This article examines the results of International Space Year (ISY). After discussing how and why the idea was conceived, it details the actions taken to bring ISY about and the projects that were to be carried out. The author examines the achievements of the year and how they are likely to continue to influence space policy in the longer term. Successes include the creation - and continuation under another name - of SAFISY; an ongoing willingness among countries and organizations to coordinate their data and avoid wasteful redundancy; a bottom-up approach to global mission planning; and greater public perception of the significance of space.  相似文献

Preparations and proposals for the 1992 International Space Year are being made which cover a wide range of activities, organizations and nations; the momentum is building. There is an urgent need for an informal and independent ISY Steering Committee to legitimize the ISY and catalyse activities. Following Ukraine's 1991 declaration of independence and the disintegration of the USSR, Ukraine inherited a third of the Soviet Union's space industry. This paper presents an overview of the main features of Ukraine's current policy on the exploitation of this capability as a factor in the transformation of its economy. It illustrates how the policy is being realized in the areas of launch systems, Earth observation, satellite communications and international relations, and concludes that Ukraine's strengths in the space field are counterbalanced by obstacles which must be faced, both within the country and externally.  相似文献

The paper describes the main issues for the design of an appropriately planned habitat for tourists in space.Due study and analysis of the environment of space stations (ISS, MIR, Skylab) delineate positive and negative aspects of architectonical design. Analysis of the features of architectonical design for touristic needs and verification of suitability with design for space habitat.Space tourism environment must offer a high degree of comfort and suggest correct behavior of the tourists. This is intended for the single person as well as for the group. Two main aspects of architectural planning will be needed: the design of the private sphere and the design of the public sphere.To define the appearance of environment there should be paid attention to some main elements like the materiality of surfaces used; the main shapes of areas and the degree of flexibility and adaptability of the environment to specific needs.  相似文献

Data policy is an important element of the initiative on Global Monitoring for Environment and Security (GMES), which aims to establish a European capacity for the provision and use of operational information for monitoring and management of the environment and civil security by 2008. This paper documents the data policies of the variety of information providers likely to be involved in GMES, identifies the obstacles and draws conclusions on ways to improve data policy coherence. It addresses the main policy issues associated with Earth observation data, as well as with other types of environmental data.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

This article examines the development of policy on space debris in the European Space Agency and the USA, comments on its regulatory effectiveness, and proposes further recommendations for consideration when developing future space debris policy. The Indian Earth Observations Program, over the past three decades, has been mainly driven by the national need for natural resources management, environment monitoring and disaster support. With an array of seven Indian Earth Observation Satellites, national development support has been provided through a well-knit institutional framework of a National Natural Resources Management System (NNRMS). A wide variety of applications have been developed as an inter-agency effort over the past 15 years. Now, the capacity of the programme has extended into the global arena and is providing operational data services to the global user community. Positioning of relevant policy guidelines for the EO program to contribute to national endeavor and its transitioning for global outreaching and development of a commercial enterprise — both at national and global levels has been an area of constant attention within ISRO.Issues related to defining the space and data acquisition as a national “public ground”, costing of data products and services and evolving a commercial Earth Observation policy have been addressed for providing the overall thrust of the Indian Earth Observations program. The paper discusses the evolution of the policy in the early stages and its transition today to support a two-pronged strategy of supporting national development support and at the same time, developing a commercial program. The paper also illustrates the success of these policy endeavors through specific cases of applications and development of value added services. The paper also brings out the potential policy adjustments that will be called for in the coming years.  相似文献

In 2000 there were 40 different countries that had registered space agencies. By 2009 that number had continued to grow to 55. This article discusses how cooperation allows a nation to leverage resource and reduce risk; improve global engagement; and enhance diplomatic prestige of engaged states, political sustainability and workforce stability. The obstacles and impediments to cooperation are substantial, and are manifested through various anti-collaborative behaviors. To achieve success, these obstacles and impediments must be understood and confronted. The article examines the substantial challenges posed by technology transfer constraints, international and domestic politics, and exceptionalism perspectives. Given the imperative to cooperate, four frameworks (cooperation, augmentation, interdependence, and integration) can be employed to overcome these challenges and achieve success.  相似文献

Much attention has been paid recently to the issue of removing human-generated space debris from Earth orbit, especially following conclusions reached by both NASA and ESA that mitigating debris is not sufficient, that debris-on-debris and debris-on-active-satellite collisions will continue to generate new debris even without additional launches, and that some sort of active debris removal (ADR) is needed. Several techniques for ADR are technically plausible enough to merit further research and eventually operational testing. However, all ADR technologies present significant legal and policy challenges which will need to be addressed for debris removal to become viable. This paper summarizes the most promising techniques for removing space debris in both LEO and GEO, including electrodynamic tethers and ground- and space-based lasers. It then discusses several of the legal and policy challenges posed, including: lack of separate legal definitions for functional operational spacecraft and non-functional space debris; lack of international consensus on which types of space debris objects should be removed; sovereignty issues related to who is legally authorized to remove pieces of space debris; the need for transparency and confidence-building measures to reduce misperceptions of ADR as anti-satellite weapons; and intellectual property rights and liability with regard to ADR operations. Significant work on these issues must take place in parallel to the technical research and development of ADR techniques, and debris removal needs to be done in an environment of international collaboration and cooperation.  相似文献

While the international community has acted forcefully since World War II to protect sites and objects of cultural or historic significance on Earth, little attention has been paid to the same kinds of sites and objects in space. There are important ethical and scholarly reasons for wanting to preserve sites and in situ objects in off-Earth contexts from destruction or commercial exploitation. Innovative space research equipment, such as spacecraft, satellites, and space stations, and the locations of historic missions, such as Tranquility Base, therefore deserve formal international recognition and protection. Appropriate models for developing a comprehensive protective scheme can be found in existing international protocols, especially the 1959 Antarctic Treaty (and later additions), the 1970 UNESCO Convention on Cultural Property, the 1972 UNESCO World Heritage Convention, and the 2001 UNESCO Convention on the Underwater Cultural Heritage. In addition, space agencies and professional organizations can mandate adequate and ethical planning for the post-operational phases of space missions to include arrangements for heritage protection.  相似文献

Basic science — including space science — is vital for national development, but developing countries often meet obstacles to participation in the international scientific community. This can be mitigated by international cooperation, particularly in the field of education. The author calls for a concerted effort to increase such cooperation regionally, internationally and bilaterally; international organizations should also become involved. In the 21st century space activities are having an ever greater influence on global society, economics, culture and the environment; they are becoming a key tool of sustainable development. However, for many individual developing countries, including those in Southeast Asia, there actually are many obstacles to participating in the space field. Therefore in order to promote sustainable space development and to solve space conflicts within the region, all Association of Southeast Nations (ASEAN) nations should embark on greater regional space cooperation as soon as possible. Because regional space cooperation can assure equal rights to space benefits, it does not limit returns only to the first beneficiary or the first user to receive space benefits. In the end, the total space benefits will be spread to other cooperating countries equally.  相似文献

Building an organization and management structure to create, launch, utilize and protect a satellite solar power energy system will require a global policy for the beneficial use of SSP. The fundamental organizational tasks are: (1) R&D, achieved through a project organization characterized by the integrated management of applied science, development research and construction engineering; (2) investment, generated by a series of groups creating financial vehicles for public and private investment; (3) transmission and distribution, characterized by attention to an engineering and maintenance process emphasizing high reliability; and (4) crisis response, demanding readiness for instant response to potential internal or external scenarios. A differentiated global organization spanning the long timeframe of SSP will need to have a central management core representative of all parts of the organization, with the capacity for self-renewal and re-adaptation. To be successful over its long timeframe, the SSP organization will need to build continuity and public confidence through intergenerational communication, public education, and community outreach. Integrating structures must be created at all levels of the organization, and should encompass joint work tasks and information-sharing among both industrial and government members. Developmental and alliance partners who support the formation and financing of a differentiated satellite solar power organization will share commensurately in the technologies and competencies that are created.  相似文献

In Japan, there are several government ministries and agencies with important roles in the development and use of space. In 2012, Japan restructured its administrative organs related to the development and use of space through legal amendments to the original acts that established these organs. Although this was an important administrative reform that took four years of planning and discussion to accomplish, this restructuring has not been communicated well outside of Japan. This study provides the first comprehensive overview of the recent legal changes in Japanese space policy. In contrast to some reports, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) still has primary responsibility for the finances and personnel of the Japan Aerospace Exploration Agency (JAXA). This continues to be true even after the Cabinet Office begins its new role as the focal point for formulating Japanese space policy. It remains to be seen how the policy direction of the Cabinet Office will interact with the operational, financial, and personnel responsibilities of MEXT. I argue that knowledge of the roles of MEXT and the Cabinet Office in space policy, and the tension between the two organizations, is key to understanding Japan's future space policy decision-making process. By tracing the history of Japanese space policy since 2001, I also suggest that if bureaucrats had thought more deeply before making major reforms to space policy and its administration, there would have been less confusion over the development of national space policy this past decade. This paper concludes by identifying some key elements to monitor in the coming years of Japan's space policy.  相似文献

Scientific and policy developments in the field of Near-Earth Objects (NEOs) since the UN NEO conference in 1995 are briefly outlined. Some areas of research and discovery have exhibited considerable progress while others have languished. In particular, facilities in the southern hemisphere for discovery and tracking of NEOs are inadequate. Suggestions are made both at the scientific and technical levels as well as at the policy level to provide coordinated and coherent progress in developing a long-term approach to NEO hazard mitigation. The next step should be the establishment of a panel of international scientific experts on the subject.  相似文献

The International Space Station will provide an extremely high-quality, long-duration microgravity environment for the conduct of research. In addition, the ISS offers a platform for performing observations of Earth and Space from a high-inclination orbit, outside of the Earth's atmosphere. This unique environment and observational capability offers the opportunity for advancement in a diverse set of research fields. Many of these disciplines do not relate to one another, and present widely differing approaches to study, as well as different resource and operational requirements. Significant challenges exist to ensure the highest quality research return for each investigation. Requirements from different investigations must be identified, clarified, integrated and communicated to ISS personnel in a consistent manner. Resources such as power, crew time, etc. must be apportioned to allow the conduct of each investigation. Decisions affecting research must be made at the strategic level as well as at a very detailed execution level. The timing of the decisions can range from years before an investigation to real-time operations. The international nature of the Space Station program adds to the complexity. Each participating country must be assured that their interests are represented during the entire planning and operations process. A process for making decisions regarding research planning, operations, and real-time replanning is discussed. This process ensures adequate representation of all research investigators. It provides a means for timely decisions, and it includes a means to ensure that all ISS International Partners have their programmatic interests represented.  相似文献
