| 摘 要： | 扶贫开发是构建和谐社会的重要手段之一，不断创新的农村扶贫开发模式为我国农村扶贫开发活动提供了有效载体。文章对新世纪中国农村扶贫开发的主要模式进行了评析，比较了各自的优点、不足和适应范围。同时，还对现阶段涌现出来的各种新型扶贫模式如社区主导型模式、“中农合创”模式、“社区基金”模式等9种扶贫模式进行了评述，指出扶贫模式创新的趋势和特点：强化“以人为本”理念，把项目决策权交给项目受益人；强化市场机制，充分调动扶贫主体和客体的积极性；强调可持续发展；注重非政府组织的作用，等等。

| Abstract: | Poverty alleviation and development is one of the important means for building a harmonized society in China,and the innovative poverty reduction models have provided effective media for poverty reduction activities in rural China.This paper compares and comments on the advantages,disadvantages and their respective suitable circumstances of the major models of poverty reduction.It also analyses the new models emerging in the 21st century,and points out the trends and inherent laws governing this scenario. |
