One state policy for International Space Year (ISY) is to pay special attention to the needs of developing countries while planning ISY activities. This article provides a historical context for assessing ISY as an opportunity to turn this policy into practice. A survey of experts involved in ISY planning was undertaken and the results include six recommendations for overcoming the obstacles to developing countries' full participation in ISY: (1) funding from international organizations and national foreign assistance agencies must increase substantially; (2) more attention must be given to improving the flow of information and communication about ISY; (3) education and training opportunities must be made available to a wide audience of developing country participants; (4) steps must be taken now to relieve the political and socioeconomic tensions that exist between North and South, particularly as they relate to ISY; (5) inadequacies in infrastructure must be considered; and (6) data-related obstacles must be examined.  相似文献

This article examines the results of International Space Year (ISY). After discussing how and why the idea was conceived, it details the actions taken to bring ISY about and the projects that were to be carried out. The author examines the achievements of the year and how they are likely to continue to influence space policy in the longer term. Successes include the creation - and continuation under another name - of SAFISY; an ongoing willingness among countries and organizations to coordinate their data and avoid wasteful redundancy; a bottom-up approach to global mission planning; and greater public perception of the significance of space.  相似文献

This report describes recent progress in the UN Basic Space Science Initiative (UNBSSI), which aims to facilitate space science education and research, and attendant resources in developing countries. In addition to holding workshops across the developing world, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) successfully implemented the International Heliophysical Year (IHY) as a catalyst for improving understanding of the Sun and of solar-terrestrial physics. Building on this it is now preparing for the International Space Weather Initiative (ISWI). Achievements of the former are discussed, as are the goals and anticipated activities of the latter.  相似文献

In its 44th session the United Nations passed resolutions endorsing International Space Year and the United Nations Conference on Environment and Development, both scheduled for 1992. Together they provide for global efforts to understand and protect the Earth and its environment. N. The conference began with The Charles Martin Lecture, given this year by George Abbey, formerly Director of the NASA Johnson Spaceflight Center. George spoke of the significant contribution of British scientists and engineers to the early days of NASA. He was followed by an ebullient tour d’horizon from the admirable Dr David Southwood, Head of Science at ESA. Lucie Green from Mullard Space Science Laboratory (MSSL), who is leading the outreach component of the International Heliophysical Year, then brought the first session to a close. The UN Office for Outer Space Affairs, through the IHY Secretariat and the United Nations Basic Space Science Initiative (UNBSSI), assists scientists and engineers world-wide to participate in the International Heliophysical Year (IHY) 2007. A major thrust of IHY/UNBSSI is to deploy arrays of small, inexpensive instruments such as magnetometers, radio telescopes, GPS receivers, all-sky cameras, etc. around the world to allow global measurements of ionospheric and heliospheric phenomena. The small instrument program is envisioned as a partnership between instrument providers and instrument hosts in developing nations, with the former providing the instruments, the host nation the manpower, facilities and operational support, typically at a local university. Funds are not available through IHY/UNBSSI to build the instruments; these must be obtained through the normal proposal channels. All instrument operational support for local scientists, facilities, data acquisition, etc. will be provided by the host nation. The IHY/UNBSSI can facilitate the deployment of several of these networks and existing databases and relevant software tools will be identified to promote space science activities in developing nations. Extensive data on space science have been accumulated by a number of space missions. Similarly, long-term databases are available from ground-based observations. These data can be utilized in ways different from those originally intended for understanding the heliophysical processes. This report provides an overview of IHY/UNBSSI, its achievements, future plans and outreach to the 192 member states of the United Nations.  相似文献

The twelve months since IAF 2000 have been perhaps the most exciting, challenging and rewarding months for Canada since the beginning of our participation in the International Space Station program in 1984. The highlight was the successful launch, on-orbit check out, and the first operational use of Canadarm2, the Space Station Remote Manipulator System, between April and July 2001. The anomalies encountered and the solutions found to achieve this success are described in the paper. The paper describes, also, the substantial progress that has been made, during the twelve months since IAF 2000, by Canada as it continues to complete work on all flight-elements of its contribution to the International Space Station and as we transition into real-time Space Station operations support and Canadian utilization. Canada's contribution to the International Space Station is the Mobile Servicing System (MSS), the external robotic system that is key to the successful assembly of the Space Station, the maintenance of its external systems, astronaut EVA support, and the servicing of external science payloads. The MSS ground segment that supports MSS operations, training, sustaining engineering, and logistics activities is reaching maturity. The MSS Engineering Support Center and the MSS Sustaining Engineering Facility are providing real-time support for on-orbit operations, and a Canadian Payloads Telescience Operations Center is now in place. Mission Controllers, astronauts and cosmonauts from all Space Station Partners continue to receive training at the Canadian Space Agency. The Remote Multi Purpose Room, one element of the MSS Operations Complex, will be ready to assume backroom support in 2002. Canada has completed work on identifying its Space Station utilization activities for the period 2000 through 2004. Also during the past twelve months the CSA drafted and is proceeding with the approval of a Canadian Space Station Commercialization Policy. Canadian astronauts have now participated in three ISS assembly missions--Julie Payette on STS-96, Marc Garneau on STS-97, and Chris Hadfield on STS-100 in April 2001 during which he performed Canada's first EVA and the successful installation of the Space Station Remote Manipulator System.  相似文献

For more than 15 years, Spacelab, has provided a laboratory in space for an international array of experiments, facilities, and experimenters. In addition to continuing this important work, Spacelab is now serving as a crucial stepping-stone to the improved science, improved operations, and rapid access to space that will characterize International Space Station. In the Space Station era, science operations will depend primarily on distributed/remote operations that will allow investigators to direct science activities from their universities, facilities, or home bases. Spacelab missions are a crucial part of preparing for these activities, having been used to test, prove, and refine remote operations over several missions. The knowledge gained from preparing these Missions is also playing a crucial role in reducing the time required to put an experiment into orbit, from revolutionizing the processes involved to testing the hardware needed for these more advanced operations. This paper discusses the role of the Spacelab program and the NASA Marshall Space Flight Center- (MSFC-) managed missions in developing and refining remote operations, new hardware and facilities for use on Space Station, and procedures that dramatically reduce preparation time for flight.  相似文献

Outer space is an area of growing economic and technological importance. It is also a developing theatre of military defence and warfare. Against this backdrop, development of a legal framework on the use of force in outer space is of critical urgency. This paper proposes a framework for the development of international law in this area and also assesses the effectiveness of the current state of international law governing the prohibition on the use of force in the context of outer space. It expands upon a proposed role for the United Nations and outlines a proposed enforcement mechanism for the law on the use of force in outer space. This proposed framework rests on a three-tiered system involving an International Tribunal for Outer Space, an International Space Surveillance Agency and an International Space Inspection Agency, co-ordinated through a Secretariat under the auspices of the United Nations Office of Outer Space Affairs. The paper also provides a proposed Protocol on International Peace and Security to the 1967 Outer Space Treaty as a means of establishing the proposed enforcement mechanism. Finally, the paper looks at the complexities involved in developing the law, and moots immediate steps for its development.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

Nearly six years after the launch of the first International Space Station element, and four years after its initial occupation, the United States and our 6 international partners have made great strides in operating this impressive Earth orbiting research facility. This past year we have done so in the face of the adversity of operating without the benefit of the Space Shuttle. In his January 14, 2004, speech announcing a new vision for America's space program, President Bush affirmed the United States' commitment to completing construction of the International Space Station by 2010. The President also stated that we would focus our future research aboard the Station on the long-term effects of space travel on human biology. This research will help enable human crews to venture through the vast voids of space for months at a time. In addition, ISS affords a unique opportunity to serve as an engineering test bed for hardware and operations critical to the exploration tasks. NASA looks forward to working with our partners on International Space Station research that will help open up new pathways for future exploration and discovery beyond low Earth orbit. This paper provides an overview of the International Space Station Program focusing on a review of the events of the past year, as well as plans for next year and the future.  相似文献

Recent events in the International Space Station (ISS) Program have resulted in the necessity to re-examine the research priorities and research plans for future years. Due to both technical and fiscal resource constraints expected on the International Space Station, it is imperative that research priorities be carefully reviewed and clearly articulated. In consultation with OSTP and the Office of Management and budget (OMB), NASA's Office of Biological and Physical Research (OBPR) assembled an ad-hoc external advisory committee, the Biological and Physical Research Maximization and Prioritization (REMAP) Task Force. This paper describes the outcome of the Task Force and how it is being used to define a roadmap for near and long-term Biological and Physical Research objectives that supports NASA's Vision and Mission. Additionally, the paper discusses further prioritizations that were necessitated by budget and ISS resource constraints in order to maximize utilization of the International Space Station. Finally, a process has been developed to integrate the requirements for this prioritized research with other agency requirements to develop an integrated ISS assembly and utilization plan that maximizes scientific output.  相似文献

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. It also attempts to predict the consequences of the Protocol for space activities in developing countries.  相似文献

Japan Aerospace Exploration Agency (JAXA) launched its own first manned experiment facility in space called the KIBO (Japanese Experiment Module, JEM) in 2008 and 2009 and started operations as part of International Space Station (ISS). To accomplish this Operation, JAXA made its own ground facility in Tsukuba, Japan, called Space Station Integration and Promotion Center (SSIPC). Ground personnel at SSIPC called the JEM Flight Control Team (JFCT) operate the KIBO and have learnt many lessons during its operation. The Special Purpose Dexterous Manipulator (SPDM) is the latest Space Robot developed by the Canadian Space Agency (CSA) and McDonald Detwiller Space and Advanced Robotics (MD Robotics, previously Spar Aerospace) for the International Space Station (ISS). The SPDM has presented its designers with a number of new challenges in performing the Systems Engineering effort required for a complex robotic system:(1) The SPDM initial design was started and attained various levels of maturity for various components under the Space Station Freedom environment, then the Program was stopped and finally restarted under the harsher environment in which the International Space Station is being built.(2) The SPDM is the first space robot to utilize previously developed and space certified robotic components, as well as components with high-commonality to the previously developed ones (electronics, S/W).(3) New requirements levied by the Customer during the negotiations leading to the Program re-start necessitated significant architectural changes versus the SPDM configuration `frozen' when the Program was shut down.(4) The SPDM is the first robotic system of this complexity that is being built under a Firm Fixed Price contract, with the commonality assumptions as one of the cost drivers.This combination of components of various pedigree, coupled with the constraints imposed by an FFP contract have been addressed by the designers through the definition of a novel approach to integrated Systems and Design Engineering.  相似文献
