Through a techno-nationalist lens, this paper will assess the growing China–European Union (EU) space partnership, and its implications for international space cooperation and competition. Techno-nationalism (jishu minzuzhuyi), the idea that technological strength is an effective determinant of national power in a harshly competitive world,3 informs both Chinese and US perceptions of China's space development. Using this lens elevates all space activities—manned, unmanned, military and scientific—to the strategic level. It is our contention that because of the increasing China–EU space partnership, the USA must re-evaluate its approach to China—away from the containment approach, which has thus far predominated, toward an approach which would offer the USA the opportunity to influence and, thereby, decrease the importance of the emerging partnership.  相似文献

The Inter-Agency Consultative Group (IACG) is an organization which seeks to maximize scientific returns from focused areas of space science through international cooperation. In its 11-year history the IACG has experienced both monumental success (with the collaborative exploration of Comet Halley) and, more recently, some serious growing pains in its second phase of operation, which focuses on solar terrestrial science. In this post-Cold War period, with increased interaction between countries offering greater opportunities for cooperation, the lessons to be learned from the IACG's experience will be valuable ones.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

In announcing a new Vision for the US space program, President George Bush committed the USA to “a long-term human and robotic program to explore the solar system”, via a return to the Moon, leading to exploration of Mars and other destinations. He also stated that other nations would be invited to join the vision. Many other nations have, or are developing, ‘exploration visions’ of their own. The potential for international cooperation therefore exists, both at the vision and program/project levels. This paper, based on Working Group discussions as part of an AIAA space cooperation workshop,1 presents an approach for maximizing the return on all global investments in space exploration. It proposes an international coordination mechanism through which all these various national activities could be integrated into an inherently global enterprise for space exploration, a ‘virtual program of programs’. Within the context of the coordination, individual activities would utilize the full range of cooperative mechanisms for implementation. A significant benefit of this mode of conducting cooperation is that it would not require the negotiation of complex overarching international agreements as a precondition for initiating international activity.  相似文献

Europe is faced with several essential policy decisions with regard to the exploitation of space technology. Important issues are: the relations between civilian and military uses of outer space, employment opportunities, industrial and commercial interests, European security and international stability, regional and international cooperation. Concerted action is required for political reasons and in order to achieve the necessary scientific, technological and economic critical masses. Another major policy issue is, therefore, whether Europe should expand its space venture in the framework of a European military space community as proposed by France, through national or bilateral programmes, by participating in the US SDI research, or through NATO, the Independent European Programme Group, the Western European Union, or the European Space Agency.  相似文献

In international literature on astronautics, three main space pioneers are mentioned: Konstantin E. Tsiolkovsky, Robert H. Goddard and Hermann Oberth. There are other two space pioneers that are very rarely mentioned: Robert Esnault-Pelterie and Eugen Sänger. Pelterie is known particularly in Europe, and Sänger is mentioned in the second half of the 20th century normally only in connection with space shuttle flights.Taking a look at Sänger's work and heritage, it is obvious that he greatly influenced the development of astronautics in terms of purely theoretical dissertations on achievable limits of space research as well as in terms of technical approaches to achieving the short- and long-term goals of astronautics, and in terms of setting tasks for organizing mankind to achieve these goals. Sänger's book “The Technology of Rocket Flight” was the first study based not only on basic research, but also on the applied research that he conducted and the findings of which he published in various papers. Sänger was clearly connected with and influenced the development of two experimental research groups in the US in the 1930s, which resulted in two of the most significant companies in the US in the 1950s that manufactured liquid propellant rocket engines. Basic and applied research in the field of space planes resulted in construction of rocket planes such as the US space shuttle and Soviet Buran shuttle.Sänger's research on subsonic and supersonic ramjets in combination with a turbojet engine provided a basis for developing this promising propulsion for use in subsequent space planes designed for flights into low Earth orbits. His pioneering work on the photon rocket represents human achievements in reaching almost unimaginable limits of space research.By striving for a peaceful international approach to space research, Sänger participated in establishing the non-governmental organization IAF (International Astronautical Federation) and realized his idea that space research is a concern for all mankind. He was therefore appointed the first president of the IAF.The paper presents how Sänger influenced the development of rocket technology and astronautics, which definitely ranks him with the first three space pioneers.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

This paper analyses the growing involvement of the European Defence Agency (EA) in the field of space, suggesting that this is symptomatic of the greater importance now being placed on military space by the European Union. It charts the history of the agency in general and its role in space in particular, delineating the many synergetic relations it has with other space-related institutions at EU level. It argues that EDA is as much a response to socioeconomic as strategic considerations, and that it acts to protect European competitiveness in the arms field, thereby highlighting the rising significance of EU military space policy for European security and military institutions.  相似文献

This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. The X-38 Project forms part of the “X” prototype vehicle family developed by the United States. Its development was initiated by NASA to prepare the Crew Return Vehicle (CRV). The European participation in the X-38 Program has been significantly extended since the start of the X-38 cooperation in 1997 and is realized by ESA's “Applied Reentry Technology Program” and the German/DLR “Technologies for Future Space Transportation Systems” (TETRA) Project. European contributions to the X-38 Vehicle 201, (V-201) can be found in all technical key areas. The orbital flight and reentry with the X-38 V-201 will conclude the X-38 project in 2002.The CRV will be used from about mid-2005 as ’ambulance‘, ’lifeboat‘ or as alternate return vehicle for the crew of the International Space Station. Recognizing the very productive and mutually beneficial cooperation established on X-38, NASA and ESA have decided to continue this cooperation into the development of the operational CRV. The Phase C/D will be completed shortly after the Critical Design Review, scheduled for August 2002. The CRV production phase will start in October 2002 and will cover production of four CRV vehicles, ending in 2006.Based on the objective to identify a further evolution potential of the CRV towards a Crew Cargo Transfer Vehicle (CCTV), NASA has implemented upgrade studies in the CRV Phase C/D.  相似文献

There is as yet no widely accepted theory of spacepower, although links to the development of seapower theory are generally acknowledged. An ongoing NDU study is building a framework to explicate the fundamental aspects of spacepower and its relation to the pursuit of a variety of objectives. Two distinct “ages” of the current space era can be discerned, the first based on Cold War competition and the need for prestige, the second based on the requirement for information in a globalized world. The most important features of future space activity are likely to be economic development, and national and international security. Developing a spacepower theory will provide an opportunity to maximize the benefits of space for global society.  相似文献

In a clear departure from previous policies and activities, the European Union, together with the European Space Agency, have embarked on a series of military and security related space activities in recent years, often under the umbrella of largely civilian programmes. Such dual-use space programmes not only silently introduce military use of space in the context of the EU, they are to become an integral and essential part of the EU’s growing military ambitions. While these ambitions are opposed by large sections of European society, the EU has made milspace projects a top priority, with no international answer yet to the real and growing risks of military rivalry in space.  相似文献

Because the need for energy is global, and many energy networks are already interdependent, because no one country has sufficient technological capability or sufficient funds to provide a space solar powered solution on its own, and because any such solution will require international regulation, international coordination will be vital to any attempt to produce energy for Earth from space. This will be made easier by the fact that work on the subject has already been widely publicized and distributed and cooperative efforts have already been made. Various coordinating approaches are described and the need to forge partnerships between government, industry and academia — with greater involvement of all non-space groups concerned with energy — is emphasized. The impact of confirmation of life outside the small ecosphere we call Earth will be profound on the terran population as a whole. The “Declaration Of Principles Concerning Activities Following The Detection Of Extraterrestrial Intelligence” and the IAA Position Paper “A Decision Process for Examining the Possibility of Sending Communications To Extraterrestrial Civilizations: A Proposal” provide a firm basis for the development of a new body of space law. It is important that space law design and prepare for implementation of a protocol to guide the nations of the world concerning the search for extraterrestrial intelligence (SETI), through the advice and cooperation of scientists, jurisprudential, philosophical, political and sociological scholars. Through the IAA, the IISL, the United Nations and other organizations, formal documentation should be drafted to encode the Declaration of Principles and IAA Position Paper referred to above. In this way, a body of metalaw can be developed to enable human communication with non-terrestrial life. This paper discusses the philosophical and sociological parameters of terran understanding of our place in the universe which will dramatically impact jurisprudential thought and action in light of the realization of the infinitesimally small niche that humankind occupies. A discussion of these interdisciplinary concerns will be necessary to realize a metalegal approach to interstellar communications and relations.  相似文献

This article argues that growing space activities are essential to maintain European high-technology ambitions. The approval of ESA's future programme at the ministers' meeting in late 1991 is regarded as an absolute minimum and the adoption of a collective European space policy setting European autonomy, international cooperation, competitiveness and equitable market conditions is urgently required. The article further argues that a power structure to define, adopt and update such a policy and monitor its implementation must be established. Basic science — including space science — is vital for national development, but developing countries often meet obstacles to participation in the international scientific community. This can be mitigated by international cooperation, particularly in the field of education. The author calls for a concerted effort to increase such cooperation regionally, internationally and bilaterally; international organizations should also become involved. This is a slightly edited version of the Executive Summary of a joint report on cooperation in space science produced by the Space Studies Board of the USA National Research Council and the European Space Science Committee of the European Science Foundation. Using analysis of 13 case-study missions it reviews 30 years of joint missions and makes 14 recommendations based on its findings. These include the importance of setting a scientific rationale for each mission and of ensuring that objectives are shared by engineers and others involved in it, the need for independent periodic assessments and that all agreements should specify the scope, expectations and obligations of the respective agencies and relevant partners.The USA and Europe have been cooperating in space science for more than three decades. This history of cooperation has survived significant geopolitical, economic and technological changes, such as the end of the Cold War, the pressure of budget reductions and the increasing focus on economic competition and the global marketplace. Both Europe and the USA have learned from one another and acquired a knowledge base as well as an infrastructure to implement joint missions and research activities. More importantly, the decades of cooperative space research efforts between the USA and Europe have built a community of scientists whose joint scientific exchanges have established a heritage of cooperation on both sides of the Atlantic.The scientific fruits of this heritage are plainly evident in achievements such as a signature for supermassive black holes provided by the Hubble Space Telescope (HST); the first views of the solar atmosphere and corona illuminated by the Solar and Heliospheric Observatory (SOHO); the sharing of expensive research facilities on the International Microgravity Laboratory (IML); and the impressive data on ocean altimetry from the Ocean Topography Experiment (TOPEX-POSEIDON) mission, which is significantly improving our understanding of global ocean circulation.There were no guideposts for the emergence of space science cooperation between Europe and the USA. In the process of introducing new procedures and improvements to facilitate cooperation, missteps occurred, and there were political, economic and scientific losses. This report takes stock of US–European history in cooperative space endeavors, the lessons it has demonstrated and the opportunities it suggests to enhance and improve future US–European cooperative efforts in the sciences conducted in space.  相似文献

The 2003 Columbia accident demonstrated that spaceflight remains a risky and dangerous human endeavor, yet there have been few ‘unofficial’ investigations into astronaut safety. This report summarizes the findings of one such study by George Washington University's Space & Advanced Communications Research Institute—e.g. that simplicity of design may be better than complexity, that cargo missions would be better carried out robotically and that all new space transportation systems should be developed to common international standards—before examining ways that international cooperation can advance the cause of space safety. In establishing future space safety standards input from a wider range of participants (industry, universities and private research institutes, as well as space agencies, etc.) will need to be sought.  相似文献
