基于持续适航体系的国产民机服务通告管理研究

服务通告是改善在役机队性能、缓解机队安全风险的重要手段。梳理了国产民机服务通告的相关概念,阐述了持续适航相关风险,分别总结了当前持续适航体系及服务通告编制的具体实践,并着重提出了基于持续适航体系的国产民机服务通告的闭环管理新模式。研究了针对国产民机服务通告的全流程体系监管方式,可实现对国产民机服务通告的全流程监督和管理,并用于指导国产民机服务通告的具体实践。

The Management of Domestic Aircraft Service Bulletin Based on Continued Airworthiness System

Service Bulletin is an important means to improve the performance of fleet and mitigate the risk of fleet safety. This paper reviewed the related concepts of domestic civil aircraft Service Bulletin, expounded the relevant risk of continued airworthiness, and summarized the current practice of the Continued Airworthiness System and the preparation of Service Bulletin respectively. Based on the Continued Airworthiness System, a new model of the closed loop management of domestic civil aircraft Service Bulletin was put forward emphatically. The whole process supervision mode of the Service Bulletin was studied, which could realize the whole process supervision and management, and guide the practice of domestic civil aircraft Service Bulletin.
