| 摘 要： | 本文利用层次分析的方法，综合考虑每一种彩票发行方案中不同等级的中奖率、总中奖率及中奖率对彩民的吸引程度列出判别矩阵，经过一致性检验，对29种彩票发行方案做出了优劣性与可行性的评价，建立了方案评价指标，进而对其合理性作出了评估。在此基础上，确定出最优的彩票发行方案，为彩票公司提供参考。最后，我们从彩民的切身利益出发，对彩票发行中的相关因素做了分析，并为彩民提供了关于彩票选购的一些建议。

| Abstract: | This paper evaluates the feasilities of 29 lottery schemes in the method of administrative level analysis.A judging matrix is introduced in the paper with the winning rate of different grades, the overall winning rate in those schemes and its attraction for lotterybuyers considered. And then scheme evaluating indexes are introduced to estimate the scheme rationality. Furthermore, the optimium scheme is selected for the lottery company, and on behalf of the beneit of lottery-buyers the relevant factors in lottery are analyzed and some advices are given for the lotterybuyers. |
