Focusing on the U .S .government’s Asia‐Pacific rebalance efforts and its new offset strategy , the evolving of Eisenhower’s“New Look” defense policy ,Brown’s Offset Strategy and a so‐called “Third”Offset Strategy is simply analyzed .Then Chinese missile attack capabilities and American missile defense ca‐pabilities are described according to the related American DoD and CSIS reports .Through a comparison of Sino‐U .S .missile attack vs .defense forces ,the attributes of their new and legacy capabilities are understood .
