农村公共物品供给的现状、形成机理与路径选择

农村公共物品供给不足,已经成为农村经济发展的瓶颈和障碍,笔者试从公共物品的角度对这一问题进行初步探讨:首先,对农村公共物品及其属性进行了分析;其次,论述了农村公共物品供给不足的现状及瓶颈效应;最后,从财政投入不足,公共物品供给体制,需求与供给的矛盾,供给主体混乱及权限不清,供给渠道单一与公共物品需求多样性之间的矛盾等方面,探讨了农村公共物品供给不足的成因,并在此基础上提出了相应的对策.

Present Situation, Causes and Solution of the Supply of Rural Public Goods

The supply shortage of rural public goods has become a bottleneck and obstacle for the development of rural economy.In this article,the author makes a preliminary analysis of this problem from the aspect of pubic goods: by introducing the concept of public goods and its attributes,he discusses the present situation and bottleneck of supply shortage of rural public goods;then he explores the deep causes of supply shortage from the aspects of insufficient public finance,supply system of public goods,contradiction between supply and demand,unclear supply entities,and contradiction between simple supply channel and diversified demand.Finally,based upon the analysis,the author puts forward his countermeasures in this regard.
