Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency. 相似文献

Measures for the safety of space activities have to be elaborated by the scientific community. They should include principles for collision avoidance, possibly in the form of traffic separation schemes. A reduction of collision probabilities could be achieved by systematic removal of inactive satellites, by establishing disposal orbital belts and by reduction of space debris. Safety of space activities would be enhanced by the adoption of standards for the quality of technical equipment and for the competence of personnel. This article considers how the USA can best maintain its commercial and governmental competitiveness in space, while facilitating private investment and international marketing, and at the same time keeping up significant cooperation with other nations. The current state of US civilian space activities in each of these areas is summarized, and several alternative solutions are presented. The article concludes that strengthening US competition with other space-capable nations, and improving US ability to cooperate effectively, will require careful coordination of the activities of federal agencies with each other and with the private sector. 相似文献

Questionnaires were returned from 54 astronauts and cosmonauts which addressed preferences for media and media-generated subjects that could be used to occupy leisure time in space. Ninety-three percent of the respondents had access to records or audio cassettes, and cosmonauts had greater access than astronauts to multiple media. Cosmonauts and long-duration space travelers reported that they missed various media more than their astronaut and short-duration counterparts. Media subjects that related to international events, national events and historical topics were rated as most preferable by all respondents and by several of the respondent groups. The findings are discussed in terms of their relevance for occupying free time during future long-duration manned space missions. 相似文献

Those in the space community interested in deploying space solar power (SSP) need to know whether it would make economic sense. This article aims to develop a conceptual model of the economic value of SSP as a source of power to in-space activities, such as spacecraft and space stations. We offer several estimates of the value based on interviews and published data, discuss technological innovations that may compete with or be complementary to SSP, and consider alternative institutional arrangements for government and the private sector to provide SSP. 相似文献

Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. At the beginning of the space age the dangers of hurtling into space were considerable. Despite this fact, radiation risks were examined in the U.S.S.R. and the U.S.A. and recommendations were made to limit the exposure of the crews to radiation. To date the radiation exposures of crews on missions in low-Earth orbits have been low. Now that missions in low-Earth orbit are becoming longer in duration and new missions into deep space are being considered, radiation protection guidelines become more important. Recently the estimates of the risks of radiation-induced cancer have been increased and new guidelines on radiation exposure limits for crew members must be developed. For deep space missions the guidelines take into account the risks posed by heavy ions. Unfortunately, knowledge about these risks is insufficient. If the new risk estimates are applied, current career dose limits may have to be reduced by a factor of two. 相似文献

Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities. 相似文献

The semantic ambiguity of the word ‘space’ causes problems for both the funding of space activities and the determining of space policies. The historical practice of lumping all space activities together, to be funded by a single budgetary line, is inappropriate to the range of such activities and for the economic and strategic interests at stake: it has direct consequences for the priorities governments want to make, and can pervert the directions industry is trying to go in. While continued government support for space is imperative, given the strategic, national-development nature of many of its applications, new ways must be found of allocating it a budget that take account of the diversity of the areas in which it plays a role. 相似文献

OLTARIS (On-Line Tool for the Assessment of Radiation In Space) is a space radiation analysis tool available on the World Wide Web. It can be used to study the effects of space radiation for various spacecraft and mission scenarios involving humans and electronics. The transport is based on the HZETRN transport code and the input nuclear physics model is NUCFRG. This paper describes the tools behind the web interface and the types of inputs required to obtain results. Typical inputs are mission parameters and slab definitions or vehicle thickness distributions. Radiation environments can be chosen by the user. This paper describes these inputs as well as the output response functions including dose, dose equivalent, whole body effective dose equivalent, LET spectra and detector response models. 相似文献

Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme.
