Using the US-coined concept of space industrialization and reflecting the ongoing creation of a space economy, this paper maintains that China’s 20-odd years of practice and achievement in crop breeding in space should be seen as an integral part of any space economy. The paper analyzes the Chinese government’s space breeding policies, its support for it via financial allocation, and the relevant programs, and highlights the key achievements so far achieved in the sector. In conclusion, it outlines the main hurdles to crop breeding in space but looks forward to a bright future for this activity.  相似文献

Until now space activity has been driven by international political competition. But recent events in Eastern Europe have undercut the political incentives for expanded space activity, and meanwhile fiscal constraints, arising for different reasons in the USA, Europe and the USSR, are putting unprecedented pressure on space budgets. In the long term, however, it is likely that a new kind of competition fuelled by economic motives will provide the basis for a more determined and perhaps more stable opening of the space frontier. Dropping out of the space race for short-term reasons could be a costly and irrevocable decision.  相似文献

This paper explores the possible relationship between space exploration and long swings in the economy and socio-technical systems. We posit that the early phases of long upswings are characterized by periods of optimism and the spirit of adventure that provided a motivation for large-scale explorations and other great infrastructure projects in the past. These Maslow Windows help us understand prior eras of exploration and cultural dynamism, and offer a hopeful scenario for space exploration in the next two decades. We offer some observations as to what the exploratory thrust might look like, including a return to the lunar surface combined with other activities. Of course, we also point out that the next great wave of space exploration will almost certainly have a much more international flavor than has heretofore been the case.  相似文献

For several years there has been substantial growth in the ‘nationalist’ nature of space programmes around the world, traditionally focused on unaligned useful space applications. It seems that China, India, in the future South Korea, Malaysia and others will set themselves objectives of a more political colouring symbolising national pride in their programmes. At the same time, some countries, like Iran, make no attempt to hide their plans to have their own space defence capabilities. The absolute pre-eminence of the USA, Russia and Europe is starting to fade. For emerging countries space resources are becoming an integral component of their strategic position or an asymmetrical capability aimed at weakening the credibility of advantages held by potential rivals. This article examines the new context and the role that various countries are playing in it. It is how space policies should be determined in order to understand their politico-strategic determinants and to highlight their characteristics. Nevertheless, the competitive spirit is not the only possible way. Permanent space infrastructures could also be organised globally, as ‘global public goods’, to contribute to answering questions related to major issues facing humanity.  相似文献

This article discusses how going to space in an egalitarian fashion may influence the current state of affairs related to the militarization and weaponization of outer space, the security postures of the already established space powers, and the global balance of power in general. Space activity has lost the momentum it had in the past. During the Cold War the use of space was constrained by specific political and military conditions which gave it a strong but narrow identity. The aerospace industry, in particular, was in a position to develop protected and exclusive ties with the public sector. These times have passed and diminishing competition between the two main space powers has had consequences for the planning of major space undertakings. Space activity is in the process of being thoroughly transformed as it is forced to become more connected to general economic and industrial activity, especially in the field of information. An opportunity for a sector that has been struggling could also prove to be risky as space activity is losing some of its previously strong identity. Space currently seems to lack the high level of public support from governments it once enjoyed, while not finding an alternative in the industry itself to this declining investment. This situation should lead both the space community and the political authorities to consider new general space applications that will be more in line with the preoccupations of our modern societies and thus contribute to solving the principal global issues of tomorrow.  相似文献

Discussions of space security tend to recurrently return to the vexed issue of the ‘militarization’ and ‘weaponization’ of outer space. Debate over whether or not a sustainable definition can be maintained between these two concepts has been a feature of both academic and policy discourses, and has been particularly contentious with regard to new proposals for arms control in outer space. Yet, this paper argues, the militarization/weaponization debate fails to capture to vagaries of contemporary space policy with regard to understandings of ‘security’, and is in this sense an insufficient way of approaching the subject of space security in the first instance. Instead it is now more accurate to say that outer space is becoming ever more ‘securitized’: that is, access to space is now commonly framed as crucial to the military, economic and environmental security of leading states and international organizations.  相似文献

The aim of this article is to define the major elements of the institutional design process for the Russian rocket and space industry, a process which must take account of the changed economic conditions in the country and provide for the industry's integration into the wider national economy. The article does this by demonstrating the features that need to be understood, highlighting the problems that need to be resolved, and arguing that an institutional design process will have to be based on compromise and accommodation of all the different actors involved. The article deals with a number of particular problems challenging the managers and methodologists of the Russian national space programme of today.  相似文献

The US space program has emerged from a difficult period of budget cuts and uncertainty about its goals leaner, fitter and much more focused. This contrasts with the world's other major spacefaring countries, which find themselves either the victim of severe economic circumstances (Russia), politically floundering (Europe) or no longer certain of their priorities (Japan). The author briefly appraises each major programme before analysing the current US success. He warns that leadership must not be squandered as it was in some fields after Apollo.  相似文献

The US space programme continues to face difficulties in restructuring to meet existing political and fiscal conditions, in part because the basic structure and focus of the programme derive from the tensions of the Cold War. Sustained criticism of the strategy of nuclear deterrence and technological developments in the military uses of space suggest that nuclear weapons may soon be replaced by control of outer space as the USA and USSR's primary instrument of global power. This article traces the change in perceptions of nuclear weapons policy and assesses the potential of outer space as a means of control, and the plans of the two superpowers for its exploitation, especially in the military sphere. The consequences for Western Europe of a shift from nuclear to space-based weapons as the primary guarantor of national security are also discussed.  相似文献

The paper describes the basic definition and application of 'Cost Engineering' which means to design a vehicle system for minimum development cost and/or for minimum operations cost. This is important now and for the future since space transportation has become primarily a commercial business in contrast to the past where it has been mainly a subject of military power and national prestige. Several examples are presented for minimum-cost space launch vehicle configurations, such as increasing vehicle size and/or the use of less efficient rocket engines in order to reduce development and operations cost. Further a cost comparison is presented on single-stage (SSTO)-vehicles vs. two-stage launchers which shows that SSTOs have lower development and operations cost although they are larger, respectively have a higher lift-off mass than two-stage vehicles with the same performance. The design of a space tourism-dedicated launch vehicle is an extreme challenge for a cost-engineered vehicle design in order to achieve cost per seat not higher than $50,000. Finally an outlook is presented on the different options for manned Earth-to-Moon transportation modes and vehicles – another most important application of 'cost engineering', taking into account the large cost of such a future venture.  相似文献

This article considers the US policy objectives at the forthcoming WARC-ORB 85 Conference, and argues that with US willingness to modify its position the Conference seems for the first time to provide a good basis for a dialogue between the USA and those countries that feel the existing system is not equitable. Two main problems still need to be considered: the role of common user organizations such as INTELSAT, and the relationship between the Federal Communications Commission and other actors involved in the US international telecommunication decision-making process. Failure to reach agreement at the conference could lead to the USA being the country which suffers most.  相似文献
