An international symposium, ‘Global and European Challenges for Air and Space Law at the Edge of the 21st Century’, organised by the Institute of Air and Space Law (Cologne) and the German Aerospace Center (DLR), took place from 8 to 10 June 2005 in Cologne. The conference assembled space law experts from industry, academic and international institutions world-wide. Areas of discussion were national space legislation, the current relationship of ESA and the EU, and common issues in air and space law with regard to future aerospace applications. This report examines the common denominators underlying all these three areas.  相似文献

An interdisciplinary approach to discussing the human presence in outer space was undertaken on 11–12 October 2007 by the European Science Foundation (ESF), ESA and the European Space Policy Institute (ESPI). At the ‘Humans in Outer Space—Interdisciplinary Odysseys’ conference space experts and scholars from the area of humanities as well as social sciences discussed the roles disciplines such as law, philosophy, ethics, culture, art and psychology will increasingly play in space exploration. Conference output took form in the ‘Vienna Vision’, which provides a unique European perspective on the various needs and interests of humanities and social sciences linked with space exploration. This report presents the goals and outcome of the conference, as well describing the analysis leading to the creation of the Vienna Vision.  相似文献

Preventing the weaponization of outer space is one of the most relevant issues of the current space law debate. In recent years discussions on this issue have significantly increased in international fora, such as the UN Conference on Disarmament and the COPUOS. While it has not been possible to arrive at an agreed solution on how to efficiently deal with the problem of possible weaponization of outer space so far, several valuable proposals have been put forward. China and Russia, on the one side, and the European Union, on the other, have taken the lead in this respect. While the former have submitted a proposal for a draft treaty on the demilitarization of outer space, known as the PPWT, the latter has issued a Draft Code of Conduct for Outer Space Activities. Despite the differences between the two proposals, this paper proposes the development of a Chinese, Russian and European common approach aimed at preventing the weaponization of outer space. Although such a goal is undoubtedly challenging, some political and legal factors may enable such cooperation in the not-too-distant future.  相似文献

Over 200 people attended the ‘International Business in Space’ conference, organized by the Center for Space Policy Inc, Cambridge, MA, USA, in Washington, DC, 9–11 January 1985. The official focus - commercial space developments in the USA, Canada, Europe and Japan - was somewhat of a misnomer. While US, Canadian and European views and interests were well represented, the Japanese element was almost completely absent. Virtually every category of organization likely to be involved in the ‘industrialization of space’ was strongly represented: government agencies, major and medium-sized aerospace companies, entrepreneurial space firms, and service organizations, eg consulting groups, law firms and financial institutions. Not surprisingly at this stage, attendance by non-aerospace potential users of space was very weak. This report highlights two major themes - international cooperation and the role of overnments.  相似文献

In the past few years the UK has become increasingly active as the financial conscience of the European Space Agency. This is not because the UK government has a wish to spend more on its national space effort; it is because it remains unconvinced of the benefits of certain European space activities, notably manned endeavours. In the absence of an effective UK space lobby, the government's policies have remained largely unchallenged. This article traces the growth of the Parliamentary Space Committee in the context of developments in recent European space policy and highlights the need for an active UK space lobby.  相似文献

The structures governing European space activity, now some 50 years old, require reform to take better account of the plethora of space uses, the growing involvement in space of the EU and the variable degree of European integration. Adopting a method that involves identifying weaknesses in governance – e.g. lack of a European military space programme; problems in maintaining operational service continuity; opposition to change – the authors argue that only by harmonising its decision making and coherently integrating its public organisations will Europe be able to achieve a space programme commensurate with its technical capabilities and its political dimension.  相似文献

Europe has at last started to integrate the assets of its broad set of actors into a comprehensive European Space Strategy. But will this first approach be ambitious enough to strengthen Europe as a global actor? In this contribution, the individuals responsible for strategy in the French and German space agencies seek an answer to this question. They do so by reviewing the historical background to European space efforts, and its role in shaping present-day activities; setting forth a vision of how Europe should proceed in space, and measuring current progress in drafting a European space strategy against this vision.  相似文献

This article contrasts the political motivations behind the US space station initiative with those underlying the European Space Agency's Long Term Plan. Philip Chandler concludes that European cooperation in NASA's space station programme (SSP) will serve three needs: to buy time; to allow European users to undertake longer, manned experiments; and, to keep the Spacelab teams intact. For the European manned space activities an EVA space suit system was being developed in the frame of the Hermes Space Vehicle Programme of the European Space Agency (ESA). The space suit was to serve the needs for all relevant extravehicular activities for the Hermes Columbus operations planned to begin in 2004. For the present Russian manned space programme the relevant EVAs are performed by the Orlan-DMA semi-rigid space suit. The origin of its development reaches back to the 1970s and has since been adapted to cover the needs for extravehicular activities on Salyut and MIR until today. The latest modification of the space suit, which guaranteed its completely self-contained operation, was made in 1988. However, Russian specialists considered it necessary to start developing an EVA space suit of a new generation, which would have improved performance and would cover the needs by the turn of the century and into the beginning of the next century. Potentially these two suit developments could have a lot in common based on similarities in present concepts. As future manned space activities become more and more an international effort, a safe and reliable interoperability of the different space suit systems is required. Based on the results of the Munich Minister Conference in 1991, the European Space Agency and the Russian Space Agency agreed to initiate a requirements analysis and conceptual design study to determine the feasibility of a joint space suit development, EVA 2000. The design philosophy for the EVA 2000 study was oriented on a space suit system design of: space suit commonality and interoperability; increased crew productivity and safety; increase in useful life and reduced maintainability; reduced development and production cost. The EVA 2000 feasibility study was performed in 1992, and with the positive conclusions for EVA 2000, this approach became the new joint European Russian EVA Suit 2000 Development Programme. This paper gives an overview of the results of the feasibility study and presents the joint requirements and the proposed design concept of a jointly developed European Russian space suit.  相似文献

Among those capabilities is the use of space systems for communications and intelligence applications. A common European defence policy is still at a very preliminary stage, and although some limited progress has recently been made, it is a politically sensitive issue. In contrast to scientific research or large industrial ventures such as aircraft development, where Europe has moved forward rather well, obstacles to further integration in defence and security matters are numerous. Space systems could be used to facilitate such integration as their duplication is costly and so much remains to be done in Europe in this field. A common European ‘vision’ for the role of space systems in security and defence thus needs to be developed. This article reviews the role of space in security and defence missions, the technology and industrial base Europe needs, and its capability and autonomy in achieving access to space. Space system vulnerability and the means of minimizing it are addressed, including measures to prevent the weaponization of space. The possible role of ESA in support of the European Defence Agency for defence space systems development is identified, along with the need for ad hoc organizations for operational exploitation. Ten recommendations are made that would permit progress at the European level, following the path already successfully achieved in the civilian domain.  相似文献

Space science has been at the heart of humanity's activity in space, a fact reflected in the body of space law set up to regulate such activity. The increase in commercial utilisation of space may threaten the conduct of space science; reform of space law, however, could alleviate this situation. Using the examples of radio and light interference, and space debris, this articles examines ways in which the law could be reformed to improve conditions for scientists. It also discusses the need for, and equitable ways of, prioritising space activities. The forthcoming IHY 2007 should provide an opportunity for scientists to showcase their achievements.  相似文献

The willingness of the European Union (EU) to acquire an important position by defining a well articulated space policy for Europe requires a redefinition of the roles of the various actors of this policy. This has been demonstrated at the last ESA Ministerial Conference despite the financial difficulties encountered by all spacefaring European countries. The European Space Science Committee (ESSC), an associated Committee of the European Science Foundation (ESF), actively participated in the elaboration of such a policy by presenting the point of view of the space scientific community and making recommendations to ensure that scientific space research is appropriately accounted for in overall European space policy. The ESSC is briefly described along with its activities and contributions to the definition of a European space policy.  相似文献

Not only have the European Space Agency (ESA) and the European Union Commission succeeded in producing a joint space strategy within the time set for it, they have created a substantial and worthwhile document which recognises the importance of space for Europe and acknowledges that ESA—not national agencies—is the right body for the conduct of Europe's space efforts. Nevertheless, the strategy's lack of any government financial commitment is a worry— Public–Private Partnerships will never be enough—as is its failure to include any thought for the long term, and in particular manned flight. This critique of the strategy argues for more government spending on space and for greater long-term vision.  相似文献

This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. It was hoped that the conference would provide an opportunity for participants to identify the best opportunities for partnership in space.  相似文献

In a clear departure from previous policies and activities, the European Union, together with the European Space Agency, have embarked on a series of military and security related space activities in recent years, often under the umbrella of largely civilian programmes. Such dual-use space programmes not only silently introduce military use of space in the context of the EU, they are to become an integral and essential part of the EU’s growing military ambitions. While these ambitions are opposed by large sections of European society, the EU has made milspace projects a top priority, with no international answer yet to the real and growing risks of military rivalry in space.  相似文献

This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

This paper analyses the growing involvement of the European Defence Agency (EA) in the field of space, suggesting that this is symptomatic of the greater importance now being placed on military space by the European Union. It charts the history of the agency in general and its role in space in particular, delineating the many synergetic relations it has with other space-related institutions at EU level. It argues that EDA is as much a response to socioeconomic as strategic considerations, and that it acts to protect European competitiveness in the arms field, thereby highlighting the rising significance of EU military space policy for European security and military institutions.  相似文献

Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献
