For the last 10 years,the Venezuelan aerospace industry has been constantly growing,and it is to be expected to continue in the same way in the future.China and its space industry,as the main partner for most of the ongoing Venezuelan space projects from their beginning,has been an important player in their development and may continue acting as one of the most important partners not only for the Venezuelan aerospace industry but also for other Latin-American countries' aerospace industries.ABAE(Bolivarian Agency for Space Activities) together with the related Chinese aerospace companies,with the guidance and help of CGWIC,has been constantly improving its cooperation methods,regarding technical work flows as well as management activities,especially for the latest's space projects under development,namely the CIDE(Venezuelan Design,Assembly,Integration and Testing Center) and VRSS-2(Venezuelan Remote Sensing Satellite-2) programs.Provided that there is a deeper and stronger cooperation in the future,partnership and friendship of the different scientists,experts and leaders from the space sectors of both countries,will be improved and strengthened for the development of both nations social welfare.  相似文献

Korea’s space development program was created almost 40 years behind those of the advanced countries but it has nevertheless made remarkable progress. Korean space development has been focused on technology catch-up, where commercialization and growth of industrial competitiveness are important rationales. However, the program has several problems, including: lack of a space equipment manufacturing industry, total system companies in the space manufacturing industry and communication between industry and researchers, and much concentration of projects and initiatives in the Korean Aerospace Research Institute (KARI). This study analyzes the problem by comparing space agencies and programs in Korea and other countries, particularly Japan and the USA. It is shown that the role of a national laboratory is critical in space industry development and argued that KARI should make greater efforts to promote the Korean space industry by encouraging technology transfer, sharing equipment and communication between companies. For successful space development, the main organization – usually the national research institute – should change its role from a research-only laboratory to manager and supporter of space development and industry. Such a move would invigorate Korea’s space industry and allow it to catch up with countries with a similar environment.  相似文献

This paper analyzes the objectives and activities of space exploration programs, and presents action plans and guidelines for a future sustainable global space exploration platform. While new cooperative mechanisms have emerged in recent decades, the now-unfolding era of global space exploration will lead to new models of cooperation, reflecting the legacy of partnerships and the evolution of a global endeavor. Consequently, the successful alignment of national and international stakeholders along lines drawn by commonality of purpose will be crucial to achieve a basis for marshalling sufficient resources for ambitious space projects, and to create necessary new political, economic, and legal frameworks. For the development of a successful global space exploration program, traditional approaches may need to be supplanted by a new paradigm including focus on information exchange, organizational knowledge, and human capital – as practiced in high-performance organizations (HPOs) – that go well beyond the current international working groups and multinational space efforts.  相似文献

Korea now has a rapidly expanding space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, recently enacted a New Space Exploitation Promotion Act. The early history and current and future development of Korea's space activities are briefly described in advance of a comprehensive presentation of the contents of the Act, including launch licensing, liability, registration of space objects, use of satellite information, astronaut rescue, third party liability insurance and establishment of institutions and plans to assist the Korean space effort. A call is made for Asian countries to unite and further their space development through a regional space agency.  相似文献

Norway has recently published its national long-term plan for space activities (1993–1996) and the main points of this are reproduced here. While telecommunications, positioning and navigation and Earth observation are understandably given a high priority, there is also an emphasis on space transportation and space science, and a belief that Norwegian industry and research institutes are capable of gaining contracts beyond the agreed scope of the country's participation in ESA.  相似文献

Issues about commercialization of space have been a growing concern in the past decade for the space community. This paper focuses on the work from a team of 51 students attending the Summer Session Program of the International Space University in Bremen, Germany. CASH 2021 (Commercial Access and Space Habitation) documents a plan that identifies commercial opportunities for space utilization that will extend human presence in space, and will chart the way forward for the next 20 years. The group selected four commercial sectors that show the most promise for the future: tourism, entertainment, space system service, assembly and debris removal, and research and development/production. The content of this document presents the results of their research. Historical activities in each of the commercial sectors are reviewed along with the current market situation. To provide a coherent background for future commercialization possibilities a scenario has been developed. This scenario includes a postulated upon ideal future and includes social, political and economic factors that may affect the space industry over the timeline of the study. The study also presents a roadmap, within the limited optimistic scenario developed, for the successful commercialization of space leading to future human presence in space. A broad range of commercially viable opportunities, not only within the current limits of the International Space Station, but also among the many new developments that are expected by 2021 are discussed.  相似文献

Space exploration is an emblematic domain of space activities where traditionally only established space powers have been active. However, new actors are demonstrating great interest in it, principally for international prestige reasons, with an increasing number making ambitious plans. Complementing national endeavours, international cooperation has become a central element of most countries' exploration strategy, since the costs of doing it alone are so great. Europe's development into a fully fledged actor in space exploration requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted in order to derive the best options for cooperation to lead and anticipate rather than follow and endure change.  相似文献

It is a turning point that will set the US national agenda in space well into the 21st century, and, as such, will have an important impact on space-related activities worldwide. This report is an initial review of plans for a extensive program to survey and develop the Moon and to explore the planet Mars during the 21st century. It presents current typical plans for separate, associated and fully integrated programs of Lunar and Martian research, exploration and development, and concludes that detailed integrated plans must be prepared and be subject to formal criticism. Before responsible politicians approve a new thrust into space they will demand attractive, defensible, and detailed proposals that explain the WHEN, HOW and WHY of each stage of an expanded program of 21st century space research, development and exploration. In particular, the claims of daring, innovative, but untried systems must be compared with the known performance of existing technologies. The time has come to supersede the present haphazard approach to strategic space studies with a formal international structure to plan for future advanced space missions under the aegis of the world's national space agencies, and supported by governments and the corporate sector.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

The space sector has frequently been confronted with cost overruns, with a negative impact on its management reputation. There are many reasons for this effect, the main one being that space development contracts are unique and often do not allow proper cost benchmarking. On the other hand, tools have been developed to minimise this effect and it is important to train future space managers in applying such tools. In the International Space University, such methods are illustrated with workshops, which aim to be as close as possible to reality. This article will describe the different techniques, memo-technically called the 5C approach here, and develop the use of a computerised tool, PRICE, to support these techniques in the different phases of the projects.  相似文献

This article analyses the rapid economic advancement of the Pacific Basin area, and discusses its future potential. Common efforts in space utilization can integrate the area, and overcome the wide diversity of political, economic and social structures. Aspects of communications, space remote sensing and space-based materials processing are examined and forecasts are made for the future role of the Pacific Basin in these areas. A populated Orbital Space City will be necessary to further space utilization. To support future activities in space, a Pacific Spaceport and a Pacific Space Centre are proposed, which would lead to the development of several ‘New Industrialized Areas’ in the age of the Solar Power Satellite. This paper summarizes the establishment and current development of space activities in the Bolivarian Republic of Venezuela. Space activities in Venezuela are focused on the areas of telecommunications, Earth observation and research on the physical properties of the Earth, and have as a primary goal the satisfaction of social needs. Current development of space activities started in 1999 when the new National Constitution recognized the value of outer space as the common heritage of mankind, and the key role of science and technology in promoting human welfare. The Bolivarian Agency for Space Activities (ABAE) was created in 2007. Its legal framework recognizes three key elements that drive its policy: the participation of society, capacity building and human training, and international cooperation. Indeed ongoing international cooperation with partners such as China, India, Brazil and Uruguay has already expanded Venezuelan space capabilities, allowing the country to launch its first telecommunications satellite, Venesat-1 in 2008, to plan the infrastructure development for the design of small satellites, and to train 1195 local professionals in space science, technology and applications. Our analysis shows that Venezuela has the potential to become a space leadership country, promoting the social welfare, integration, and sustainable development of Latin American countries.  相似文献

Recognizing the importance and fertility of the extra vehicular activity technologies in future space development and utilization, some related research activities have been conducted in Japan, though it has not committed itself to developing its own manned space flight capability. As one of the three former Soviet republics engaged in space activities, the Ukraine has had to formulate new national space legislation as a means of demonstrating a responsible attitude to the international security system, of harmonising its legislation with that of its international political and economic partners and of creating clear guidelines for investors. This article presents the background to the formation of Ukrainian space law, describes some of the new laws enacted and discusses these within the context of international space law. Particular attention is paid to the legal regulation of commercial activities, to dual-use issues and to the effect of international cooperation on Ukrainian space law development.  相似文献

Iran's efforts to develop space technology for civil and peaceful purposes began many years ago. Almost all its success in this connection is the result of indigenous potential in terms of human resources, available expertise and experience along with international cooperation and exchange of knowledge. There are considerable civilian entities involved in space-related development and production in Iran. This article describes the history and current status and capabilities of Iran's space programme and its aim to use space for peace and prosperity and to attain the position that it deserves in the global arena. Stepping into space using an indigenously developed system has provided Iran with a notable and unprecedented national pride. Only international cooperation, as already exists in the framework of COPUOS activities on the peaceful uses of outer space, can improve 21st century understanding of the space policy and visions of Iran for the world community. Iran's space programme is really no different from that of any other nation. It is committed to developing its assets in space both for peaceful purposes and for use as part of various multinational space projects. It should not be ignored that such achievements require a high degree of expertise, ability and comprehensive knowledge about the subject, while the attitudes and visions of leaders in each nation who also influence and contribute to the pace, progress and developmental objectives of any nation's space program should not be disregarded.  相似文献
