Japan's Consultative Committee on Long Term Policy was established within the Space Activities Commission to consider how the country's space activities should proceed. The Committee was asked to take a long-term viewpoint, considering the rapid changes in both domestic and overseas space activities. This report is an edited version (and unofficial translation) of the Committee's report, published in May 1987. It outlines the significance of space activities for Japan, considers how they have developed during this century, forecasts development after the year 2000, and presents proposals for the execution of Japan's space development.  相似文献

At the end of 2002 a new law was passed to create a single space agency for Japan out of the merger of NASDA and NAL with ISAS. The new agency will be an independent administrative institution with day-to-day autonomy from the government. The authors provide the background to the decision to restructure Japan's space development and describe the goals, organization and scope of activities of the agency. Steps have been taken to counter concerns that consolidating the three existing organizations could hamper the conduct of basic research.  相似文献

The United Nations Programme on Space Applications was established in 1971 to assist countries in making full use of the benefits of space technology and its applications for social and economic development. Since its inception the programme has organized numerous training courses, workshops, seminars and conferences and provided funding support for more than 10?000 experts, mainly from developing countries, to participate in those activities. The programme has continuously evolved over four decades, taking into account the latest developments in the field of space activities, to best serve the capacity-building needs of countries and to help ensure that space-based solutions contribute to improving life on Earth. This report describes the status and direction of the UN Programme on Space Applications as recommended for approval by the UN’s Committee on the Peaceful Uses of Outer Space (UNCOPUOS) Scientific and Technical Subcommittee at its 47th session held in Vienna in February 2010.  相似文献

50 years have passed since a tiny rocket “Pencil” was launched horizontally at Kokubunji near Tokyo in 1955. Though there existed high level of rocket technology in Japan before the end of the second World War, it was not succeeded by the country after the War. Pencil therefore was the substantial start of Japanese rocketry that opened the way to the present stage.In the meantime, a rocket group of the University of Tokyo contributed to the International Geophysical Year in 1957–1958 by developing bigger rockets, and in 1970, the group succeeded in injecting first Japanese satellite OHSUMI into earth orbit. It was just before the launch of OHSUMI that Japan had built up the double feature system of science and applications in space efforts. The former has been pursued by ISAS (the Institute of Space and Astronautical Science) of the University of Tokyo, and the latter by NASDA (National Space Development Agency). This unique system worked quite efficiently because space activities in scientific and applicational areas could develop rather independently without affecting each other.Thus Japan's space science ran up rapidly to the international stage under the support of solid propellant rocket technology, and, after a 20 year technological introduction period from the US, a big liquid propellant launch vehicle, H-II, at last was developed on the basis of Japan's own technology in the early 1990's. On October 1, 2003, as a part of Governmental Reform, three Japanese space agencies were consolidated into a single agency, JAXA (Japan Aerospace Exploration Agency), and Japan's space efforts began to walk toward the future in a globally coordinated fashion, including aeronautics, astronautics, space science, satellite technology, etc., at the same time. This paper surveys the history of Japanese rocketry briefly, and draws out the lessons from it to make a new history of Japan's space efforts more meaningful.  相似文献

The 2014 session of the Legal Subcommittee (LSC) of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) saw a particularly extensive and thorough debate on the working methods of this forum, which has the status of the highest body in space law making. By discussing the working methods it also became apparent how delegations actually regard the LSC and what expectations they have from it. In a time of considerable changes in space activities and space diplomacy alike, it was only a matter of time that such a comprehensive discussion arose. And while it did not immediately lead to decisions, it provided numerous signals for the future of the LSC.  相似文献

This report describes recent progress in the UN Basic Space Science Initiative (UNBSSI), which aims to facilitate space science education and research, and attendant resources in developing countries. In addition to holding workshops across the developing world, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) successfully implemented the International Heliophysical Year (IHY) as a catalyst for improving understanding of the Sun and of solar-terrestrial physics. Building on this it is now preparing for the International Space Weather Initiative (ISWI). Achievements of the former are discussed, as are the goals and anticipated activities of the latter.  相似文献

This report summarizes recent activities of the United Nations Committee on the Peaceful Uses of Outer Space as carried out by its two subcommittees on scientific and technical, and legal, matters, respectively. Deliberation covers the whole range of civil space activity, with an emphasis on implementing the recommendations of Unispace III and promoting the use of space-based services in developing countries. The Committee on the Peaceful Uses of Outer Space (COPUOS) was established in 1959 by the United Nations General Assembly in order to review and foster international cooperation in the peaceful uses of outer space and to consider legal issues arising from the exploration of outer space. Since its establishment, the Committee has addressed such issues as benefits from space activities, the definition and delimitation of outer space and the use of the geostationary orbit, implications of remote sensing, space sciences, space-based communications, navigation and meteorological systems, as well as use of nuclear power sources in outer space, space debris and spin-off benefits of space technology. At its session in 1996, a symposium on the ‘Utilization of micro- and small satellites for the expansion of low-cost space activities, taking into particular account the needs of developing countries’ was organized by COSPAR and IAF to complement discussions on this theme. It was noted at the symposium that the increasing number of small satellites, in particular the proposed introduction of multi-satellite ‘constellations’ at low orbits, would result in concentrations of satellite mass at certain regions of space around the Earth. Special provisions would be needed to minimize the probability of satellite breakups and collisions which might create more space debris and compromise the future of spaceflight.  相似文献

This is an abridged and edited version of the second report of ESA's Long-Term Space Policy Committee, published in May 1999. Emphasizing the importance of space-based technologies to so many earthly activities, it argues that only greater European involvement in the field will ensure that the continent remains an autonomous and significant player in world affairs and illustrates this by proposing space solutions to three major challenges for the future. The report's action plan for making use of these solutions is summarized and the consequences of failing to act are spelled out using the historical example of China.  相似文献

Preparations for the third UN Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) were intense. The conference itself was a success. But what forms will the follow-up take? Just reading the 150-page report is an effort in itself. Having played a central part in the preparations and organization, Europe fully appreciates the need to build on the spirit of cooperation which emerged from UNISPACE III. In November 1999, the European States gathered to analyze the results of the conference and to set a course for their future participation in the United Nations Programme on Space Applications (UNPSA), which is mainly done through ESA, and for their participation in the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), which is done through coordination among ESA Member States. This article presents the authors’ personal accounts of the results of the European efforts around UNISPACE III and shows how ‘European foreign policy’ can work in international space policy. It also seeks to illustrate Europe's commitment to putting space technology to work for the benefit of development throughout the world.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

The US federal government is collaborating with a non-profit university consortium and its commercial project managers to develop the Space Shuttle fleet's expended external fuel tanks for scientific and commercial uses in space. Nearly a half dozen years in evolution, the Space Phoenix Program is a private-sector civil space programme with the long-term goal of opening the Earth's space to as many people, organizations and activities as possible, as soon as possible, and at the lowest cost to them as possible. In time it is expected to be a major focus for private-sector activities in space. This report describes how it will work.  相似文献

The willingness of the European Union (EU) to acquire an important position by defining a well articulated space policy for Europe requires a redefinition of the roles of the various actors of this policy. This has been demonstrated at the last ESA Ministerial Conference despite the financial difficulties encountered by all spacefaring European countries. The European Space Science Committee (ESSC), an associated Committee of the European Science Foundation (ESF), actively participated in the elaboration of such a policy by presenting the point of view of the space scientific community and making recommendations to ensure that scientific space research is appropriately accounted for in overall European space policy. The ESSC is briefly described along with its activities and contributions to the definition of a European space policy.  相似文献

The success of space-based systems worldwide, providing services to society and satisfying defence and security needs, has led to a situation where outer space is increasingly crowded. In addition, the rapid proliferation of space debris threatens the safe utilization of outer space on the most commonly used orbits. Beyond the mitigation of the orbital debris threat, additional measures will be needed to ensure the safety and security of activities in outer space for the long-term. This article describes the initiative to introduce a new agenda item in the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), first presented to COPUOS delegations in 2007, which led to a formal decision in 2009. This in turn led to the establishment of a dedicated Working Group of the Scientific and Technical Sub-Committee in 2010, with a work plan leading to a report and associated recommendations in 2014. Some references are made to other initiatives affecting space security, such as the Russia–China draft treaty (PPWT) tabled at the Conference on Disarmament and the EU-proposed Code of Conduct.  相似文献

The Global Exploration Roadmap (GER) is driven by several goals and objectives that include space science, the search for life as well as preparatory science activities to enable human space exploration. The Committee on Space Research (COSPAR), through its Commissions and Panels provides an international forum that supports and promotes space exploration worldwide. COSPAR's Panel on Exploration (PEX) investigates a stepwise approach of preparatory research on Earth and in Low Earth Orbit (LEO) to facilitate a future global space exploration program. The first artificial earth satellite, Sputnik 1, was launched on 14 October 1957 and proceeded to orbit the Earth blithely unconcerned with the political boundaries below. It was apparent that space activities had international implications. In the United Nations, the question of space activities was first raised in 1957 in the context of the debate on disarmament. In 1958, the ‘Question on the Peaceful Uses of Outer Space’ was placed on the agenda of the General Assembly, which adopted a resolution establishing an Ad Hoc Committee on the Peaceful Uses of Outer Space (COPUOS).  相似文献

The author was a member of the House of Lords Select Committee on Science and Technology which conducted and enquiry into UK space policy. He argues that the industrial and technological case for space put to the Committee was insufficiently underpinned by reasoned argument. The article first examines the economic case forgovernment involvement in space. The role of economic analysis is examined; it is concluded that, except in the case of space applications, quantified analysis is usually misleading. In the early years of space flight the United Nations rapidly developed the principles which now govern outer space activities. In contrast, international agencies have during the 1980s proved reluctant to confront the escalating problem of space debris, presumbly for fear of the likely expense of remedial action. The author of this Viewpoint argues that not all the necessary measures need be expensive, and even the most unpalatable would be cost effective in the long run. But concerted action is urgently needed before the problem becomes unmanageable. International discussions must be initiated through the Committee on the peaceful Uses of Outer Space without delay.  相似文献

There is an urgent need for an informal and independent ISY Steering Committee to legitimize the ISY and catalyse activities. In 1995 the Swedish Government produced a report evaluating the benefits of space over the past 20 years and recommending areas on which the state should focus in the future. While the follow-on detail promised by the report is still awaited, this article reviews its main findings and recommendations and sets these against the historical development of Swedish space activities which, because of the country's geographical location, have concentrated on atmospheric studies. The author argues that the report does not fully get to grips with the differing administrative efforts required by the various types of space activity and that a response to the need for low-cost access to space - the element on which all else depends - is also ducked.  相似文献
