扶持中小企业发展的紧迫性与现实选择

中小企业是我国吸纳就业和再就业人员的主要渠道。然而，目前我国各地区中小企业的发展水平参差不齐，越是经济发达、市场发育良好的地区，中小企业对当地经济发展的贡献也越大；反之，越是经济欠发达、市场化程度低的地区，中小企业对当地经济发展的贡献也越小；此外，中小企业的发展还存在资金严重缺乏等问题，融资难已成为制约我国中小企业发展的严重障碍。鉴于此，应通过发展和完善资本市场，鼓励金融机构进行制度创新，积极扶持中小企业的发展。具体措施包括：健全中小企业融资服务体系，为中小企业贷款提供便利；完善信用担保体系，激励各类银行向中小企业贷款；完善中小企业板，通过直接融资解决部分高成长中小企业的资金缺乏问题。

Discussion on the Urgency of Supporting the Development of SMEs and Realistic Choice

Small and medium-sized enterprises(SMEs)will still be a main channel of employment and re-employment.By comparing the development of SMEs in the Yangtze River Delta,the three provinces in Northeast China and the six provinces in central China,we found,the more economically developed and more well-developed market areas,the better the environment for the development of SMEs and greater the contribution to local economic development,and vice versa.In addition,there are some problems such as acute shortage of capital in the development of SMEs.For this reason,this paper suggests positive support for these companies by means of adopting financial innovation.Specific measures include the following: Improve financing service system of SMEs and facilitate loans for them;improve the credit guarantee system and encourage all kinds of bank lending money to these firms;improve SME board and solve the problem of shortage of funding through direct financing for those which develop at a high speed.
