我国资源资本化过程中的资源产权问题及对策

按照经济学的一般原理,资源是资本的基础和载体,但资源要转化为资本是需要一定条件的,其中资源的产权问题是我国资源资本化的最大障碍。由于我国长期以来对资源产权的认识单一、绝对,一味强调国家对资源的绝对权利和控制,造成很多资源产权缺失或不完整,应该根据产权的不同属性来划分产权权力的归属,相应增加地方和个人的权力。在对资源产权分解时,应实行使用权获得有偿化,资源经营权流转市场化,以增强资源的竞争性、排他性和有偿性,最大限度地避免资源作为"免费午餐"被浪费和破坏。

Analysis of Resources Property Right During the Resources Capitalization Process in China

Based on the general principle in economics,resources are both the foundation and carrier of capital.The transformation from resources to capital requires certain conditions,among which the resources property right is the biggest barrier in our country's resources capitalization process.Resource property right belongs to country for a long time in China,but the surpervisoty is not rigorous.As "free lunch",much of resource was wasted or destroyed.So,reform should be made to avoid this phenomenon.
