通用机场机坪运行安全风险评估方法研究

摘    要:传统机场机坪运行评价方法在确定指标权重方面存在不足,而模糊评价法在确定隶属度时主观判断较多。结合通用机场机坪运行特点建立评价指标体系,采用变权和相对差异函数的方法对通用机场机坪运行安全风险进行评估。首先运用变权理论对各评价指标的常权进行调整,体现单个指标对评价结果的影响;然后利用相对差异函数确定单因素对各安全等级的隶属度,消除模糊评判隶属度向量受专家经验和认识的局限性;最后对风险值进行计算,得出通用机场机坪运行风险水平。结果表明:该机场机坪运行风险水平计算结果正确,该方法能客观反映风险源对风险评估值的影响。

Abstract:In order to overcome the shortcomings of traditional evaluation methods in determining the index weight and fuzzy evaluation method in determining the degree of membership, Establish an evaluation index system based on the characteristics of general airport apron operations, Using variable weight and relative difference function methods to assess the safety risks of general airport apron operations. Firstly, the constant weight of each evaluation index is adjusted by using the variable weight theory, and then the membership degree of each safety level is determined by using the relative difference function, so as to eliminate the limitation of experts" experience and knowledge. The airport apron operation risk level calculation result is correct. Theoretical analysis and case calculation show that the method can reflect the impact of risk sources on risk assessment value more objectively.
