摘    要:从绩效考核系统的诸要素和环节分析绩效考核中出现各种问题的原因,认为我国企业绩效考核目前存在的问题主要是在理念层面,即在绩效考核指标制订、考核执行及考核结果应用中脱离了绩效考核的根本目的,变成了为了考核而考核;同时,在技术层面,业务素质不高导致绩效考核不能得到落实。无论是理念层面,还是技术层面,都受企业文化的制约,因此企业文化是否健康,对绩效考核能否有效发挥作用至关重要。

Abstract:Based on the existed questions found in enterprise performance appraisals,this paper systematically analyze and discuss them both in concept level and technical level,try to find the reasons of the questions existed in every factors and taches of performance appraisal system,and give answers to the questions.We come to the conclusion that in their performance apprisals,the biggest barrier is in concept level,that is,most enterprises failed to serve the right purposes in their KPI formulating,executing and applying process,and also in technical level,they failed to carry out the performance appraisal thoroughly.However,either concept level or technical level is restricted by corporate culture,a healthy culture is playing a deciding role in a effective performance appraisal system.
