新型农村社区管理的现状、问题与改进措施——以新郑市为例

新型农村社区是政府公共服务向农村基层延伸的平台。居民住所空间方位的转换和人口集聚体的形成给传统农村社区管理模式和运行机制提出了巨大挑战。加快实现新型社区管理由传统的村落监控型管理向城镇社区居民服务型管理转变需要坚持以人为本、服务为先，寓管理于服务之中，以实现管理与服务的有机统一，即要以“两委”班子重构为抓手强化新型农村社区党建工作，推动土地制度、集体资产、城乡管理体制等“村改居”背后的制度性因素变革，深入广泛地宣传引导居民转变生活习惯、消费观念和生产方式，提高居民素质。

New Rural Community Management During the Transition Period： Current Situation,Problems and Improvement Measures

New rural communities are the platforms for the government to extend their public service to the ru- ral area. With the formation of large - scale population and the conversion of residents＇ spatial orientation, it brings a huge challenge to the traditional rural community management model and its operational mechanism. Accelerating the Process from the monitor - based community management of traditional village to the service - oriented urban community management, we should adhere the philosophy of people - oriented and service for the first, hide government management into public services, so as to achieve the organic unity of manage- ment and service, that is to say, make the ＂two committees＂ construction as the starting point to strengthen the party building work in rural communities, promote the changes behind land system, the collective assets restructuring, the ＂Villages habits and co management system between the city and the countryside and other institutional factors behind to community＂, deeply and extensively propagate and guide the residents to change their living nsumer attitudes and achieving a fundamental shift in the residents＂ quality and lifestyle.
