| 摘 要： | 地方行政立法的质量状况,直接影响着国家法律的实施和地方性事务的管理成效。通过对2000～2010年的河南省政府规章及其制定活动的综合评价,认为地方行政立法程序、手段和技术比较完善,规章质量状况良好,但存在计划约束力不强,公众参与度不高,立法技术相对落后等问题,地方行政立法质量有进一步提升空间。
