This article examines the development of policy on space debris in the European Space Agency and the USA, comments on its regulatory effectiveness, and proposes further recommendations for consideration when developing future space debris policy. 2010 saw both the unveiling of a new US National Space Policy and the announcement of a fundamentally different strategy for US human spaceflight that would move from the NASA-government-led Apollo-style approach to a greater reliance on the private sector and international cooperation. This viewpoint puts forward arguments on why change in the US approach to human spaceflight is needed, while acknowledging that achieving it in the face of vested interests and threats to jobs and livelihoods is extremely difficult. It suggests that greater US recognition of the need to ensure the sustainability of space activity (by addressing debris, radio-frequency interference and potential deliberate disruption of spacecraft), and an apparent willingness to countenance international norms to govern space activities, could be the new policy’s most lasting heritage.  相似文献

Czechoslovakia was the third nation to have a citizen in space when Vladimir Remek flew in 1978. It was present at the formulation of international space law principles and ran some space-related projects within Intercosmos. The Czech Republic reassumed this tradition after Czechoslovakia was dissolved in 1993. There are no special funds to support space R&D. Hence, participants must compete for R&D resources with companies from other areas of industry. This improves their competitiveness. Czech society is broadly interested in space-related activities. The graduate system structure reflects this. Not only can one study space-related courses at technical universities but international space law is an obligatory part of international public law courses in the Czech Republic. Strong support for space activities is mirrored in the institutional fragmentation of this sphere. Competences in space applications are distributed among some 20 institutions and organizations. This status harms the Czech potential in space activities and R&D. The Czech Republic became a member of ESA in 2008 but Czech companies have not taken advantage of the full potential of membership. Participation in international projects is very important for a small post-communist economy because economic growth is based on convergence towards developed countries, which may dissipate after 2020. Now is the right time to strengthen the primary research that will establish a strong foundation for innovation-based economic growth.  相似文献

This article uses space power theory to analyse the military space policy of the United States during the Cold War period up to the demise of the Soviet Union. It examines the consensus that emerged during this period which sought to prevent the weaponization of space. This consensus was called into question during the latter period with the announcement of the Strategic Defence Initiative and its subsequent orientation to Global Protection Against Limited Strikes system.  相似文献

Below is a summary of what was to be the first in a series of reports produced by the Office of Technology Assessment (now defunct) on policy for the USA's future space transportation technology and industrial base. It examines the Clinton Administration's 1994 National Space Transportation Policy and supporting implementation plans and raises and analyses such issues as conflicts and redundancies within NASA and DoD space transportation development programs; competition and cooperation with foreign launch vehicle and component providers; US government limits on the conversion of long-range missiles to space launchers in the face of Russian activity in this area; and the effectiveness of Administration efforts to include the private sector in space transportation decision making. The authors examine the principles, goals and guidelines in the new US NSP. While in general favourable to the overall direction of the policy, noting that Europe too has similar goals or, in some cases, should be adopting US ideas, they are sceptical about certain aspects, such as the greater emphasis on commercial partnerships with NASA and the continuing protectionist launch policy. Particular points of concern are the vagueness and lack of clear goals in the human spaceflight programme and the US position on space weaponization at the Conference on Disarmament. Nevertheless, they believe that a similar type of EU-wide policy should be developed by the European Commission.  相似文献

In this Viewpoint — an edited version of a statement made to the US House Committee on Science's Subcommittee on Space and Aeronautics' hearing on ‘US launch strategy’ — the President of Arianespace, Inc analyses the overriding importance of US government policies and executive decisions on the shaping and behavior of the international market in commercial space launch services. Chief among these is the overruling of commercial imperatives by foreign policy and national security interests and the consequent regular intervention of the US government in launch decisions. The ability of Arianespace successfully to compete in a market severely distorted as a result of these interventions, including the encouragement of joint ventures between US and Russian or Ukrainian companies, is explained.  相似文献

A series of workshops designed to make up for the lack of high-level, informal discussion of European space policy has been running—with a gap during formulation of the EC Green/White Paper on this subject—since September 2002. In view of the progress made in establishing a coherent European strategy, and of various other recent events, such as China's entry into the human spaceflight field, the organizers intend not only to continue the series but also to establish a more permanent, research-oriented European Space Policy Foundation (ESPF). Following a report on the proceedings of the third workshop, held in September 2003, which covered developing an overall European policy, new applications (Galileo and GMES) and human spaceflight, the authors set out a proposal for an ESPF and present the six major research themes it would aim to investigate.  相似文献

This response to Alex Roland's article, ‘Priorities in space for the USA’, argues that his analysis and conclusions are based on shaky historical evidence. Professor Roland's interpretation of NASA's priorities since 1959 is challenged, and it is pointed out that the manned spaceflight programme has widespread support in the USA. The most important issue, raised by the article but not treated extensively enough, is whether the pursuit of the widely accepted emphasis on manned spaceflight is a large-scale societal mistake.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

The Japanese administrative reform which took place in recent years integrated NASDA and ISAS to create a larger space agency. Why was such an agency called for? What was the purpose behind the administrative reform? This article examines the motivations, objectives and responses to the reform process by using policy logic and institutional analysis to examine the evolution of the Japanese space programme. It argues that the reform aimed to rationalize the national administrative system and salvage the government from financial crisis. Thus, the reform was not designed to strengthen space activities in Japan, and as a result, Japanese space policy making is confused.  相似文献
