Technology - oriented R＆D personnel in an enterprise are a group of people, whose communication ability has their own characteristics. By means of four dimensions of analyzing R＆D personnel＇ s self communication, inner communication, communicating with managers, and external communication, the paper proposes a design of an enterprise＇ s technology - oriented R＆D personnel＇ s communication ability development model based on the two levels of an organization and an individual. Thus, it will help fully bring human resources value into play and also provide reference for an enterprise in improving work performance of technology - oriented R＆D personnel.
