Since its beginning the objective of Japanese space policy has been to ‘catch up’ with advanced spacefaring countries. However, this catching-up strategy is now facing several difficulties, because of the downturn in the economy and changing political and technological circumstances. In such circumstances the Japanese space community has realized the need to change its national space strategy. In 2005 a group of powerful Japanese politicians issued a report on constructing a national space strategy, which recommended that the government establish a new decision-making structure by creating a new Basic Law of Space Activities. These efforts underline the need for Japanese space to shift the focus of its policy from technological development to applications.  相似文献

The word “exploration” threads its way through every discussion of human space flight and often headlines national policy statements about the US space agency. Yet this concept, so rooted in our culture, remains remarkably ill-defined. In this paper, we examine various presumptions implicit in the term and its ramifications for federally supported space endeavors. We argue that historical examples of exploration, widely used by policy makers, often make poor models for contemporary space travel. In particular, historical precedents of exploration set up a land-biased view of discovery, a restriction which impedes full expression of the Vision for Space Exploration and its possible scientific returns. These same precedents also set up a view of discovery that is biased toward in situ human presence, a view that modern technology is rendering increasingly absurd.  相似文献

On 12–14 June 2011, a conference was convened in Prague entitled ”Space Security through the Transatlantic Partnership“, co-sponsored by the European Space Policy Institute (ESPI) and the Prague Security Studies Institute (PSSI). It was the first non-governmental transatlantic conference of its kind dedicated to this topic, attended by over 100 senior space policy officials and high-level representatives of multilateral institutions, NGOs, academia, and industry from Europe, the USA, and Japan. The overarching goal of the conference was to solicit and assess both converging and diverging views on the multifaceted subject of space security and to seek to establish an on-going “Track II” non-governmental process designed to assist with the crafting of a future architecture for the management of this key dimension of space policy on a trilateral, and eventually global, basis. A briefing on the subject of US space policy was held in Washington in July 2009 by the American Academy of Arts and Sciences. Based around some of its recent publications, while emphasizing the US situation and direction, the briefing did not ignore the context of international space activity. In particular it considered China's spacefaring development and suggested ways of engaging more fruitfully with that country. This report presents a summary of the issues raised and recommendations made.  相似文献

This paper analyses the different positions in the debate about the institutional integration of ESA and the EU. In particular it considers previous articles published in Space Policy on both sides of the argument, i.e. ESA incorporation into the EU or EU membership in ESA. ESA becoming the space agency of the EU seems to be the compromise position. The analytical focus of this paper is whether these positions are realistic or whether we really need a common European space policy under one leadership, and therefore implicitly under the EU.  相似文献

Recent studies have identified the need to understand what shapes public attitudes toward space policy. I address this gap in the literature by developing a multivariate regression model explaining why many Americans support government spending on space exploration. Using pooled data from the 2006 and 2008 General Social Surveys, the study reveals that spending preferences on space exploration are largely apolitical and associated instead with knowledge and opinions about science. In particular, the odds of wanting to increase funding for space exploration are significantly higher for white, male Babyboomers with a higher socio-economic status, a fondness for organized science, and a post-secondary science education. As such, I argue that public support for NASA's spending epitomizes what Launius termed “Apollo Nostalgia” in American culture. That is, Americans benefitting most from the old social order of the 1960s developed a greater fondness for science that makes them more likely to lament the glory days of space exploration. The article concludes with suggestions for how to elaborate on these findings in future studies.  相似文献

The origin of this contribution was an attempt to find a rational basis for linking particle physics understanding, especially engineering, to interstellar mission policy. The central theme is historical. Analysing these past attempts to kick-start space industry with particle physics (i.e. L 5 location of a superconducting supercollider) it is argued that such large scale activity rests with commercial access to space. With the enactment of its ‘Basic Space Law’ in 2008, a significant shift occurred in Japan's space policy away from a narrowly circumscribed interpretation of the concept of space for ‘peaceful purposes’ to a broad understanding of space for ‘security’. Viewed in a global context, Japanese space policy appears symptomatic of a broadened and more malleable understanding of space for security purposes, as already advocated by several other leading spacefaring powers, and proponents of this understanding of space for security argue that this is consistent with international standards and the expectations of a ‘normal’ space power. By attempting to redefine understandings of ‘peace’ and ‘security’, however, the Basic Space Law and subsequent direction of Japanese space policy raise complex and ongoing issues over the interpretation of Japan's ‘Peace Constitution’. This article reviews policy and academic discussions of the recent evolution of Japanese space policy in this respect, arguing that greater emphasis on ‘security’ – understood in a deliberately broad sense in policy terms – has been key to articulating and justifying the reformulation and redirection of Japanese space policy, but that this also brings with it room for ambiguity over the exact nature of Japan's space ambitions at both national and regional levels.  相似文献

The rise of the EU as an actor in the European and world space theatres, in its various roles as initiator, owner and operator of large-scale programmes such as Galileo and GMES, has raised a number of questions with regard to industrial policy. Based on the experiences from the Galileo programme's procurement round in the Full Operational Capability (FOC) phase and on the present discussions on space industrial policy within the EU, this paper argues that, whereas the EU's political ambitions in space have been discussed and become reasonably well defined, the specific policy tools and legal instruments to put them into practice are far from complete. First, an unequivocal industrial policy for the space sector needs to be defined that reconciles the Union's political ambitions with the economic specificities of the space sector. At present, this is a work in progress, with opinions diverging between member states. Second, both logically and temporally, these policy decisions need to be translated into legal instruments that allow their implementation. This implies the development of made-to-measure funding instruments and procurement rules. We conclude by emphasising the need for a sector-specific industrial policy as an integral part of the EU's space policy.  相似文献

This report represents the results of a survey of young space professionals, conducted on the Internet, with a view to giving them an opportunity to influence long-term space policy. The most important goals of space activity were considered to be achieving scientific progress, providing beneficial Earth applications and exploring the universe, but it was felt that these would not come about without efforts to lower the cost of access to space and regain political and public support. In terms of the latter, it was recommended that projects be pursued which bring space closer to people's everyday lives and examples of these are given.  相似文献

This paper examines Nobel Prize Winner Elinor Ostrom's principles for sustainable governance of common-pool resources (CPR), capturing the best practices of CPRs over the years, which avoid the “Tragedy of the Commons” without being either completely privatized or controlled by a Leviathan entity. Ostrom's principles highlight, inter alia, the need for clear boundary definitions, rules tailored to fit the domain, who has a say in formulation of collective-choice agreements and operational rules, monitoring of behavior, graduated penalties, and conflict resolution mechanisms. In the context of the space domain they highlight issues such as the definition of where space begins, gaps in the existing liability regime, the concept of collaborative space situational awareness, and how best to include emerging and developing space actors in negotiations and decision making. The paper concludes that Ostrom's principles highlight specific areas on which to focus initial space sustainability efforts and national and international policy. It also recommends further analysis into how best to translate her principles to the space domain, where they may not be wholly applicable because of the unique nature of space, and how to evolve space governance institutions and mechanisms to best suit the unique environment of outer space.  相似文献

It provided a forum for the discussion of long-term space policy issues in the fields of commercial space exploitation, public good applications and space exploration. In the absence of a mature body of literature on the origins and evolution of the Canadian space program, recent official publications have arbitrarily chosen 1974, the year that Canada's civilian space policy was ratified in the House of Commons, as the popular date of origin. However, this start date ignores several significant policy documents that influenced Canada's space program development prior to that year. This article examines policy that shaped Canada's space program during the ‘golden age’ of space exploration (1958–1974), and will demonstrate that the true origins of the Canadian space program date back much earlier that the current perception.  相似文献

A series of workshops designed to make up for the lack of high-level, informal discussion of European space policy has been running—with a gap during formulation of the EC Green/White Paper on this subject—since September 2002. In view of the progress made in establishing a coherent European strategy, and of various other recent events, such as China's entry into the human spaceflight field, the organizers intend not only to continue the series but also to establish a more permanent, research-oriented European Space Policy Foundation (ESPF). Following a report on the proceedings of the third workshop, held in September 2003, which covered developing an overall European policy, new applications (Galileo and GMES) and human spaceflight, the authors set out a proposal for an ESPF and present the six major research themes it would aim to investigate.  相似文献

Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

China's opaque politics present particular difficulties for US space policy. Heavily invested in and reliant on space, the US will closely monitor China's burgeoning space program. New space powers, and the increasing use of space generally will further create significant challenges, most particularly to the reliance of states on space for national security. In order to maintain its space capabilities, the US will have to decide between securing this via multilateral and co-operative uses of space, or through trying to maintain a level of dominance over other space actors. While very gradually shifting away from the latter position, Washington's policy choices are complicated by the lack of a clear Chinese space strategy. While the Chinese space program, and its wider intentions, are opaque, tenure of a more cooperative approach course might prove fragile.  相似文献

Is the government responsive to public opinion of space policy? In 1995, Stimson et al. demonstrated that changes in domestic public policy were in response to changes in public opinion. Ten years later, Jacobs and Page demonstrated that foreign policy was not responsive to public opinion, and instead responds to the opinion of business leaders. This research builds off these seminal works to explore who influences space policy. Findings suggest that the public supports the idea of space exploration, while also feeling that spending on space exploration is “too high.” Therefore, the government appears to be giving the people exactly what they want in regards to NASA’s budget – more money each year – but at the same time a smaller percentage of the federal budget.  相似文献
