This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. It was hoped that the conference would provide an opportunity for participants to identify the best opportunities for partnership in space.  相似文献

Now that the Cold War is over, the authors of this Viewpoint believe that in the interests of the USA as well as the rest of the world international cooperation should become a more fundamental element of US space policy. Cooperative agreements will not always be easy to reach and will require creative statecraft. To that end the USA should take the initiative in establishing a high-level international policy forum to facilitate discussions on the main goals and objectives to be served by international cooperation in space.  相似文献

Outside the big space industry conglomerates, there are a number of much smaller firms, often with great specialist expertise, in existence. A concentration of such companies is found around the aerospace centre of Bristol in Southwest England; these companies are seeking to expand the UK space business and explore new opportunities, not only in traditional fields but also in up-and-coming areas such as exploration and space tourism. Sino-Latin American space cooperation has grown in the past several years, contributing to debates over China’s rising influence in the region. Much of what has been written about this phenomenon is overly simplistic and denotes a lack of understanding of the interplay between the domestic and the international when decisions of international cooperation are taken. This paper argues that calculations of both domestic and international interest are important in Sino-Latin space relationships, with the former of particular importance to Latin American countries. It explores these interests as demonstrated in the cooperative programs of four Latin American countries. It concludes that, while the US relationship is not a major factor in their decisions to cooperate or not with China, the USA could benefit from a greater understanding of this phenomenon to expand its relationships with the emerging space nations of the region to its benefit.  相似文献

This article considers how the USA can best maintain its commercial and governmental competitiveness in space, while facilitating private investment and international marketing, and at the same time keeping up significant cooperation with other nations. The current state of US civilian space activities in each of these areas is summarized, and several alternative solutions are presented. The article concludes that strengthening US competition with other space-capable nations, and improving US ability to cooperate effectively, will require careful coordination of the activities of federal agencies with each other and with the private sector.  相似文献

Based on a joint study initiated in 2007–2008 by the Policy planning staff (CAP) of the French Foreign Ministry and the space agency CNES, which brought together experts, researchers and industry insiders, this article considers the factors behind Russia's recent resurgence and the possible revival of its space programme. It examines how far the latter will require international cooperation in order to progress further and discusses likely areas of profitable collaboration with Europe in general and France in particular, given that country's long history of space cooperation with Russia and the need in the mid-term future to share the burden of developing ambitious new space programs. While there is in principle much potential, especially in the area of space transportation, there are also numerous challenges and uncertainties. How these are resolved will affect the level and success of any cooperative efforts of both sides.  相似文献

Instead of preparing for space warfare, the USA could make tremendous use of space activities to enhance global security. Arms control verification, environmental monitoring and international cooperation on space missions are important examples. This is the text of a report prepared by the UN Secretary-General, International Cooperation in Space Activities for Enhancing Security in the Post-Cold War Era. It discusses what can be done in this field - both by states acting cooperatively and by the relevant specialized agencies of the UN - in areas such as arms control and conversion of military technologies, commercialization and proliferation, environmental protection and scientific and technical cooperation. Various confidence-building measures to increase global security are discussed and the need to improve developing countries' access to space technology via the establishment of regional education centres and an international space information centre is emphasized.  相似文献

The time for regional cooperation in the Asia-Pacific region is now ripe. Steps have been taken towards this via a workshop sponsored by China - previously wary of cooperation but now seeming to acknowledge that, along with interested countries, it could contribute more to space in the region. The author examines areas of shared interest over which parties might collaborate and the best way to achieve this: a gradual approach emulating the development (but not the present configuration) of ESA is recommended. Finally, he examines the legal framework within which cooperation might function, using a liaison committee to formulate and coordiante proposals. Action must be taken now if the region is not to fall behind in the development of space technologies.  相似文献

In 2000 there were 40 different countries that had registered space agencies. By 2009 that number had continued to grow to 55. This article discusses how cooperation allows a nation to leverage resource and reduce risk; improve global engagement; and enhance diplomatic prestige of engaged states, political sustainability and workforce stability. The obstacles and impediments to cooperation are substantial, and are manifested through various anti-collaborative behaviors. To achieve success, these obstacles and impediments must be understood and confronted. The article examines the substantial challenges posed by technology transfer constraints, international and domestic politics, and exceptionalism perspectives. Given the imperative to cooperate, four frameworks (cooperation, augmentation, interdependence, and integration) can be employed to overcome these challenges and achieve success.  相似文献

Commercial suborbital space flights will reach altitudes above 100 km, with 3–5 min of weightlessness bracketed by high-g launch and landing phases. The proposed frequency of these flights, and the large passenger population, present interesting opportunities for researchers in the life sciences. Transatlantic cooperation has played a key part in developing Europe's capabilities in space, but this has been despite serious drawbacks in the legal status of the agreements concerned. This article traces the history of transatlantic space relations and highlights the misunderstandings that have arisen. These stem from the precedence given in the USA to domestic laws and financial interests over all international agreements except formal treaties, which are generally not considered suitable for scientific and technical agreements. In 1981 the US spacecraft planned for the international Solar Polar Mission, in cooperation with the European Space Agency, was abruptly withdrawn. This article discusses the events leading up to the withdrawal and how it was handled by NASA and US government officials, and ESA's reaction. Reflections are offered on the experience, and ESA's current attitude towards space partnerships with the USA is examined. The author concludes the Europe is in a stronger bargaining position today, and has also advanced towards having its own autonomous space capability.  相似文献
