| 摘 要： | 高绩效政府是指政府在履行行政责任的过程中，在注重社会公平的基础上，能够积极回应公众要求、追求公众满意，以相同或更少的资源实现公共产出的最大化。首先从效率、效益以及公平的角度解释了高绩效政府的概念，接着论述了高绩效政府的外在表现，随后从不同的方面强调了对高绩效政府的内在要求。

| Abstract: | In the course of fulfilling administrative accountability and on the basis of paying attention to social justice,high-performance government can respond the requirement of the public actively,pursue the satisfaction of the public,and get the maximization of the public output with the same or less resources.The paper explains the concept of high-performance government from effectiveness,efficiency and social justice,then describes its external appearance and emphasizes its internal requirement from different respects. |
