Over 200 school children in eight schools in the east of England were surveyed to determine their interest in space exploration and awareness of current space activities. Of those surveyed, 33% were interested in space to ‘discover a new planet’, and 24% to find life on another planet. When asked to list space exploration organisations 77% listed NASA. Six of those surveyed listed ESA (<0.5%). The data bring starkly to light, despite the Huygens landing on Titan and Mars Express, the lack of awareness of the existence of ESA among a new generation of European school children. These data suggest that further surveys are merited to determine the factors that influence interest in space sciences and related disciplines among school children, and the source of their information.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

Preparations for the third UN Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) were intense. The conference itself was a success. But what forms will the follow-up take? Just reading the 150-page report is an effort in itself. Having played a central part in the preparations and organization, Europe fully appreciates the need to build on the spirit of cooperation which emerged from UNISPACE III. In November 1999, the European States gathered to analyze the results of the conference and to set a course for their future participation in the United Nations Programme on Space Applications (UNPSA), which is mainly done through ESA, and for their participation in the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), which is done through coordination among ESA Member States. This article presents the authors’ personal accounts of the results of the European efforts around UNISPACE III and shows how ‘European foreign policy’ can work in international space policy. It also seeks to illustrate Europe's commitment to putting space technology to work for the benefit of development throughout the world.  相似文献

This article discusses China's ambitions in space now that it seems set to pursue human spaceflight. It suggests that, after sending its astronauts into space, completing orbital rendezvous-docking operations and placing a space lab in orbit, China will focus on the Moon with its Chang’e project. As an emerging space power, China will play a more active role in the international space community through collaboration in areas such as lunar exploration, science operations on the International Space Station, the Galileo Global Navigation Satellite System and the International Geosphere–Biosphere Program (IGBP). In particular, China will vigorously explore new opportunities to expand its cooperation with Russia and ESA to counteract Washington's attempt at containment. Meanwhile, Beijing will continue to follow its self-reliance principle to go its own way in space.  相似文献

On 5 and 6 December 1994, a two-day workshop was organised by the European Space Agency (ESA) and the European Centre for Space Law (ECSL) at ESA's Headquarters in Paris on the theme ‘Intellectual property rights and space activities: a worldwide perspective’. It was attended by some 90 participants and 16 papers were presented, analysing legal and policy issues with regard to intellectual property rights (IPRs) and space activities in a world context.  相似文献

This viewpoint charts the historical origins of humans’ fascination with discovering, and having the possibility of visiting, outer space, arguing that acceptance of change is crucial to realizing such dreams. In the past, change was neither expected nor particularly welcomed but scientific and technological discoveries and advances––often made in the face of ‘establishment’ (e.g. Church) opposition––have persuaded people of the desirability of progress. Science fiction writers too have played a part in inspiring humans to want to explore the cosmos. Even if the current US Vision for space exploration proves politically unsustainable, today's humans will not abandon their dreams of space travel.  相似文献

The author argues that students attending the International Space University (ISU) are becoming a force to be reckoned with in space activities thanks to their enthusiasm, dedication and their Design Projects tackling major technological issues. This article reviews previous projects, before focusing on those of 1993 and 1994, and analyses whether they can be seen as agents for change in space policy making. Key ‘selling points’ are the ‘students’ non-rigid approach to thinking and doing, their refusal to believe in the intractability of any problem and the appeal their novel coalition may have for political leaders.  相似文献

A common European defence policy is still at a very preliminary stage, and although some limited progress has recently been made, it is a politically sensitive issue. In contrast to scientific research or large industrial ventures such as aircraft development, where Europe has moved forward rather well, obstacles to further integration in defence and security matters are numerous. Space systems could be used to facilitate such integration as their duplication is costly and so much remains to be done in Europe in this field. A common European ‘vision’ for the role of space systems in security and defence thus needs to be developed. This article reviews the role of space in security and defence missions, the technology and industrial base Europe needs, and its capability and autonomy in achieving access to space. Space system vulnerability and the means of minimizing it are addressed, including measures to prevent the weaponization of space. The possible role of ESA in support of the European Defence Agency for defence space systems development is identified, along with the need for ad hoc organizations for operational exploitation. Ten recommendations are made that would permit progress at the European level, following the path already successfully achieved in the civilian domain.  相似文献

A series of major accidents - the explosion of the Space Shuttle Challenger, the destruction of Titan and Delta launchers, and failures of the Ariane rocket series - has led to a reexamination of Western space programmes. In the short term, all satellite launches have been delayed. This is not an insurmountable obstacle, although it will inevitably delay the first space-based tests of SDI hardware. The author outlines the growing gap between the immediate needs of organizations which launch satellites and the more uncertain ambitions of the ‘conquerors’ of space. The former are now bearing the costs of the latter, who are aiming at manned space flights and a human presence in space. In the longer term, these objectives have justifications other than simple industrial and commercial logic. The author suggests that an attempt should be made to reconcile immediate military and industrial needs with the human desire to overcome the ‘Icarus complex’ in the long-term future.  相似文献

In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required.  相似文献

Norway has recently published its national long-term plan for space activities (1993–1996) and the main points of this are reproduced here. While telecommunications, positioning and navigation and Earth observation are understandably given a high priority, there is also an emphasis on space transportation and space science, and a belief that Norwegian industry and research institutes are capable of gaining contracts beyond the agreed scope of the country's participation in ESA.  相似文献

A state's posture on remote sensing of the Earth by orbiting satellites varies depending upon whether it is a ‘sensing’ or a ‘sensed’ state, upon its present economic status, and upon its economic and political history. This article considers the international legal questions related to remote sensing and discusses the political aspects with special emphasis upon the views of the Third World. The author concludes that, unless Third World states and others who support them alter their views somewhat, it is probable that remote sensing of natural resources will continue without specific legal guidelines.  相似文献

Not only have the European Space Agency (ESA) and the European Union Commission succeeded in producing a joint space strategy within the time set for it, they have created a substantial and worthwhile document which recognises the importance of space for Europe and acknowledges that ESA—not national agencies—is the right body for the conduct of Europe's space efforts. Nevertheless, the strategy's lack of any government financial commitment is a worry— Public–Private Partnerships will never be enough—as is its failure to include any thought for the long term, and in particular manned flight. This critique of the strategy argues for more government spending on space and for greater long-term vision.  相似文献

An interdisciplinary approach to discussing the human presence in outer space was undertaken on 11–12 October 2007 by the European Science Foundation (ESF), ESA and the European Space Policy Institute (ESPI). At the ‘Humans in Outer Space—Interdisciplinary Odysseys’ conference space experts and scholars from the area of humanities as well as social sciences discussed the roles disciplines such as law, philosophy, ethics, culture, art and psychology will increasingly play in space exploration. Conference output took form in the ‘Vienna Vision’, which provides a unique European perspective on the various needs and interests of humanities and social sciences linked with space exploration. This report presents the goals and outcome of the conference, as well describing the analysis leading to the creation of the Vienna Vision.  相似文献

Implementation of an ESA delta-DOR capability   总被引:2,自引:0,他引:2  
This paper describes the implementation of delta-DOR (delta-differential one-way ranging) receivers within the ESA Deep Space ground station network. Delta-DOR provides very accurate plane-of-sky measurements of spacecraft position which complement existing line-of-sight ranging and Doppler measurements. We discuss how this technique has been adapted and implemented at the two ESA deep-space ground stations using existing equipment and infrastructure. These new capabilities were added by writing new software modules for the standard ESA digital receiver (the intermediate frequency modem system—IFMS). With these upgrades the receiver has the ability to record accurately timetagged signals from up to eight IF sub-channels. These sub-channels can have bandwidths of 50 kHz–2 MHz with a sample quantization of 1–16 bits per component. The IF samples are stored locally for subsequent retrieval over a WAN by the correlator facility at ESOC.  相似文献

About 100 countries now pursue their ‘public diplomacy’ interests by broadcasting audio programmes via shortwave to 400 000 000 radio listeners. However signals broadcast by surface-based shortwave transmitters are limited in coverage, reliability and quality, and shortwave broadcasting suffers from increasingly difficult operating and political problems. Space technology could now begin to be employed to create common-carrier, common-user (Intelsat- and Inmarsat-like) space-based systems which could provide a truly excellent, low-cost, direct-broadcast audio service throughout the world. The world's governments could thereby use space in a new way to promote ‘Glasnost-Openness’ for ‘the benefit of all mankind’.  相似文献

As space commercialization is becoming a reality, and with the growing tendency for such activity to be transferred to the private sector, it is time for developing countries to assume a role in space. Space law could be of help if the interpretation of terms such as ‘common heritage’ were agreed on and sensible rules for the regulation of competition in space elaborated. But it is up to the developing states themselves to become aware of the situation, educate their public and train their personnel through participation in cooperative space ventures with the developed world.  相似文献

At a time when scientific and commercial interest in the Moon is being reinvigorated it is becoming fashionable for ordinary individuals to ‘buy’ plots on the lunar surface, with the ‘vendors’ arguing that an absence of specific prohibition of individual private activity in space makes such action legal. It is therefore time for the legal community to address this situation by investigating just how legal such activity is—and bringing their findings to the attention of governments. This can be done through an examination of the relationship between national law and international space law, of the provisions of international space law—especially Article 2 of the Outer Space Treaty—and by answering any claims to private ownership of immovable property. Aside from the fact that individuals appear to be being duped, the pursuit of property claims on the Moon could impede future activities aimed at benefiting society.  相似文献

Global Monitoring for Environment and Security (GMES) is an idea which originated during a meeting in Baveno, Italy, in May 1998, which generated a call for Europe to get its act together in the field of environmental monitoring from space, to define a well articulated strategy in this area and to build upon its excellent scientific research community, its proven technical prowess in Earth observation from space and its nascent political will to express its objectives in international fora related to climate change and other global environment topics. While Europe was already active in the most advanced areas of global monitoring, its rather uncoordinated efforts (even within the European Commission) lacked visibility and did not appear to fit into a clearly established strategy. The ‘Baveno initiative’ was an attempt to remedy this situation and find a place within a developing ‘European Strategy for Space’, which requires ESA and the European Union to work more closely together. GMES was extended to include the ‘security’ (in its wider sense) aspects of global monitoring, a move that produced a number of questions and misunderstandings, but which allowed many in Europe to realize that monitoring the activities of the Earth’ land masses, oceans and atmosphere do include a security dimension. GMES will eventually incorporate an implementation plan which will call upon various monitoring techniques, ambitious modelling projects and connections with society's more urgent requirements with respect to environmental protection and prevention or reduction of risks related to natural hazards. This will entail significant efforts to inform the user communities and to convince them of the relevance and usefulness of this initiative. It will also provide a sound basis for the European contribution to the new initiative for improved coordination of strategies and systems for Earth observations called for by the July 2003 Earth Observation Summit.  相似文献

This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. It was hoped that the conference would provide an opportunity for participants to identify the best opportunities for partnership in space.  相似文献
