There have been surprisingly few studies of the societal impact of space exploration, yet the impact has been considerable, and wide ranging. After briefly reviewing what has been published, the author reports on activities by NASA to improve our understanding of this issue. In accordance with the National Aeronautics and Space Act of 1958, the NASA History Division has initiated a series of special studies and conferences on the societal impact of spaceflight. The first conference, held 19–21 September 2006 in Washington, DC and co-sponsored by the National Air and Space Museum, included some 35 speakers who addressed six main categories, spanning international, commercial, cultural, environmental and national security impacts. For both the conferences and the special studies, the goal is to examine the multifaceted impacts of spaceflight with rigorous historical research.  相似文献

This is the Executive Summary of the 182-page report of the Synthesis Group, which was established in May 1990 by US Vice President Dan Quayle and NASA Administrator Richard Truly. The Group's purpose was to assess and synthesize suggestions for how to accomplish the Space Exploration Initiative (SEI) proposed by President George Bush in July 1989; to suggest several significantly different approaches to human exploration of the solar system; and to identify key technologies required for such exploration. The recommendations of the report are expected to form the basis for several years of study by the USA and, potentially, other countries, before a particular strategy for SEI is selected.  相似文献

The 2007 US National Research Council Decadal Survey for Earth Science and Applications from Space was the first consensus perspective produced by the US Earth Science community of the relative priorities among a sequence of 17 satellite missions over the course of the next decade. However, the Decadal Survey only captured the perspective of the science community, leading to questions about the inclusion of broader priorities from constituent communities and stakeholders. We present a stakeholder value network analysis for the NASA/NOAA Earth Observation Program. The analysis includes a rigorous articulation of the needs and objectives of 13 major stakeholders and a complete stakeholder value network with 190 individual “value flows” that capture the interactions between all the stakeholders. It produces a novel stakeholder map, graphically indicating the outputs most likely to create a lasting Earth Science program. The most important value loops and program outputs are used to derive a set of high-level program goals that suggest what NASA and NOAA should do, as well as how they should conduct business. The analysis concludes that international partnerships represent a strong potential partner for certain science missions with greater potential value delivery than currently-prioritized efforts with defense stakeholders and concludes that weather and land-use missions, in addition to climate missions, should be given highest priority; water, human health, and solid Earth missions should be given lower priority based on each science category's potential for delivering value to the entire stakeholder network.  相似文献

The NASA Astrobiology Roadmap provides guidance for research and technology development across the NASA enterprises that encompass the space, Earth, and biological sciences. The ongoing development of astrobiology roadmaps embodies the contributions of diverse scientists and technologists from government, universities, and private institutions. The Roadmap addresses three basic questions: how does life begin and evolve, does life exist elsewhere in the universe, and what is the future of life on Earth and beyond? Seven Science Goals outline the following key domains of investigation: understanding the nature and distribution of habitable environments in the universe, exploring for habitable environments and life in our own Solar System, understanding the emergence of life, determining how early life on Earth interacted and evolved with its changing environment, understanding the evolutionary mechanisms and environmental limits of life, determining the principles that will shape life in the future, and recognizing signatures of life on other worlds and on early Earth. For each of these goals, Science Objectives outline more specific high priority efforts for the next three to five years. These eighteen objectives are being integrated with NASA strategic planning.  相似文献

The Discovery Program is a rarity in the history of NASA solar system exploration: a reform program that has survived and continued to be influential. This article examines its emergence between 1989 and 1993, largely as the result of the intervention of two people: Stamatios “Tom” Krimigis of the Johns Hopkins University Applied Physics Laboratory (APL), and Wesley Huntress of NASA, who was Division Director of Solar System Exploration 1990–92 and the Associate Administrator for Space Science 1992–98. Krimigis drew on his leadership experience in the space physics community and his knowledge of its Explorer program to propose that it was possible to create new missions to the inner solar system for a fraction of the existing costs. He continued to push that idea for the next two years, but it took the influence of Huntress at NASA Headquarters to push it on to the agenda. Huntress explicitly decided to use APL to force change on the Jet Propulsion Laboratory and the planetary science community. He succeeded in moving the JPL Mars Pathfinder and APL Near Earth Asteroid Rendezvous (NEAR) mission proposals forward as the opening missions for Discovery. But it took Krimigis's political skill and access to Sen. Barbara Mikulski in 1993 to get the NEAR into the NASA budget, thereby likely ensuring that Discovery would not become another one-mission program.  相似文献

Over 4200 delegates attended the fifth Euroscience Open Forum (ESOF), held in Dublin from 11 to 15 July 2012, with papers covering the gamut of scientific research, applications and policy contributed by Nobel laureates, including James Watson and Jules Hoffmann, internationally recognized but ‘local’ figures such as Mary Robinson, Jocelyn Bell Burnell and Bob Geldof, ‘celebrity’ scientists like Marcus du Sautoy and Craig Venter and a range of other major researchers. Space was also represented, with keynotes by the NASA administrator and ESA's Director of Science and Robotic Exploration. An interdisciplinary approach to discussing the human presence in outer space was undertaken on 11–12 October 2007 by the European Science Foundation (ESF), ESA and the European Space Policy Institute (ESPI). At the ‘Humans in Outer Space—Interdisciplinary Odysseys’ conference space experts and scholars from the area of humanities as well as social sciences discussed the roles disciplines such as law, philosophy, ethics, culture, art and psychology will increasingly play in space exploration. Conference output took form in the ‘Vienna Vision’, which provides a unique European perspective on the various needs and interests of humanities and social sciences linked with space exploration. This report presents the goals and outcome of the conference, as well describing the analysis leading to the creation of the Vienna Vision.  相似文献

This article follows the story of Shuttle development, in the context of the history of the US space programme from Apollo to the Space Station. The Shuttle was chosen as one of a series of ‘space spectaculars’ and has proven to be prohibitively expensive and unreliable, practical only for a very limited number of specialized missions. The Space Station, too, cannot be economically supplied, even if the USA could afford to build it. The author concludes that NASA should cancel the Space Station and the replacement orbiter for Challenger, and engage on a major programme of launch vehicle development, independent of the US military. The aim should be a dramatic reduction of launch vehicle costs, making spaceflight practical, and a truly independent NASA which could restore the USA to space preeminence.  相似文献

The initiation of a new vision for exploration, as articulated by US President George W. Bush on 14 January 2004, has excited much interest. This article analyzes the dynamics and potential for changes in the processes and participants in future space policy and space exploration activities. It examines a range of possible alternative paths for NASA and the US government's space exploration activities, the international space community and the private sector in the articulation and pursuit of future space exploration endeavors. It concludes that the new vision for exploration brings about both an opportunity and indeed a necessity for movement towards new and innovative methods and institutions for the effective conduct of multidimensional and multilateral space exploration activities in the future.  相似文献

In 1996, the National Research Council's Committee on Risk Characterization argued convincingly for the implementation of more participatory approaches to improve policy making by incorporating a wide range of stakeholder values and concerns in policy decisions. Guidance about how to best carry out such an approach in an agency like NASA is less clear. To address this gap, this paper discusses how the use of a structured approach to involve expert and non-expert stakeholders in policy making can improve the quality of stakeholder involvement and resulting decisions for space policy making at NASA. Supporting this discussion are results from two recent experiments. One compared the quality and type of participants’ input in a conventional stakeholder workshop with that of a more structured participatory process. The results from this experiment showed that a structured decision approach leads to more thoughtful and better-informed decisions. A second experiment showed that structured, participatory decision processes can help to legitimize space policy decisions after they have been implemented, leading to future benefits for the space agency.  相似文献

The African Leadership Conference on Space Science and Technology (known as “the ALC”) is a regional conference to promote intra-African cooperation in the uses of space science and technology to support Africa’s development. The first such conference was held in 2005 in Abuja, Nigeria, followed by South Africa (2007), Algeria (2009) and Kenya (2011). The ALC has come to be regarded as a representative African forum in the global space community. This paper provides an overview of the structure and activities of the ALC and presents the highlights and outcomes of the first four conferences and their contribution to shaping the development of the African space arena. The paper concludes with an analysis of the challenges facing the ALC and some proposed measures to enhance its effectiveness.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

The Mars Program Plan includes an integrated and coordinated set of future candidate missions and investigations that meet fundamental science objectives of NASA and the Mars Exploration Program (MEP). At the time this paper was written, these possible future missions are planned in a manner consistent with a projected budget profile for the Mars Program in the next decade (2007-2016). As with all future missions, the funding profile depends on a number of factors that include the exact cost of each mission as well as potential changes to the overall NASA budget. In the current version of the Mars Program Plan, the Astrobiology Field Laboratory (AFL) exists as a candidate project to determine whether there were (or are) habitable zones and life, and how the development of these zones may be related to the overall evolution of the planet. The AFL concept is a surface exploration mission equipped with a major in situ laboratory capable of making significant advancements toward the Mars Program's life-related scientific goals and the overarching Vision for Space Exploration. We have developed several concepts for the AFL that fit within known budget and engineering constraints projected for the 2016 and 2018 Mars mission launch opportunities. The AFL mission architecture proposed here assumes maximum heritage from the 2009 Mars Science Laboratory (MSL). Candidate payload elements for this concept were identified from a set of recommendations put forth by the Astrobiology Field Laboratory Science Steering Group (AFL SSG) in 2004, for the express purpose of identifying overall rover mass and power requirements for such a mission. The conceptual payload includes a Precision Sample Handling and Processing System that would replace and augment the functionality and capabilities provided by the Sample Acquisition Sample Processing and Handling system that is currently part of the 2009 MSL platform.  相似文献

A new step in defining Global Monitoring for Environment and Security (GMES) was undertaken in April 2006 by the Austrian Presidency of the EU Council. Together with the European Commission, it organised a conference on ‘A Market for GMES in Europe and its Regions- the Graz Dialogue’. Prepared by the European Space Policy Institute (ESPI), the conference assembled experts and users of GMES, who had agreed upon specific issues for discussion. The outcomes of the workshops were then brought to the Graz conference for wider reflection and discussion and summed up in the Graz Declaration (reprinted in the documentation section of this issue), which is a strategic, economic and regional action plan for GMES for the next 10 years, later endorsed by the Competitiveness Council at the end of May. This report presents the goals and outcomes of the conference and underlines the positive impulses it gave to GMES.  相似文献

NASA has had a decades-long problem with cost growth during the development of space science missions. Numerous agency-sponsored studies have produced average mission level cost growths ranging from 23% to 77%.A new study of 26 historical NASA Science instrument set developments using expert judgment to reallocate key development resources has an average cost growth of 73.77%. Twice in history, a barter-based mechanism has been used to reallocate key development resources during instrument development. The mean instrument set development cost growth was −1.55%. Performing a bivariate inference on the means of these two distributions, there is statistical evidence to support the claim that using a barter-based mechanism to reallocate key instrument development resources will result in a lower expected cost growth than using the expert judgment approach.Agent-based discrete event simulation is the natural way to model a trade environment. A NetLogo agent-based barter-based simulation of science instrument development was created. The agent-based model was validated against the Cassini historical example, as the starting and ending instrument development conditions are available. The resulting validated agent-based barter-based science instrument resource reallocation simulation was used to perform 300 instrument development simulations, using barter to reallocate development resources. The mean cost growth was −3.365%. A bivariate inference on the means was performed to determine that additional significant statistical evidence exists to support a claim that using barter-based resource reallocation will result in lower expected cost growth, with respect to the historical expert judgment approach.Barter-based key development resource reallocation should work on spacecraft development as well as it has worked on instrument development. A new study of 28 historical NASA science spacecraft developments has an average cost growth of 46.04%. As barter-based key development resource reallocation has never been tried in a spacecraft development, no historical results exist, and a simulation of using that approach must be developed. The instrument development simulation should be modified to account for spacecraft development market participant differences. The resulting agent-based barter-based spacecraft resource reallocation simulation would then be used to determine if significant statistical evidence exists to prove a claim that using barter-based resource reallocation will result in lower expected cost growth.  相似文献

The concept of generating electricity using satellite solar power (SSP) has recently enjoyed renewed interest as a source of non-fossil fuel energy. First proposed in the 1960s, then studied sporadically in the past decade, SSP offers a potentially large supply of power but without the carbon emissions associated with evidence of global climate change. SSP faces challenges: competition from other non-fossil renewable energy, such as wind power, and the lead-time and costs required to assemble, test, and deploy an SSP system. At the request of a consortium of electric utilities, of NASA, and of the US National Science Foundation, this paper estimates the value of SSP in four distinct geographic regions, each differing in terms of their resource base for conventional renewable energy. Because deployment of SSP would be sometime in the future, we explicitly incorporate uncertainty in the model. We find the cost-effectiveness of SSP is highly sensitive to geographic region, to the reliability of SSP, and to the cost of carbon damages avoided by its use. The results offer guidance for decision makers in space, energy, and environment programs who must allocate scarce budgetary resources among competing public investment alternatives for clean energy.  相似文献

The new discipline of astrobiology addresses fundamental questions about life in the universe: "Where did we come from?" "Are we alone in the universe?" "What is our future beyond the Earth?" Developing capabilities in biotechnology, informatics, and space exploration provide new tools to address these old questions. The U.S. National Aeronautics and Space Administration (NASA) has encouraged this new discipline by organizing workshops and technical meetings, establishing a NASA Astrobiology Institute, providing research funds to individual investigators, ensuring that astrobiology goals are incorporated in NASA flight missions, and initiating a program of public outreach and education. Much of the initial effort by NASA and the research community was focused on determining the technical content of astrobiology. This paper discusses the initial answer to the question "What is astrobiology?" as described in the NASA Astrobiology Roadmap.  相似文献
