| 摘 要： | 旨在研究自愿报告系统与当前热点问题安全管理体系和安全文化间的关系，并为中国自愿报告系统建设及企业内部建立和运行自愿报告系统提供借鉴和指导。从自愿报告系统建立的目的和工作原则入手，概要分析了自愿报告系统的信息传递流程，讨论了中国航空安全自愿报告系统的运行概况，包括信息的收集、反馈及取得的效果，重点分析了自愿报告系统与安全管理体系、安全文化间的关系。其建立和成功运行对于完善航空系统、促进航空安全、改善运行环境起到了直接的促进作用。

| Abstract: | Researching the relationship among the confidential aviation safety reporting system and the hot safety issue safety management system （SMS） and safety culture, and giving one of the best practices or guideline for establishing the confidential aviation safety reporting system in domestic civil aviation industry. The paper begins with the aim and principles of the confidential aviation safety reporting system, analyzes the information flow of the system, then discusses the operation of the sino confidential aviation safety reporting system（SCASS） includes the reports intake, feedback and the impacts, at last analyzes the relationships with SMS and safety culture. It improved perfecting the aviation system, promoting the safety and the operating environment. |
