山东半岛城市群产业发展的思路与对策

在国内区域经济一体化进程不断加快以及我国对外开放范围和领域不断扩大的新形势下,山东半岛城市群应充分发挥自身的资源优势、产业优势和区位优势,紧紧抓住发达国家新一轮产业转移的有利时机,加快重化工业、高新技术产业和现代服务业发展,促进产业结构优化升级;进一步优化产业布局,着力打造东部沿海和胶济铁路沿线两大产业隆起带,增强产业发展的空间集聚效应;打破行政区划限制,加强各城市之间的产业分工与协作,建立各城市间产业互补配套、生产要素自由流动的发展机制,形成发展合力,提高区域整体竞争力。

Discussion on the Thoughts and Strategy of the Industrial Development in the City Group of Shandong Peninsula

Nowadays,the process of regional economic integration is speeding up and the areas that are opening up to the outside world are constantly expanding.This new situation provides the industrial development in the city group of Shandong Peninsula with harsh challenges along with more opportunities.To confront this new environment,the following strategies are for reference: First is to catch a new round of opportunities that is brought about by the industry transfer in the developed countries.The resources and industry in this area are advantages which can be fully utilized for promoting the development in heavy industry,Hi-Tec industry and the modern service industry.Second is to keep optimizing the industrial structure and put full effort to construct the two main industrial burgeoning belts in the eastern coast region as well as along the Jiao-Ji Railway in order to enhance the space centralizing effects.Third is to break the restriction of administrative division to expand the industrial separation and coordination between cities;we should establish a mechanism,both for industrial complementary and conveyance in cities and for free movement of production factors forming a combined force.With these efforts we could expect the improvement of the regional competitiveness.
