Overview of High Level Specifications of Galileo Mission Control System

The high level specifications of Galileo Mission Control System（GMCS） are described including specifications of system and subsystems such as system monitoring and control sub-system（SYS）,telemetry monitoring subsystem（TMS）,telecommand subsystem（TCS）and data archive subsystem（DAS）.Some suggestions on the design strategy and solutions are made, such as design method,solutions,automation and security policy, which relate to how to use the GMCS high level specifications for reference to develop a mission control system that is able to support the control of Chinese satellite constellation mission in future.
