| 摘 要： | 目前，航空运输业自由化的趋势动摇了芝加哥公约的一些基本原则和国际航空运输双边管理体制，讨论了国际航空运输双边管理体制的由来并分析航空自由化发展的趋势，论述了中国航空运输业面临的竞争威胁，探讨了中国航空运输企业加快改革，强化管理，面对自由化挑战的途径。

| Abstract: | Through a thorough discussion of the bilateral structure of international air transport management and the growing tendency of civil aviation liberalization,this article tries to emphasize the competitive threat faced by the Chinese airline industry and explore ways of quickening the steps of reform and enhancing the management in order to successfully meet the challenge of liberalization. |
