| 摘 要： | 随着社会主义市场经济体制的逐步完善,家庭养老和土地养老功能的进一步弱化,我国传统的养老方式面临挑战,从2009年起我国开始新型农村社会养老保险试点,这是一项重大的惠民政策,"新农保"制度既有创新的亮点,同时也存在一些问题。对这些问题进行分析并提出相应的完善对策,以期"新农保"这一惠农政策持续健康运行,实现农民老有所养。

| Abstract: | With the gradual improvement of the socialism market economic system,and the further weakening of family endowment and land endowment functions,our country＇s traditional endowment ways are faced with challenges.Our country has started the new-type countryside social endowment insurance in some regions for experiment since 2009,which is a great public welfare policy.The new-type countryside social endowment insurance system is not only highlighted by some innovations,but also faced with some problems.The article makes analysis on the problems and brings forth the corresponding countermeasures for improvement so as to make the policy run smoothly and serve the seniors. |
