| 摘 要： | 本着系统安全的思想，从耗散结构论和协同学原理出发，思考安全管理体系的功能属性，构建了中国民航安全管理体系结构模型——ROSE模型，研究了该体系中政府和企业两个层面的功能联系，体系中核心子系统与外围要素的功能要求，以及核心子系统之间、核心系统与外围要素之间的辩证关系。
