The fifth workshop of the EOPOLE project1 was held in Seville, Spain, 17–19 January 2000, with the purpose of forming an opinion on European Earth observation data archiving policy. This report discusses the growing size and importance of EO data archives and presents the main conclusions of the workshop. The case is made for the establishment of a European centre for data archiving and users are urged to become more involved in archiving policy.  相似文献

A project has recently begun to review, coordinate and help formulate European Earth observation data policy. The project held its first of several workshops at University College London, 11–13 January 1999. The purpose of the first workshop was to conduct a review of the state-of-the-art in Earth observation data policy in Europe. All the EOPOLE team members gave presentations, and an extended discussion was held with Roy Gibson, former Director General of the European Space Agency, as the invited expert. This report describes the raison d'etre of EOPOLE and presents the main conclusions of the first workshop.  相似文献

The following report presents the main conclusions of the sixth and seventh EOPOLE workshops, held in Hydra, Greece, 3–4 May and Leiden, the Netherlands, 3–5 July 2000, respectively. The objectives of the first workshop were to evaluate different approaches to pricing policy and to assess how new developments in Earth observation and information technology are having an impact on Earth observation data pricing policy. Those of the second were to assess the constraints that legal frameworks impose on Earth observation and to explore ways in which they can be used to its advantage.  相似文献

The fourth workshop of the Earth Observation Data Policy and Europe (EOPOLE) project was held in Brussels, Belgium, 18–20 October 1999 at the offices of the European Commission DG Research, with Yves Reginster of Gere SA, Luxembourg, as guest speaker. The purpose of the workshop was to discuss the data policy issues raised by new technologies and by integrating Earth observation (EO) data with non-EO data. The exploration of space is a long-term endeavor that will require strong public support to weather societal and political changes over the period of its implementation. In August 2006, George Mason University's Center for Aerospace Policy Research organized a workshop to address this issue. The sustainability of space exploration was investigated from a variety of perspectives by invited experts from the space sector as well as from the market research and public relations fields. This paper summarizes the results of the workshop. It presents market research data along with recommendations for an active strategic communications effort as well as public engagement to enhance public support for space exploration, especially among the younger age groups which tend to be uninterested in space activities.  相似文献

There is increasingly broad concern in the USA today about the quality, vibrancy and appeal of science and technical education in general and space education in particular. There needs to be a robust link between the educational community (i.e. the primary and secondary schools as well as colleges and universities) and a well-defined space research and exploration agenda that is strongly supported by the space industry, NASA and other relevant US governmental agencies. Without such a renewal of mission and new goals it will be difficult to re-invigorate and expand quality space education programs. A workshop was therefore convened in 2003 to analyze the problem, discuss new initiatives, organize a survey inviting suggestions from a range of relevant players and draw conclusions on what the USA needs to do to improve space education in the 21st century. Although the focus of this workshop was on space education in the USA the international dimensions of this problem were also addressed and the firm conclusion was reached that similar issues and concerns apply in Europe, Canada, Japan and other spacefaring nations. This article is an edited version of a White Paper subsequently produced to highlight the problem, summarize the proceedings of the workshop and present the results of the survey. Greater clarity in the definition of national space goals, the upgrading of teachers’ skills and an increase in technical scholarships are among the steps recommended.  相似文献

This report highlights the major conclusions and outcomes from a workshop held 28–29 June 2010 at Resources for the Future in Washington, DC, on methodological frontiers and new applications of valuing information and its social benefit. The participants provided answers to a series of questions: what is meant by “value of information”? When does information have value? What are state-of-the-practice methods to ascribe value to information? Participants also identified steps to ascribe, measure, and communicate value. The workshop included identification of five discrete approaches at the frontier of methodological advances: price- and cost-based derivation; Bayesian belief networks; regulatory cost-effectiveness evaluation; econometric modeling and estimation; and simulation modeling and estimation.  相似文献

We are witnessing a fundamental change in the perception of space-related issues. Once a symbol of technological competition between opposing political systems, space activities have become a part of everyday life and an indispensable means for states to achieve economic, scientific, political and social goals. This Report addresses the space activities of Turkey, a latecomer to space challenge but a country rapidly progressing in this field. In this context, major space-related policies and projects are first discussed. The current status of the Turkish space industry is then defined through SWOT analysis (strengths, weaknesses, opportunities, threats). The analysis is informed by a May 2012 workshop was held in Turkey at the Defense Sciences Institute, which brought together a range of interested actors to discuss Turkey's space policy. The workshop was followed up six months later with a survey of a larger group of participants. This Report lays out the findings of these two events, articulating the strengths and weaknesses for Turkey's space aspirations, and also a proposal for the country's future space ambitions. Strategies and policies that will be supportive in achieving the proposed space vision are also introduced.  相似文献

On 5 and 6 December 1994, a two-day workshop was organised by the European Space Agency (ESA) and the European Centre for Space Law (ECSL) at ESA's Headquarters in Paris on the theme ‘Intellectual property rights and space activities: a worldwide perspective’. The arts offer alternative insights into reality, which are explored by science in general, and broadened by the activities conducted by the European Space Agency [4] and other space agencies. Similar to the way the members of ESA are ambassadors for spaceflight and science, artists and cultural professionals are ambassadors for human expression, experimentation, and exploration. In June 2011, the ESA Topical Team Arts and Sciences (ETTAS) held a three-day workshop at the European Astronaut Centre in Cologne, Germany. During this workshop, topics and ideas were discussed to develop initiatives between the arts, sciences and ESA. The aim was to foster and expand the human and cultural aspects of space exploration, and at the same time offer a means of communication that aims to reach audiences beyond the scope of traditional space-related channels. The consensus of the team was that establishing and sustaining a transdisciplinary professional community consisting of ESA representatives, scientists and artists would fuel knowledge transfer, and mutual inspiration. Potential ways to provide a sustainable cooperation within and between the various groups were discussed. We present the preliminary findings including a number of measures and mechanisms to initiate and conduct such an initiative. Plausible organisational measures, procedures and consequences, as well as a proposition on how to proceed are also discussed. Overall, the involvement and cooperation between the arts, space science research and ESA will enhance in the citizens of the ESA member states the sense of public ownership of ESA results, and participation in ESA?s research.  相似文献

Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

One of the Skylab experiments dealt with motion sickness, comparing susceptibility in the workshop aloft with susceptibility preflight and postflight. Tests were conducted on and after mission-day 8 (MD 8) by which time the astronauts were adapted to working conditions. Stressful accelerations were generated by requiring the astronauts, with eyes covered, to execute standardized head movements (front, back, left, and right) while in a chair that could be rotated at angular velocities up to 30 rpm. The selected endpoint was either 150 discrete head movements or a very mild level of motion sickness. In all rotation experiments aloft, the five astronauts tested (astronaut 1 did not participate) were virtually symptom free, thus demonstrating lower susceptibility aloft than in preflight and postflight tests on the ground when symptoms were always elicited. Inasmuch as the eyes were covered and the canalicular stimuli were the same aloft as on the ground, it would appear that lifting the stimulus to the otolith organs due to gravity was an important factor in reducing susceptibility to motion sickness even though the transient stimuli generated under the test conditions were substantial and abnormal in pattern. Some of the astronauts experienced motion sickness under operational conditions aloft or after splashdown, but attention is centered chiefly on symptoms manifested in zero gravity. None of the Skylab-II crew (astronauts 1 to 3) was motion sick aloft. Astronaut 6 of the Skylab-III crew (astronauts 4 to 6) experienced motion sickness within an hour after transition into orbit; this constitutes the earliest such diagnosis on record under orbital flight conditions. The eliciting stimuli were associated with head and body movements, and astronaut 6 obtained relief by avoiding such movements and by one dose of the drug combination 1-scopolamine 0.35 mg + d-amphetamine 5.0 mg. All three astronauts of Skylab-III experienced motion sickness in the workshop where astronaut 6 was most susceptible and astronaut 4, least susceptible. The higher susceptibility of SL-III crewmen in the workshop, as compared with SL-II crewmen, may be attributable to the fact that they were based in the command module less than one-third as long as SL-II crewmen. The unnatural movements, often resembling acrobatics, permitted in the open spaces of the workshop revealed the great potentialities in weightlessness for generating complex interactions of abnormal or unusual vestibular and visual stimuli. Symptoms were controlled by body restraint and by drugs, but high susceptibility to motion sickness persisted for 3 days and probably much longer; restoration was complete on MD 7. From the foregoing statements it is clear that on and after MD 8 the susceptibility of SL-II and SL-III crewmen to motion sickness under experimental conditions was indistinguishable. The role played by the acquisition of adaptation effects prior to MD 8 is less clear and is a subject to be discussed.  相似文献

The Centre Français sur les Etats Unis (CFE) held a day-long workshop on GEOSS, GMES and IEOS on 17 January 2006. Sponsored by Arianespace, the invitation-only roundtable drew some 50 participants from European and US administration, industry and academia. Despite some impressive programmes, Europe has not yet succeeded in forging a coherent space policy and, as a result, has not achieved its full potential in this field. This article describes the rationale behind the process and the structure of the workshops and reports on the highlights of the first workshop, examining the fundamental questions involved. This article explores the use of scenario analysis as a methodology to rigorously analyze potential space futures, particularly with respect to space security challenges, in the context of rapid and uncertain change across several dimensions of human space activities. The successful use of scenario analysis in other (e.g. corporate and military) sectors is described and results of an initial scenario analysis workshop are presented. Scenario analysis is recommended as a promising approach to evaluating the long-term consequences of various policy choices in the context of uncertainty, and as a process well-suited to fostering communication and building consensual knowledge among diverse stakeholders.  相似文献
