When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

Turkey entered the 21st century making increasing efforts towards rapid economic and technological development, social change and renewal of its infrastructure. Naturally this process places a heavy load on the current system and it affects every section of society at various rates. Turkey must get involved in new areas in order to continue its development progress by minimizing such effects. One of these new areas is space, which has become an important tool for protecting and improving civilization and is a strategic expression of Turkey's future. This article outlines Turkey's potential in space activities, considers the current situation of space activities in the country and shows their evolution over 20 years with a view to identifying promising developments. Turkey is actively determining the necessary policies to allow future generations to compete in the international arena in the long term. But Turkey must also clarify what sort of space organization model it wants to pursue.  相似文献

The growth of low- and medium-Earth orbit mobile satellite communications poses a threat to radio astronomers which could be mitigated by the establishment of international radio quiet zones (IRQZs), where communications traffic is managed (not eliminated) to allow radio astronomy to continue. Using the prototype of national such zones in the USA, this article explains how the system would work and discusses the international legal parameters that would bound it, drawing on current aerospace, outer space and high seas legislation. Precedents for an IRQZ—Exclusive Economic Zones, denuclearised zones and the Antarctic regime—are also examined.  相似文献

For more than 15 years, Spacelab, has provided a laboratory in space for an international array of experiments, facilities, and experimenters. In addition to continuing this important work, Spacelab is now serving as a crucial stepping-stone to the improved science, improved operations, and rapid access to space that will characterize International Space Station. In the Space Station era, science operations will depend primarily on distributed/remote operations that will allow investigators to direct science activities from their universities, facilities, or home bases. Spacelab missions are a crucial part of preparing for these activities, having been used to test, prove, and refine remote operations over several missions. The knowledge gained from preparing these Missions is also playing a crucial role in reducing the time required to put an experiment into orbit, from revolutionizing the processes involved to testing the hardware needed for these more advanced operations. This paper discusses the role of the Spacelab program and the NASA Marshall Space Flight Center- (MSFC-) managed missions in developing and refining remote operations, new hardware and facilities for use on Space Station, and procedures that dramatically reduce preparation time for flight.  相似文献

Within the framework of the concept of steady-state flow of a flux of dust particles through the cusp channel of the Earth's magnetosphere, we develop the idea that the magnetic cusp is a generator of dust swarms in the near-Earth space. The recent enthusiastic initiatives in the USA to commercialize space activities are also likely to facilitate and accelerate Third World ventures in space. This article outlines the history of Third World space activities and points to the danger that these nations will use satellite launch technology for military applications. Competitive economic and political pressures are aiding the migration of older missile technology to Third World Nations. The author argues for the establishment of an International Missile Technology Regime, which would limit the transfer of space launch technology to nations which are in full compliance with the 1968 Nuclear Non-Proliferation Treaty.  相似文献

Attitude stabilization of a satellite by magnetic coils   总被引:1,自引:0,他引:1  
Stabilization problem for a satellite is considered. The only measurement is of the geomagnetic field in the satellite coordinates. The control is carried out by a magnetic moment of current coils (magnetorquers) mounted on the satellite body. The stabilizer constructed in this work solves the problems of magnetic and gravitational stabilization. Qualitative analysis and results of numerical simulation are presented. The results of simulation show that the proposed stabilization system is reliable, and has an appropriate accuracy and does not need powerful sources of energy, and therefore can be used for attitude control of small satellites.  相似文献

In order to justify high expenditure during this period of financial crisis, Space Agencies have attempted to increase the returns on their investments in Space missions by encouraging the commercial use of advanced technologies. The development of a technology transfer process from Space to Earth not only benefits the Aerospace industry but also the network of national companies. Technology transfer has been shown to stimulate innovation in business and commerce, support economic growth and provide a return on public investment in research and development (R&D). The aim of this paper is to systematically review the Space technology transfer literature and to suggest directions for future research. The range of research and studies in the literature on this topic requires a systematic review to summarize the results in an unbiased and balanced manner and to interpret these in a way that highlights the research gaps. This article presents an overview of the dominant thinking (explicit in selected articles from 1995 to present), indicating the problems of analysis, research gaps and a future research program.  相似文献

为改善在空间站长期值守的航天员的业务生活,提出建立空间站网吧,为航天员提供因特网服务的构想。为此分析研究空间站空间因特网服务系统及其关键技术,提出空间站空间因特网服务系统构建方案。结合这一系统构建方案,一是研究解决了支持复杂异构网络运行的空间因特网网络协议设计技术,空间站空间因特网直接采用TCP/IP协议,并通过系统设计,较好地克服了TCP/IP协议不能适应空间通信链路的难题,支持采用基于TCP/IP协议的商用货架(COTS)软、硬件产品,可明显降低空间站空间因特网服务系统建设与维护成本;二是研究解决了涉及空间站测控通信网运行安全和空间信息安全的空间通信链路设计技术,空间站在同一条空间通信链路同时传输空间因特网数据和空间站测控通信数据,空间通信链路采用CCSDS的AOS协议,并通过建立虚拟的物理信道,解决了空间因特网数据和空间站测控通信数据的安全隔离问题,能满足空间站测控通信网运行安全和空间信息安全的要求。  相似文献

There is a large discrepancy between potential needs for nuclear propulsion and power systems for the human exploration of Mars and the current status of R&D funding, public opinion, and governmental support for these technologies. Mission planners and spacecraft designers, energized by the recent claims of possible discovery of life on Mars and responding to increased public interest in the human exploration of Mars, frequently propose nuclear reactors and radioisotope thermoelectric generators (RTGs) for interplanetary spacecraft propulsion and for power supply on the surface of Mars. These plans and designs typically assume that reactors will be available "on-the-shelf," and do not take the extensive R&D costs required to develop such reactors into consideration. However, it is likely that current U.S. policies, if unchanged, will prohibit the launch of nuclear reactors and large RTGs in response to a perceived risk by the public.  相似文献

Time profile of the fluxes of energetic solar particles generated by solar flares (including their phase of decline) is formed to a large extent by the structure of the interplanetary magnetic field and its irregularities that move away from the Sun with the solar wind velocity. When propagation is a pure diffusion, the solar particle fluxes decay after the maximum in a power-law manner. At the same time in many cases this decay is exponential, which is indicative of a considerable role played by the convective sweep of particles and their adiabatic deceleration in the expanding solar wind. In this paper we consider the events with long exponential decays and newly discovered series of successive events with identical exponential decays lasting for one to two weeks or more. They allow us to assume that the interplanetary space is stable and homogeneous during this period.  相似文献

文章对中国“新技术验证一号”卫星搭载的一种新型充气式重力梯度杆的研制和在轨试验情况进行了介绍。重力梯度杆在小卫星控制领域中具有较好的应用前景,而充气结构具有轻质、占用空间小、发射成本低的特点,采用充气式重力梯度杆可避免传统机械式重力梯度杆质量重、尺寸大和机构复杂的缺点,它以充气伸展臂为主要结构形式,通过充气展开伸直成为重力梯度杆,既作为卫星重力梯度杆又通过在轨试验验证空间充气展开结构的性能。在轨试验结果表明充气式重力梯度杆展开稳定、有序、性能可靠,可以满足小卫星的性能和功能要求。该试验也是中国首个成功的充气展开结构在轨技术验证试验,标志着中国的充气展开结构技术初步具备了工程化能力。  相似文献
