中国中小企业发展环境分析与政府政策支持体系的构建

An Analysis of China's Environment for SME Development and Construction of Supportive System for Government Policy

Since SME development is subject to dual constraints of market and policy environment,China's SME need supports badly by policies of the government.In essence,the behavior that the government supports development of SME is market intervention,which should observe the criterion of avoiding market failure and failure of their own to the maximum extent.Therefore,the government's SME policy supportive system should change over from the old policy path that simply initiates from specific aspects such as corporate financing and technical supporting,to a new one that includes making in-depth analysis of market and policy environment from a macro perspective,and with regard to the two main issues on market and policy,constructing a policy supportive system that conforms to China's national conditions.
