest in and exploit space. Europe must also accelerate the development of advanced technology products and services, improve its competitiveness in applications and commercial markets including launchers, and secure fair and reliable international partnerships in in-orbit infrastructure and manned space activities. To this end European governments are urged to acknowledge the increasing political, economic and military importance of space and their continuing governance of space activities, and to establish mechanisms that promote industrial competitiveness; the development of the commercial sector; autonomy in key technologies; and international partnerships which are fair and affordable.  相似文献

A large percentage of the public today perceives the majority of applications of Earth observation data from satellite and aircraft altitudes to be focused on the understanding and management of the renewable and non-renewable resources of the Earth and its environment. Originally conceived as a tool for gathering intelligence information, remote sensing has just fully emerged from its military womb to the public domain. Advances in the technology, a variety of indirect benefits that could be derived from space exploration, commercialization of remote sensing and the drive of the value-added companies - all of these hold promise for new opportunities for many other novel applications of Earth observation data and related information. In the advent of the more advanced, user-friendly, cost effective, and problem solving operations being championed by the private sector, particularly in the industrialized countries, it appears that the commercial future for remote sensing programmes and related information generated in the process is promising. This paper examines how the information age is influencing the metamorphosis of remote sensing technology particularly through international legal instruments and converging technologies. In spite of the progress attained to-date, of international concern is possible radio frequency interference between remote sensing satellite and communication satellite services. There is also a major knowledge gap between the providers of raw remote sensing data and the user community, particularly those interested in the new high-level information. A resolution of these issues will enhance the contributions of remote sensing to the information economy.  相似文献

In the 21st century space activities are having an ever greater influence on global society, economics, culture and the environment; they are becoming a key tool of sustainable development. However, for many individual developing countries, including those in Southeast Asia, there actually are many obstacles to participating in the space field. Therefore in order to promote sustainable space development and to solve space conflicts within the region, all Association of Southeast Nations (ASEAN) nations should embark on greater regional space cooperation as soon as possible. Because regional space cooperation can assure equal rights to space benefits, it does not limit returns only to the first beneficiary or the first user to receive space benefits. In the end, the total space benefits will be spread to other cooperating countries equally.  相似文献
