There is little overview of how space applications are utilized by African actors and how cooperation between Africa and Europe is organized and conducted. This article aims briefly to provide such an overview and concretely to make recommendations for institutional actors in European-African partnerships on the use of space applications for sustainable development. The Africa-EU partnership is analysed from a political, economic, social, technological, environmental and legal standpoint and respective policy recommendations are drafted on this basis. No other continent can benefit more from space applications than Africa. It will be partnerships like the one between Europe and Africa that will be crucial for realizing this great potential.  相似文献

This paper addresses legal issues relating to the relationship between ESA and the EU. At present, several policy options are being discussed on how the two international organisations might enhance their cooperation in order to allow Europe's space activities to become more efficient and more competitive. The political options can be classified into four models, each having its specific implications concerning institutional and substantive legal questions. It becomes equally apparent that any cooperation of the two organisations will have certain effects on the funding of space programmes. The paper outlines the various models against the background of the latest policy developments and gives an overview of the possible implications of the models.  相似文献

This paper analyzes the objectives and activities of space exploration programs, and presents action plans and guidelines for a future sustainable global space exploration platform. While new cooperative mechanisms have emerged in recent decades, the now-unfolding era of global space exploration will lead to new models of cooperation, reflecting the legacy of partnerships and the evolution of a global endeavor. Consequently, the successful alignment of national and international stakeholders along lines drawn by commonality of purpose will be crucial to achieve a basis for marshalling sufficient resources for ambitious space projects, and to create necessary new political, economic, and legal frameworks. For the development of a successful global space exploration program, traditional approaches may need to be supplanted by a new paradigm including focus on information exchange, organizational knowledge, and human capital – as practiced in high-performance organizations (HPOs) – that go well beyond the current international working groups and multinational space efforts.  相似文献

The year 2004 could be seen as the turning point for the realignment of international space cooperation for the 21st century. At the very core of this readjustment, the US space exploration initiative strives to define a new scheme for such a broad array of aspects as international scientific cooperation, the role of the space industry and the organizational framework for international space applications. This paper argues that the success of this new outline of international space cooperation depends on several conditions. First, the US initiative needs to demonstrate its long-term continuity and reliability for international partners, which will depend to no small degree on the future of the ISS and its utilization for international research. Second, international cooperation between industrial partners will continue to need political frameworks and depend on a balanced handling of know-how partnerships. Third, cooperation in space applications will need a truly international structure to further its global acceptance and outreach.  相似文献

Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. With the vast experience gained by Aerospace Community in the last five decades, the natural future course of action will be to expand Space Exploration. Our understanding of Moon is relatively better with a number of unmanned satellite missions carried out by the leading Space Agencies and manned missions to Moon by USA. Also a number of unmanned satellite missions and surface rover missions were carried out to Mars by those Space agencies generating many new details about Mars. While the future exploration efforts by global community will also be centered obviously on Moon and Mars, it is noteworthy that already NASA had declared its plans for establishing a Surface Base on Moon and developing the technical infrastructure required. Surface Bases on Moon and Mars give rise to a number of strategic, technical and ethical issues both in the process of development, and in the process of establishing the bases. The strategic issues related to Moon and Mars Surface Bases will be centered around development of enabling technologies, cost of the missions, and international cooperation. The obvious path for tackling both the technological development and cost issues will be through innovative and new means of international cooperation. International cooperation can take many forms like—all capable players joining a leader, or sharing of tasks at system level, or all players having their independent programmes with agreed common interfaces of the items being taken to and left on the surface of Moon/Mars. Each model has its own unique features. Among the technical issues, the first one is that of the Mission Objectives—why Surface Bases have to be developed and what will be the activity of crew on Surface Bases? Surface Bases have to meet mainly the issues on long term survivability of humans on the Mars/Moon with their specific atmosphere, gravity and surface characteristics. Moon offers excellent advantages for astronomy while posing difficulties with respect to solar power utilization and extreme temperature variations. Hence the technical challenges depend on a number of factors starting from mission requirements. Obviously the most important technical challenge to be addressed will be in the areas of crew safety, crew survivability, adequate provision to overcome contingencies, and in-situ resource utilization. Towards this, new innovations will be developed in areas such as specialized space suits, rovers, power and communication systems, and ascent and descent modules. The biggest ethical issue is whether humankind from Earth is targeting ‘habitation’ or ‘colonization’ of Moon/Mars. The next question will be whether the in-situ resource exploitation will be only for carrying out further missions to other planets from Moon/Mars or for utilization on Earth. The third ethical issue will be the long term impact of pollution on Moon/Mars due to technologies employed for power generation and other logistics on Surfaces. The paper elaborates the views of the authors on the strategic, technical and ethical aspects of establishing Surface Bases and colonies on Moon and Mars. Competition among countries has evolved from just on Earth but into space as space technology and space power is a key attribute in the world today. Today space technology has spread, due to the enormous development, into every sector of life in the Earth for the benefit of mankind. Every country has the ambition to be a part of the space initiative. Asia Pacific Space Cooperation Organization(APSCO) is an organization that tries to promote space activities through cooperation in the Asia Pacific region. This paper attempts to explore the nature and categories of potential conflict that may arise under the APSCO framework program. Furthermore, it also endeavors to establish an effective and better dispute settlement mechanism under the overall APSCO framework. As orbits are becoming overcrowded the need for a space traffic management system to track space objects, prevent collisions and interference and deal with debris is pressing. Serious political and economic barriers to its creation include the tendency for countries to seek unilateral solutions to safeguard individual nations and moves towards the weaponization of outer space. However, only a cooperative global body will be able to manage space efficiently and fairly. This viewpoint discusses the (lack of) institutions and instruments already in place to manage space and outlines the type of institutional arrangements that might work, suggesting ICAO as a possible model.  相似文献

The first, heroic age of space exploration was drived by national rivalry between the USA and USSR. There have indeed been recent achievements, but as the Cold War ends the superpowers are turning their attention to domestic issues and the prospect looms of a prolonged hiatus in space exploration. The only way forward is through international cooperation, but this will never happen without a serious investment of political will. A well-planned, long-term strategy for the exploration of Mars could provide the necessary focus.  相似文献

The political climate today is more favourable for joint superpower cooperation in space than it has been for many years. The authors of this Viewpoint, who studied together as members of the inaugural class of the International Space University, trace recent developments in the USA and USSR and evaluate how they might affect cooperation. Ironically, they find, it is the common problems both nations face in relation to space activities - budgetary constraints and declining political support for their space programmes - that argue most forcefully for cooperation. For several years there has been substantial growth in the ‘nationalist’ nature of space programmes around the world, traditionally focused on unaligned useful space applications. It seems that China, India, in the future South Korea, Malaysia and others will set themselves objectives of a more political colouring symbolising national pride in their programmes. At the same time, some countries, like Iran, make no attempt to hide their plans to have their own space defence capabilities. The absolute pre-eminence of the USA, Russia and Europe is starting to fade. For emerging countries space resources are becoming an integral component of their strategic position or an asymmetrical capability aimed at weakening the credibility of advantages held by potential rivals. This article examines the new context and the role that various countries are playing in it. It is how space policies should be determined in order to understand their politico-strategic determinants and to highlight their characteristics. Nevertheless, the competitive spirit is not the only possible way. Permanent space infrastructures could also be organised globally, as ‘global public goods’, to contribute to answering questions related to major issues facing humanity.  相似文献

As one of the three former Soviet republics engaged in space activities, the Ukraine has had to formulate new national space legislation as a means of demonstrating a responsible attitude to the international security system, of harmonising its legislation with that of its international political and economic partners and of creating clear guidelines for investors. This article presents the background to the formation of Ukrainian space law, describes some of the new laws enacted and discusses these within the context of international space law. Particular attention is paid to the legal regulation of commercial activities, to dual-use issues and to the effect of international cooperation on Ukrainian space law development.  相似文献

Based on the premise that both India and Canada are spacefaring nations actively involved in the exploration and use of outer space towards scientific and commercial ends, this paper seeks to pave the way for each of the two countries to derive optimum scientific and economic benefits from their space activities through bilateral cooperation. Although each country's space programme has a different focus, the analysis in the paper demonstrates that they could be highly complementary of, and beneficial to, each other. Notwithstanding the presently conducive political environment for bilateral cooperation, as evidenced by the recent high-level political exchanges between the two countries, there are several regulatory and policy obstacles that will hinder any efforts towards bilateral space cooperation. The context within which the major government space programmes of the world are planned and obtain political approval has changed dramatically with the end of the Cold War. International economic competition has become a central issue in international affairs. Economic and political constraints require that space agencies adapt the ambitious plans they put forward in the 1980s to the realities of this decade and beyond. This paper argues that in this changed context, enhanced international space cooperation can make important contributions to advancing the core interests of nations and firms, and that in some situations, increased and more intimate cooperation may be the only way to achieve ambitious space goals. The paper contains a series of policy-oriented findings and recommendations that together comprise a ‘new cooperative strategy’ for space.  相似文献

The rise of the EU as an actor in the European and world space theatres, in its various roles as initiator, owner and operator of large-scale programmes such as Galileo and GMES, has raised a number of questions with regard to industrial policy. Based on the experiences from the Galileo programme's procurement round in the Full Operational Capability (FOC) phase and on the present discussions on space industrial policy within the EU, this paper argues that, whereas the EU's political ambitions in space have been discussed and become reasonably well defined, the specific policy tools and legal instruments to put them into practice are far from complete. First, an unequivocal industrial policy for the space sector needs to be defined that reconciles the Union's political ambitions with the economic specificities of the space sector. At present, this is a work in progress, with opinions diverging between member states. Second, both logically and temporally, these policy decisions need to be translated into legal instruments that allow their implementation. This implies the development of made-to-measure funding instruments and procurement rules. We conclude by emphasising the need for a sector-specific industrial policy as an integral part of the EU's space policy.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

Space activity has lost the momentum it had in the past. During the Cold War the use of space was constrained by specific political and military conditions which gave it a strong but narrow identity. The aerospace industry, in particular, was in a position to develop protected and exclusive ties with the public sector. These times have passed and diminishing competition between the two main space powers has had consequences for the planning of major space undertakings. Space activity is in the process of being thoroughly transformed as it is forced to become more connected to general economic and industrial activity, especially in the field of information. An opportunity for a sector that has been struggling could also prove to be risky as space activity is losing some of its previously strong identity. Space currently seems to lack the high level of public support from governments it once enjoyed, while not finding an alternative in the industry itself to this declining investment. This situation should lead both the space community and the political authorities to consider new general space applications that will be more in line with the preoccupations of our modern societies and thus contribute to solving the principal global issues of tomorrow.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

In the 21st century space activities are having an ever greater influence on global society, economics, culture and the environment; they are becoming a key tool of sustainable development. However, for many individual developing countries, including those in Southeast Asia, there actually are many obstacles to participating in the space field. Therefore in order to promote sustainable space development and to solve space conflicts within the region, all Association of Southeast Nations (ASEAN) nations should embark on greater regional space cooperation as soon as possible. Because regional space cooperation can assure equal rights to space benefits, it does not limit returns only to the first beneficiary or the first user to receive space benefits. In the end, the total space benefits will be spread to other cooperating countries equally.  相似文献
