| 摘 要： | 从经济学与财政学的角度，分析论证了建国初期财政体制及政策目标模式选择的基本经验。认为财政体制和财政政策的目标模式选择，必须适应形势发展的需要，其运作不能只限于行政手段和政府行为，而应根据经济规律的要求，与经济杠杆的运用相结合，并且应随着形势的变化而不断有所调整。

| Abstract: | This paper analyzes how to choose financial system and political target pattern from the economic and finance point of view in early China.It points out that the financial system and political target pattern should be adapted to the development of new situation,and could not be restricted to financial ways and government behavior.It makes the point clear that the financial system and political target pattern should be combined with the use of economic Bar,and be adjusted to the change of situation to supply reforms of financial system and make-up of policy with helpful references nowadays. |
