Compared with the ever-changing development and changes of land communications,the development of maritime communications lags behind slightly,particularly on the offshore platform due to the complex and changeable environment,as well as the extremely difficult construction.However,the development of High Throughput Satellite(HTS)has changed the market pattern for traditional satellite communications,and its advanced technology concept ensures the rapid growth of maritime communications business.This article mainly analyzes the demand and current status of maritime satellite communications,discusses and expounds the commercial opportunities HTS satellites will bring to the era of maritime communications satellite.  相似文献

The space insurance industry has suffered serious financual setbacks in recent years. These setbacks, amounting to a net cash outflow of hundreds of millions of dollars, have resulted in substantial increases in insurance rates and the withdrawal of a number of firms from the launch insurance market. After two decades of commerial space activity a number of questions may be raised: What has been learned from the experience to date? What are the causes of the poor performance of the space insurance industry? What can be done to improve performance? What are the likely prospects of the insurance industry and the likely impacts on the communications satellite industry? In order to answer these questions several examples are considered and analytic approaches discussed. The implications of mission modes, failure/recovery paths and multiple correlated payloads are considered, and analytic approaches based upon computer simulation techniques are described which are required to understand the complex insurance environment and the setting of policies and rate structures.  相似文献

NASAs early efforts in satellite communications development brought confidence in space technology use for improved telecommunications. New, worldwide satellite communications systems have resulted, and are now on a commercial, self-sustaining operational basis. Since 1973, NASA has conducted hundreds of user experiments and demonstrated newer technology using ATS-1, -3, -6 and CTS. Now, projections show that the commercial demand will continue to increase, soon exceeding the current technology's capacity.As a result, U.S. Space Policy affirmed in 1978 that NASA should embark again on a research and development program for satellite communications with specific, characterized goals. The resulting plan's elements include 3020GHz Ka-band technology, extending the current work in advanced multi-beam antennas; a narrowband system and technology study that could lead to mobile and transportable communications developments; and studies of future uses of technology in communications. The program plan and its evolution are described, followed by a report of current progress and future expectations.  相似文献

What are the economic consequences of establishing a domestic communication satellite venture? Has the best design alternative been selected? Should investments be made to develop new technology? How much should be invested? These are but some of the questions facing those concerned with providing domestic communication satellite services. Because of the demand, performance and cost uncertainties and the unpredictability of the need for and timing of large capital expenditures (due to less than perfect reliability of transportation systems and satellites) providing answers to these and other related questions is a complex process.This paper describes a methodology for providing answers to the above questions. The methodology, by explicitly considering demand, performance and cost uncertainties and satellite and transportation system reliability, develops probabilistic pro forma financial analyses of domestic communication satellite system ventures. In so doing, the risk dimension is quantified and alternative courses of action can be evaluated and compared taking into account expected values, risk and risk aversion preferences. It is also important to quantify and consider the risk dimension since many R &; D projects are specifically aimed at risk reduction.  相似文献

This study takes two different approaches to trying to estimate the ‘worth’ of satellite applications, one based upon tariff services and their pyramidal value and the other of estimating derived benefits on a sector-by-sector basis to total the economic value of business and application satellite services. These procedures result in an order-of-magnitude estimate for direct and indirect benefits of satellites of $390 billion per year or about 2% of the global economy. Estimations of social benefits are more difficult to quantify. The business, cultural, social and educational benefits of satellite communications are shown to be tremendous, and wherever possible clear economic terms are used.  相似文献

极化分割频率复用技术(简称极化复用技术)是解决数据传输频带资源紧张的技术途径之一,能够拓展一倍频率资源。文章针对极化复用技术在遥感卫星数据传输中的应用进行分析,推导出了星地传输极化复用信号影响因子F的定量计算公式,利用国际电联(ITU)的星地链路计算模型,给出了雨衰和降雨去极化效应的定量影响分析,对我国遥感卫星应用极化复用技术提出了有益的工程建议。  相似文献

With the further reduction in cost and the increase in bandwidth, as well as the increase in internet applications, satellite communications are gradually shifting from a complementary role to becoming a fully integrated component of terrestrial communications networks. This paper firstly introduces the development of satellite communications, mobile communications and the global space-terrestrial integrated network. We then propose the functional architecture and network architecture for the integration of satellite communications and terrestrial mobile communications based on 5 G core networks. Finally, in order to support the network of the future, four key technologies are presented, a space-terrestrial integrated air interface design, a multi-band space-terrestrial integrated transmission waveform design, space-terrestrial integrated switching and routing technology, along with spectrum sharing and interference coordination technology, all necessary for the development of space-terrestrial integrated networks.  相似文献

The history of the satellite insurance market indicates that this market experiences crises and booms in profitability and prices that repeat in a manner suggestive of cycles. The purpose of this article is to rigorously investigate cyclicality of these and other features of the satellite insurance market and assess their volatility formally. Using data from 1968 to 2008, volatility and cyclicality are analyzed for satellite insurance market capacity, rates, and underwriting results, among other measures. The coefficient of variation for the various satellite insurance market metrics is used to assess volatility. Standard underwriting analysis is used to determine whether a cycle exists for various insurance metrics. The results indicate that some aspects of the satellite insurance market are volatile (e.g. claims) or cyclical (e.g. rates), while capacity is both volatile and cyclical.  相似文献

The recent enthusiastic initiatives in the USA to commercialize space activities are also likely to facilitate and accelerate Third World ventures in space. This article outlines the history of Third World space activities and points to the danger that these nations will use satellite launch technology for military applications. Competitive economic and political pressures are aiding the migration of older missile technology to Third World Nations. The author argues for the establishment of an International Missile Technology Regime, which would limit the transfer of space launch technology to nations which are in full compliance with the 1968 Nuclear Non-Proliferation Treaty.  相似文献

Space research in Pakistan is conducted by the Pakistan Space and Upper Atmosphere Research Commission (Suparco). Suparco's programmes consist of the launching of sounding rockets and satellite applications, especially remote sensing and communications. Its long-term goals are to develop communications and remote sensing satellites and to launch lightweight scientific satellites in near-Earth orbits. To train its scientific staff at postgraduate level, Suparco is establishing an Aerospace Institute. The Commission is very active in international forums such as the UN COPUOS, Cospar, IAF and IUCN.  相似文献

On 11 March 2011, an undersea earthquake of magnitude 9.0, the largest ever recorded in Japan, occurred off the Oshika Peninsula on the Pacific coast of the Tohoku region. The hypocentral region extended for 500 km in the north–south direction from Iwate Prefecture to Ibaraki Prefecture, and for 200 km in east–west direction. The earthquake generated a tsunami with a height of more than 10 m and a run-up height of up to 40.0 m in certain places, which inflicted devastating damage on the coastal areas of the Tohoku and Kanto regions. In addition to the tsunami, the earthquake caused shaking, liquefaction, subsidence, and the collapse of dams, causing major damage to vast areas in the Tohoku and Kanto regions and disrupting various types of infrastructure, including communication. In light of this unprecedented damage, satellite communications were important from various perspectives while terrestrial communications systems were damaged, and an objective evaluation of the role played by satellite communications is relevant to its future installation, adoption and use as a standalone or backup system. Furthermore, satellite communications can help reduce the extent of damage, particularly damage to communications systems, inflicted by strong earthquakes in the future. Accordingly, we report a preliminary quantitative evaluation of the role of satellite communications in the Great East Japan Earthquake, of the role of satellite communications if it becomes widespread, and of its expected role in future large-scale earthquakes in terms of the economic effect converted into cost.  相似文献

As a large, developing country with poor communications networks, China is in a good position to benefit from satellite communications systems. This article describes the country's efforts since the late 1970s to develop satellite technology, particularly in the field of long-distance, broadcast education. Attention is also given to the role satellite communications can play in reaching remote, sparsely populated areas and in providing bilingual channels for ethnic minorities. The basis of the government's policy is a ‘Leasing for Transition’ programme arranged with Intelsat. But while emphasizing the value of cooperation and exchanges, the author also points to the headway made in indigenous technological development.  相似文献

The London Institute of Space Policy and Law is presenting a series of seminars on risks associated with space activity and its insurance, aimed at fostering better understanding of the risks particular to commercial space projects, and at encouraging appropriate policy measures. Seminar IV-I on 5 February 2010 focused on policy and regulatory risk considerations for satellite communications. After an introduction by the seminar chair Jeremy Rose, senior consultant at telecommunications consultancy Comsys, and a welcome from Institute Director Sa'id Mosteshar, four speakers outlined the ideal regulatory framework for satellite communications, as well as current regulatory and policy risks at the international, regional and national level. Risks were discussed in ITU, EU and UK procedures and policies and debate was continued from the floor. The event's rapporteur summarizes the issues highlighted by the speakers and some of the interventions from the floor.  相似文献

Space agencies around the world are seeking innovative approaches to reduce the time and expense of space-based activities, including observation of the Earth and acquisition of environmental data for Earth science research. As government budgets are squeezed, agencies search for innovative approaches to streamline program management, introduce new technology, and share costs with external partners. International cooperation has been a mainstay of Earth observation activity from the beginning of space exploration. It continues to be true that global problems require global solutions, and governments recognize the need to share the investment in understanding and monitoring the planet. Agencies need to carefully consider how changes in their program development and management practices might impact cooperative ventures. Improved communication, enhanced strategic planning, and coordinated rather than comprehensive missions are all tools agencies can use to maintain or improve partnerships.  相似文献

Science return and high bandwidth communications are one of the key issues to support the foreseen endeavours on next generation missions [J.L. Gerner, Telemetry, tracking and command of satellites—a perspective, TT&C 2004 Workshop, 7–9 September 2004]. Interplanetary telecommunication systems are required that support the foreseen endeavours. Given the same constraints in terms of mass, power and volume a laser communications terminal can offer an increase in telemetry bandwidth over classical RF technology allowing for a variety of new options, specifically to missions that require large distances, such as to the Moon, to liberation points L1 and L2, ultimately aiming at deep space missions. An increase in telemetry data rate allows the mission to consider the processing of raw scientific data to take place on ground, making use of latest technology further developed during the cruise phase of the probe, rather than applying data pre-processing on-board the satellite. Enhanced sensing techniques that generate more science data return could be used and access to data during flight could be faster. Results of on-going activities will be presented, comprising PPM laser communications and advanced tracking concepts. An overview will be given of the system concept for an integrated RF-optical TT&C transponder. Results will be shown from hardware tests on communications performance in inter-island test campaigns.  相似文献

The high performance satellite communications networks of the future will have to be interoperable with terrestrial fiber cables. These satellite networks will evolve from narrowband analogue formats to broadband digital transmission schemes, with protocols, algorithms and transmission architectures that will segment the data into uniform cells and frames, and then transmit these data via larger and more efficient synchronous optional (SONET) and asynchronous transfer mode (ATM) networks that are being developed for the information “superhighway”. These high performance satellite communications and information networks are required for modern applications, such as electronic commerce, digital libraries, medical imaging, distance learning, and the distribution of science data.

In order for satellites to participate in these information superhighway networks, it is essential that they demonstrate their ability to: (1) operate seamlessly with heterogeneous architectures and applications, (2) carry data at SONET rates with the same quality of service as optical fibers, (3) qualify transmission delay as a parameter not a problem, and (4) show that satellites have several performance and economic advantages over fiber cable networks.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献
