社会转型下我国社会管理与社会保障的关系、问题及对策研究

伴随着民生诉求的全面升级、新型城市化战略的有序推进，“党委领导、政府负责、社会协同、公众参与”的社会管理格局得到了进一步拓展完善。社会管理与保障在社会转型下面临着诸多挑战，保障和改善民生成为了深化社会建设的重点。事实上，统筹处理好社会管理与社会保障之间的关系，不仅有助于加强社会管理体制建设、构建统筹城乡的社会保障体制，也利于健全新型社区管理服务机制。

The Research of the Relations,Problems and Countermeasures between the Social Management and Social Security in Social Transformation

With the demands of the people＇s livelihood and the new urbanization, ＂party committeeleadership, government responsibility, nongovernmental support and public participation＂ in the socialmanagement pattern has been further improved. In the context of social transformation, social manage-ment and social security are facing many challenges. Particularly, ensuring and improving people＇s live-lihood has become a focus of social construction. In fact, as a whole to deal with the relationship between the social security and social management, not only strengthens the construction of social manage-ment and innovation, but also helps to improve the community management and service mechanism.
